The Spanish Socialist Labor Party entered into an agreement with the party “Together for Catalonia” on amnesty and support for the creation of a coalition. The decision will allow Pedro Sanchez to stay as Prime Minister for another period.

Agreement

According to the results of negotiations in Brussels, the Spanish Socialist Working Party (PSOE) reached an agreement with the party of Catalan separatists “Together for Catalonia” and its leader in the exile of Carles Puchdeman. As a result, the separatists will support the coalition government. One of the terms of the transaction is an amnesty for Puchdeman himself and the possibility of an amnesty for almost 1,400 Catalan activists.

Another condition of the agreement is negotiations on the possible referendum on self -determination of the political future Catalonia.

Puchdeman today stated that "the stability of the legislative body depends on the progress and the implementation of the agreements reached with PSOE." He also believes that the agreement should be controlled by an international independent mechanism.

“We do not trust words and promises. And, of course, the other side feels the same and will be distrustful of us. Let's hope that someday it will be different, ”said Puchdeman.

Catalonia's attempt to obtain independence from Spain in 2017 provoked a serious crisis in the country. It is assumed that the agreement will put an end to the persecution of participants in the struggle for independence.

It is expected that next week Sanchez will present his candidate for voting in parliament, after which he will be able to form a new government.

After the declaration of the agreement, a member of the Socialist Workers' Party of Spain, Santos Serdan said that as a result of negotiations there was a “historical opportunity to resolve the conflict, which could - and should be resolved only in a political way.” According to him, the proposed amnesty bill will now be submitted to the parliament, and the new government will become a progressive alternative to the Union between the Conservative People's Party (NP) and the Ultra Party of VOX.

Problems after the election

In July, extraordinary parliamentary elections took place in Spain. According to their results, the right-centric people's party received 136 out of 350 seats in parliament, the ruling Spanish Socialist Workers' Party-122 places, and the ultra-right VOX-33 deputy mandates. In fourth place was the Alliance of the left -wing parties Sumar with 31 places.

It was assumed that in a successful situation, the People’s Party will be able to occupy the majority in the government with VOX, but in the end they did not have enough voices.

Prime Minister Pedro Sanchez and the Socialist Party were forced to look for new allies to create a coalition. In September, the socialists and the left movement "Sumar" agreed to create the left coalition government in Spain. Even taking into account the agreement, which includes obligations to reduce the duration of the working day without reducing wages, the union lacked mandates.

Sanchez needed the support of two Catalan parties. In early November, he managed to sign an agreement with the "Left Republicans of Catalonia."

Former Catalonia President Carles Puchdemon, who is exile in Brussels, said that he would support Sanchez, provided that an amnesty would be announced for hundreds of Catalan protests.

Disagent

As soon as information about a possible agreement between socialists and separatists appeared in the media, in Madrid about seven thousand people went to street protests.

The demonstration, including members of the ultra -right party of VOX, took part in the demonstration. When the skirmishes began between the participants in the protest, the security forces used tear gas.

The representative of the People’s Party, the head of the regional government of Madrid, Isabelle Diaz Ayuso, said that the agreement means “the introduction of the dictatorship”. Her colleague Miguel Tydlado believes that the deal is “the biggest attack on the rule of law in our democratic history”.

The Chairman of the Government of Andalusia Juan Manuel Moreno Bonilla called the agreement “tremendous stupidity” and “humiliation for Spain”.

“This is a violation of the principle of equality between autonomous communities, between territories and, therefore, between the Spaniards; The most serious and disturbing violation that took place in the democratic history of our country, ”Bonilla said.

He called the agreement the “result of selfishness” of Sanchez, striving to remain in power.

According to analysts interviewed by the Financial Times, the dependence of the new government on the Pubuchdeman party will lead to a lack of stability, difficulties with the adoption of laws and the likelihood that it will not live up to the end of its four -year period.
