According to the publication, a native of Mariupol, Viktor Rastorguev, moved to Nizhny Tagil in 2014. On social networks he met Vyacheslav Alekseenko, who later became the main witness for the prosecution. After six months of dating, Rastorguev allegedly suggested that Alekseenko “carry out a terrorist attack.”
“Let’s blow up the bank, or better yet, the Ministry of Internal Affairs, or even better, the military registration and enlistment office, in order to interfere with the conduct of the SVO,” Alekseenko quoted Rastorguev’s words at the court hearing. Also, according to him, Rastorguev began assembling a rocket from plumbing pipes in the office space, which he was given to store the janitor’s equipment.
In August 2022, Alekseenko went to Yekaterinburg, where he was supposed to buy the missing chemicals, a coffee grinder for processing them, and also photograph in detail the building of the Sverdlovsk military registration and enlistment office, marking the routes of approach and departure.
However, instead, he turned to the FSB and spoke in detail about plans to undermine the military registration and enlistment office. “Although I do not agree with what is happening in the country, I am against killing people. Therefore, I decided to confess everything,” he said at the trial.
Nevertheless, Alekseenko, under the control of the security forces, brought the missing reagents to Nizhny Tagil. He also helped Rastorguev prepare chemical mixtures and participated in two failed rocket tests.
In the fall of 2022, security forces detained Rastorguev. The office space he occupied was searched.
“Homemade missiles were discovered, which he made from scrap materials, constantly modernized, and tested in the forest. It was established that with their help he planned to attack Uralvagonzavod,” Alina Kazantseva, official representative of the regional department of the FSB, said on television.
Rastorguev himself said at the trial that Alekseenko “lies like he breathes.” And his wife Svetlana Rastorgueva said that her husband was preparing festive fireworks for her granddaughter, who survived the fighting in Mariupol, and not for setting fire to the Sverdlovsk military registration and enlistment office.
