The Yaroslavl Regional Court canceled the decision of the court of first instance and sent an administrative case for a revision under the article on violation of the “foreign” legislation (part 8 of article 19.34 of the Code of Administrative Offenses) against the entrepreneur Andrei Alekseev. He reported this in his telegram channel.
On September 14, the Frunze District Court of Yaroslavl fined it 30 thousand rubles. The reason for drawing up the protocol was the lack of “18 Plus” marking on the Alekseev Media YouTube channel. Alekseev gave a screenshot of video chosting statistics, which shows that over the past 20 months, his channel had not had no time for the adulthood of the audience, and the obligation to put the “18 plus” marking for “foreign agents” has been introduced since December 2022.
Alekseev is the founder of the Kinoklub "Oil" and the project "Rage". The Ministry of Justice introduced him to the register of media-foreign agents in December 2021. In the fall of 2022, he was fined according to “foreign” legislation due to the lack of marking in one of the publications and the “insufficiently large” marking in another.
- The legislation on “foreign agents” is tightened every year. On December 1, 2022, the Law “On Monitoring of the Activities of Persons under Foreign Infant”, as well as numerous legislative amendments to “foreign” regulation, entered into force. The list of “affiliated persons”, new registers and other innovations in the Law on “foreign agents” can be read in the analysis of the OWD-info .
- In addition, Vladimir Putin signed a law on deprivation of liberty for up to five years for “foreign agents”, which were held twice a year liable for violation of the order of the “foreign agent” (Article 19.34 of the Code of Administrative Offenses).
- In the fall of 2021, the ATS-info launched the Inotek project. We study the practice of applying laws on “foreign agents”, talk about their influence on civilian society and specific people, initiate discussion with experts and offer ways of possible changes. In December 2021, together with the Center for the Protection of Media Rights, we began to provide legal support to people and organizations that were in the register of “foreign agents”.
