In Buryatia, they adopted a law that allows to kill homeless animals a month after getting into the state shelter if they were not found the owner.
If the animal has a chip or a token indicating the presence of the owner, but they cannot find it or he refuses to pick up the pet, it can be strewn with two months later, the head of the new people’s faction in the Khuraliye faction of Buryan Matheev explained the Buryatia channel.
The bill does not oblige to kill dogs, but it indicates that after a month or two shelters will cease to receive funding for the maintenance of dogs that did not find the owner.
The adopted law also has a clause that will not allow patients or aggressive animals to their previous habitats.
Also, dogs and cats will be killed, which are inconspicuously sick, injured, infected with dangerous infections, show “unmotivated aggression”, and also attacked a person, note “such things”.
Similar bills are going to adopt the authorities of Stavropol and the Magadan region, the newspaper writes.
In July 2023, the Russian regions received the right to independently decide what to do with homeless animals: to continue to implement the federal ATV program (capture - sterilization - vaccination - return) or approve their methods. This happened against the backdrop of the regular calls of the regional authorities, in particular Siberia and the Far East, to allow shooting or euthanizing homeless dogs.
The murder of homeless animals is contrary to the federal law on responsible treatment of animals, experts say. Among other things, the document enshrines the attitude to animals as "to creatures that can experience emotions and physical suffering" and prescribes "the education of a moral and humane relationship among the population."
