According to the second protocol, Nikandrov wants to be fined for publication on the Daily Fax resource (registered as the media, is administered by Nikandrov) the material of the German edition of Deutsche Welle (recognized as a “foreign agent”) with the EU Summit will prepare the soil for the Russian diamond embargo. The protocol, as in the first case, will be drawn up on Nikandrov as an official.

• The 19-year-old Marat Nikandrov was included in the list of "foreign agents" on November 17. Ten days before, he himself filled his form on the Ministry of Justice’s website. This is the first case in Russia, when the “ino -agent” is recognized as a person who independently introduced his data to the register.
• According to the law on "foreign agents", people who have entered the register of the Ministry of Justice are required to provide reports on their income and expenses four times a year and twice a year on activities. The department requires reports exclusively in writing and insists on sending documents only by "Russian Post".
• "Ino -Agents" are required to publish their reports on the Internet. People entered in the register of the Ministry of Justice should also accompany all their materials, including posts in social networks, labeling of a foreign agent. They are forbidden to teach, conduct educational activities, work in the state or municipal service, be members of the election commissions or to act as organizers of public events.
