The Ministry of Education and Science demanded that the institutes of the Russian Academy of Sciences compile lists with the names of scientists who participated in international scientific events in 2023. This was reported by Vedomosti with reference to sources in the Russian Academy of Sciences.

The Ministry of Education and Science claims that the information is collected to "form a plan for participation in international events for 2024." An employee of one of the institutes of the Siberian branch of the Russian Academy of Sciences told Vedomosti that the practice of the annual report in the Ministry of Education and Science on the work of scientists has existed for many years. According to Vedomosti, Russian laws have no requirements that scientific organizations are required to report on participation in international events.
