In the Urals, the director of the dairy deduced assets from the enterprise, left people without salary and hid on special operations

Dmitry Bely, director and co -owner of Kosulinskoye multidisciplinary enterprise LLC, did not go to work on October 13, 2023 and stopped answering phone calls. The employees were seriously worried, because before that they had not received a salary for several months, and the director finally promised to pay off debts. And suddenly disappeared. 32 employees of the dairy were in a deplorable position: neither money nor the opportunity to quit - there was no person left for the enterprise with the right to sign the care of care.

White but not fluffy

The company for the production of dairy products officially has existed for 26 years, but the Kosulinsky dairy, on the basis of which the company is based, has been leading its history since Soviet times. The dairy had their own fields, a livestock complex, a water tower and much more.

In the 90s, the company went into private hands, lost most of its assets, but retained, according to employees, a quality product. Dmitriybeli, along with two co -founders, bought a dairy in 2019.

In October last year, the enterprise began delays in salaries, today the amount of debt - almost five million rubles.

Some employees who do not have “airbags” decided not to take risks and quit, but some continued to work.

Then he suspected the wrong and one of three co -founders (white 51% of the company) Vyacheslav Myasnikov. One of the leaders of the enterprise, Ivan D., said on the terms of anonymity that Bely promised Meznikov to gradually return the money invested in the development of the company, but did not return it.

“According to the documents, we had a minimum salary, but it is clear that they received everything much more, the leading composition is from 100 thousand rubles,” said the interlocutor of Novaya. - For example, the organization should half a million. At the same time, no one can quit, because no one other than white has the right to sign documents.

Employees of the dairy applied to the prosecutor's office and the labor inspectorate. The inspection sent a specialist to the enterprise, who took explanations from four factory workers, then said that he transferred information to the Investigative Committee of the Russian Federation. There is no result yet. Workers wrote an appeal to the governor of the Sverdlovsk region. The factory workers replied that they transferred documents to the regional apparatus of the Commissioner for Human Rights ... since then silence. Then the employees of the enterprise unveiled information in the media, after which they came to them as an assistant to the prosecutor of the Beloyarsk district prosecutor's office.

- We began to ask questions, why nothing is happening? - Ivan D. is surprised - there are salary debts, but the company's accounts are still not blocked ( this is confirmed by data from the SPARK base. - I. D. ). The accounting department saw that the funds were received from the counterparties to the account and were immediately withdrawn to the Bank’s bank card, as well as to his wife.

At the same time, the tax, according to the results of the desk audit, put up a claim for 25 million rubles, but Bely agreed only with a half of this amount. Nevertheless, in this position, he managed to withdraw money from the accounts of the enterprise.

According to the SPARK base, on October 16, an application was received to the court to declare the company bankrupt. It is included in the register of unscrupulous suppliers and does not have its own capital. The company does not have real estate that could be sold in offset of the debt. This year, 19 contracts were concluded in the amount of more than 11 million rubles. According to the lawsuit filed by the court, different structures are trying to recover 11.4 million rubles from the company. In the FSSP today there are 33 existing enforcement proceedings.

The "rotten" business

According to our interlocutor, salary delays began in 2022. As the director explained to colleagues and friends, the business greatly sagged during the pandemic and in connection with the start of the special operation. Indeed, according to SPARK, 2019 the company completed with a loss of almost six million, in 2020 the loss amounted to almost 18 million, but already in 2021 the company received a net profit of 113 thousand rubles. 2022, which Bely called the failure due to its began, brought the company a net profit of 4.511 million rubles.

“We were not on the shelves of chain stores,” says Ivan D. “We delivered our products to state organizations and stably received payment for completed orders. There were difficulties. For example, last year we had an attack by Rosselkhoznadzor, but we laboratory could confirm that the quality of our products strictly corresponded to GOST. Each analysis is money, more than 20 samples per month that we passed to Beloyarsky Rospotrebnadzor (we are territorially treated with it) - 28-30 thousand, and one analysis in the Rosselkhoznadzor laboratory costs from 4,500 rubles. We were presented to us that soy DNA was discovered in our cottage cheese, but in the end this was not confirmed, and the money for research in the Laboratory of Rosselkhoznadzor had to be spent.

The Kosulinsky multidisciplinary enterprise earned on won tenders, worked with schools, kindergartens, colleges, military units, local administration and many other budget organizations. At the same time, the debts of the dairy remained in front of all counterparties: for milk, fuel, security, utilities ...

“It is clear that the delivered products were paid stably for tenders, so for us the mystery, where the money disappeared,” Ivan D. shrugs. “

A person who could at least somehow clarify the movement of money at the enterprise-the chief accountant, the director’s right hand, but she quit on November 10. Well, how did you quit? I collected documents and did not go to work.

At the same time, she changed her name to her girlish. Having updated personal data, I quickly found a new job. There is also no clarity where the accounting documents and seals of the enterprise have gone.

“I will not say that the dairy business is profitable,” our interlocutor continues. - He is good only with state support. Because over the past two years, prices have risen for everything except milk and agricultural products. Gasoline, spare parts, communal apartment - everything grows in price, but milk does not. We worked without state support, equipment in leasing, no one just gave us anything. Recently, the life of entrepreneurs has become very complicated, some began to close.

Before the director disappeared, the situation at the enterprise was heated every day: people were outraged by non -payment of salaries. In early October, a meeting was held, at which employees notified that due to lack of money they would stop going to work, and the director promised to soon pay off debts. In confirmation of the seriousness of his words, he really gave employees 10 thousand rubles and promised to draw up a debt repayment schedule in the near future. And then everything calmed down.

On October 11, factory workers were the last time they talked with their leader. The director convinced his deputies that everything was in order, issues were being resolved. And the next day he called for production and said that there would be no more shipments. I did not explain the reasons. In the refrigerators there were boxes with yogurts worth about 200 thousand rubles.

The director did not answer more than the director. After some time, the Monters of the electric grid company came and cut off the plant from electricity.

It turned out that the debt for the light exceeded 600 thousand rubles. Huge debts have accumulated both for water and for gas (it was also turned off).

Already in November, it became known that on October 14, Bely signed a contract from the Ministry of Defense and left for Omsk. On the same days, representatives of the Madbank entered the remaining co -founder and presented the requirements for an expired loan in the amount of 8.5 million rubles. It turned out that White before a trip to Ukraine managed to get loans to the enterprise. The co-founder flew to Omsk to catch the escaping director, but he was already sent to Ukraine as part of the airborne battalion. At the same time, Bely never served in the army, signed a contract and went to the conflict zone.

“We turned to the police, to the unit for economic crimes, but everyone says that this is a“ rotten case ”, it is impossible to promote him,” the interlocutor of “New” is outraged. - And you can’t touch white - he is now a member of his. It doesn't matter that he committed a crime. When the prosecutor came to us, we asked him: do you offer us to engage in robbery? To pick up everything that we will find from the director, sell, and then sign up for his? No one will be held criminally prosecuted because he signed a contract with the Ministry of Defense? The prosecutor replied that we would commit a criminal offense. And what Bely did is not a criminal offense? In response, the prosecutor only shrugged.

According to Ivan D., the factory workers have only one hope: the bankruptcy procedure of the plant will be launched, and the bankruptcy trustee will find what to sell to pay off debts.

Operation to help

Recently, the courts and law enforcement agencies have demonstrated loyalty to people suspected of crimes and committed crimes if they signed a contract with the Ministry of Defense. In the summer, the Legislative Assembly of the Chelyabinsk Region even proposed introducing an amnesty against criminals and defendants in criminal cases if they signed up volunteers to participate in a special operation. At the federal level, the initiative was not supported. Nevertheless, participation in its often is considered a mitigating circumstance when pronouncing the sentence.

In particular, in Yekaterinburg, Evgeny Teterin, the main Sverdlovsk paratrooper and ex-leader of the Unarmium, still can not condemn in any way. He is accused of mediation in the transfer of multimillion -dollar bribes between entrepreneurs and government agencies (part 4 of article 291.1 of the Criminal Code of the Russian Federation - “mediation in bribery, committed on an especially large scale”), but for the second year the court hearings have been postponed. Teterin is an allegedly indispensable person in a special operation, even the Sverdlovsk regional Ombudsman petition for the transfer of court hearings in his case. However, Teterin did not expect the court’s response to the petition and went to his zone, despite the recognizance not to leave.

The former head of the Ministry of State Property Management of the Sverdlovsk Region (Mugiso), Alexei Pyankov, went to the war zone a year ago, and a few days before the end of familiarization with the materials of the criminal case. He is accused of receiving a bribe on an especially large scale for fraud with state property. Pyankov was in jail, then under house arrest. As a result, he went on bail and immediately left on his. One of the defendants in the case of fraud in Mugiso, Vitaliy Sivolap in the fall of this year, left the colony for a special operation and disappeared.

In June 2023, Ilya Chizh, deputy of the Alapaevsky Duma, also escaped from criminal liability. He signed up as a volunteer in the Wagner PMC and went to Ukraine. For causing grievous bodily harm, Chizh was sentenced to two years in prison, but did not appear in court for the sentence, put on the wanted list.

Or, for example, a deputy of the Orenburg City Council Sergey Poptsov ... is accused of a systematic theft of budget money allocated for food in kindergartens. He also escaped criminal liability in his zone.
