At the end of October, political scientist Valery Solovy and the related Telegram channel “General of the SVR” reported-Putin died, his corpse was placed in the “freezer”, and instead of a real president, the whole world observes his double. The Nightingale has been hinted at the serious illness of the head of state since 2016-then he suggested the imminent resignation of Putin "because of the circumstances of force majeure." So the story of a corpse in the refrigerator caused basically ridicule in social networks. But many people believe in the existence of the head of state.
Even several journalists of the so -called “Kremlin pool”, that is, regularly illuminating the work of the president, told the “project” that they were ready to believe in the version of the double. They cannot explain the oddities in Putin’s behavior recently - he has observed the so -called “sanitary restrictions” associated with the Covid epidemic, then defiantly violates them.
The “project” decided to understand the oddities of Putin's behavior without resorting to conspiracyology. We carefully studied official events with the participation of the President over the past year - from November 1, 2022 to October 31, 2023, 521 were gained and came to the conclusion that all paradoxes can be associated with completely different reasons than conspiracyologists suggest. The results we get also make it possible to understand in what condition the 71-year-old Putin is coming by its fifth sentence-the elections will be held in March 2024 ×.
As we thought
For this text, we conducted two calculations that concerned the period from November 1, 2022 to October 31, 2023. Firstly, we studied how the president communicates with people-distant, or there are people next to him, but they have passed quarantine, or there is at least someone who did not quarantine next to the head. Secondly, we calculated how many days the head of state spent in public.
For the first counting, we took into account all the events with the participation of Putin if the information about them appeared on the Kremlin’s official website and was accompanied by photographs or videos by which one could make any judgment on the distance between the president and his interlocutors. For example, in March, Kremlin.ru reports about Putin’s meeting with the head of the occupied Zaporizhzhya region Evgeny Balitsky and the State Duma speaker Vyacheslav Volodin, but they were not accompanied by any visual materials, so that we could not attribute them to any category. We also did not take into account the meeting of the heads of the Member States of the Shanghai Cooperation Organization-the participants themselves decided to communicate from the video (we did not find information that this happened at the request of the President of Russia).
At the same time, we believed that Putin was distant if we saw any signs that the head of state is at the distance even from some interlocutors. Including in this category the president’s performances from the stage, as well as the situations in which several people are sitting next to the head of state, while others communicate in the video.
We believed that next to Putin there are people who have passed quarantine in almost all cases when, according to open data or by conversations with interlocutors, they did not prove the opposite. Indeed, from the sources, as well as thanks to the recognition of officials and journalists of the Kremlin pool , it is known that all people approaching the head of state should sit out locked up.
In our other calculation-the publicity of the President-we were starting from whether Putin saw that day anyone other than his environment. We attributed to the latter all the officials whom the president appoints, approves or can resign (such as governors), we attributed to them the military, as well as the Loyal Putin of political figures (for example, the leaders of the Duma parties. In one case, we considered the rector of the university - the head of the Radamines Alexei Komissarov, since it was he who prepares future governors for the authorities). If during the day the Kremlin reported on the president’s meeting only with such people, and the journalists were not invited to the event, we considered such a day non -public for Putin. As you know, the president’s personal operator could make such a shoot on one day, and the Kremlin’s press service was published much later, for example, at the time when Putin decided to take another informal vacation. At the same time, we considered a public any day, which is known that Putin saw at least one, not directly subordinate to him.

How Putin was fenced off (literally) from the world
At 43% of the meetings (224 of the total) it is clearly visible that the president somehow keeps up with his interlocutors. For example, Putin holds many video communication events (there were 113 videos in total for the year, these are, among other things, almost all the Council of People's Commissars and all meetings with the government) - in theory, this can be explained by the desire to protect himself from coronavirus. But sometimes Putin still needs to communicate with people in person, and then the Kremlin resorts to wild (from the point of view of public policy) security measures. Moreover, not all of them can be explained by common sense and fear of getting coronavirus.
Is the distance normal?
Prior to the start of the coronavirus epidemic, the president’s graphics practically did not contain events at which he would stay at an unnatural distance from the audience. For example, in May 2017 (we chose this year as the last pre-election), the president held only one meeting on the video, and then forced-because of fires that began in Siberia. The rest of the meetings (there were 66 of them), he held in person and contacted people closely. In May of this year, Putin spent 16 of 40 meetings at a distance. By the way, in the same month the WHO announced that he no longer considers the coronavirus epidemic “Emergency”., Emphasizing that the disease remains a serious threat ×. But Putin continued to distance himself.

“You know, I don’t see anything bad here ... I’m sure that this process is more positive than negative,” Putin commented on the mass departure of Russians abroad, speaking at the St. Petersburg International Economic Forum this summer. The border at that moment separated Putin not only from hundreds of thousands of disagreements who left the country, but even from the guests of the forum invited to his performance. As can be seen in the photo, after the beginning of the pandemic, such fences often began to be set in cases where Putin comes from the stage. For example, the “fence” was clearly visible in September, when the president went to the Far East for several days and, among other things, visited a meeting of the Eastern Economic Forum (VEF). There he again talked about those who left the Russians - this time he said that “the movement went and Russia is concentrated” (bearing in mind that many are returning). That September trip is generally full of visual examples of how the president keeps a distance with different categories of his citizens.
In front of the WEF Putin, by helicopter, went to the Primorsky city of Big Stone - there, at the Zvezda shipbuilding complex, they gave names to new tankers. First, the president, accompanied by officials, went through the completely empty premises of the enterprise. And with the onset of complete darkness, he went out into the street - to speak to the workers who were still lined up in lines. But fresh Primorsky air and a short distance did not seem to Putin with sufficient protection - workers were built more than 10 meters from Putin.
It was such a distance that seemed to employees of the presidential protocol critical, and they decided to clearly identify it. But this time not a fence that would catch too much in the eyes of photographs and videos. Workers were built along the red line, which could not be crossed (at least none of them dared to do this).
But the oddities on that trip were not over. The next day, the president went to the island of Russian, where he was supposed to visit the already mentioned forum of the WEF, at which he spoke about the "returners". A few hours before this event, Putin, having already arrived on the island, decided to chat with the moderators of the main sessions. But these people were not allowed into one room with the president. The head of state sat in a small room, where besides him was only the Vice Prime Minister Yuri Trutnev, who accompanied him the whole trip, he oversees the Far East and at the same time is an envoy in this district ×, as well as a small TV with a camera. The latter was needed because the unsuccessful moderators of the sessions sitting in the neighboring room were taken out for Putin on video communication.
The question of which of the president’s interlocutors is successful and who is not controversial. The participants in the meetings with Putin can do only three tests for coronavirus, the interlocutors of the “project” who were present at such events ×. It is much more complicated to those who are in the immediate vicinity of the head of state - they have to hatch for a long time in a locked issue of one of the Presidential Office of Affairs Management.
Where and how much you need to quarantine
In the midst of Pandemia, Project reported that the president’s guests were placed for two weeks either in the Sochi sanatoriums of Rus and Dagomys, or in a complex of government cottages on Kosygin Street in Moscow. In the spring of this year, quarantine became shorter - it was 10 days, says an assistant to a senior official who then met with the head of state. With the informal beginning of the election campaign this fall, quarantine was completely reduced to five days, Faridaily reported .
All meetings at which Putin did not distance himself, but most likely forced to quarantine other people, the “project” counted 185, that is, almost 36% of the total number per year. For example, in June, the head of state spoke in the Kremlin with military correspondents who were allowed to sit with Putin at one table. But the reason is clear: after quarantine, people cannot be released in a taxi or public transport, so they are taken together on a separate bus. The author of the report, the journalist Pavel Zarubin, closest to Putin, was also isolated, but not so strict before that.
People who, constantly accompany the head of state, spend time in the so -called “clean zone”, that is, a boarding house, where only people who have passed and work and work. They can leave the rooms and even get the right to walk around the territory. As such a zone, the Sochi sanatorium “Rus” was originally used, the interlocutors of the “project” said in 2020 ×. Since then, “clean zones” have appeared in other regions important for the president, says the journalist of the Kremlin pool ×.
Fortunately for the participants in the meetings, too much to quarantine - Putin has not been concerned for a long time that the events with his participation look crowded. This is clearly seen by the one with whom the president was in different years on Mamaev Kurgan in Volgograd.

On July 23, these two were in St. Petersburg, and in the company of the local governor Alexander Beglov went to the Nikolsky Sea Cathedral. "But ordinary people come here?" - in surprise Lukashenko asked the abbot. The grounds were to be surprised - not a single random person was allowed into the church. At the last moment, the temple was not even allowed to enter a young couple, who had a wedding planned for this very time.

On that day, on July 23, in addition to Lukashenko, Putin surprised another of his old acquaintance - a special correspondent of Kommersant Andrei Kolesnikov, co -author of the first biography of Putin and a long journalist of the Kremlin pool. Like the other reporters admitted to the body, Kolesnikov managed to go through both quarantine and life in the “clean zone” before the trip. So the empty Nicolas Sea Cathedral could hardly hit him.
But his surprise knew no bounds when the leaders left the cathedral and went to be photographed with ordinary people, who were suddenly allowed on the area that was covered before that. It is unlikely that Putin was frank. 26 июня, через два дня после мятежа Пригожина, Путин не стал лично вручать государственные награды самым видным актерам и политикам (включая, например, Дмитрия Певцова, Григория Лепса, Валентину Терешкову и калининградского губернатора Антона Алиханова), передав эту миссию Сергею Кириенко, первому замглавы своей администрации.
Зато уже 28-го июня он совершил свой теперь уже знаменитый и первый за долгое время выход в народ в дагестанском Дербенте.
Но и этим событием странности не ограничились. Вечером 4 июля Путин пригласил в Кремль вместе с родителями юную жительницу Дагестана Раисат Акипову (он увидел в СМИ, как она плачет из-за того, что не смогла к нему подойти в Дербенте), причем в сообщении Кремля особенно подчеркивалось — семья перед этим погуляла по Москве, то есть как будто не могла сидеть на карантине. Зато поздним вечером того же дня Путин принял премьер-министра Михаила Мишустина, и того расположили на отдалении от президента. Почему маленькая Раисат не представляла главе государства угрозу, а премьер — представлял, неизвестно. По крайней мере, пресс-секретарь президента Дмитрий Песков не ответил на этот вопрос «Проекта».

Так же было и 1 сентября, когда президент сначала ходил по уже упомянутой пустой школе в селе Тургиново Тверской области. Всего через несколько минут его кортеж остановился на улице и Путин пошел пожимать руки спонтанно собравшейся толпе.
Впрочем, и до мятежа Пригожина глава государства в случае острой необходимости общался с людьми, которые не могли успеть отсидеть на карантине. В январе этого года умер бывший президент Башкирии Муртаза Рахимов. Путин без промедления вылетел в Уфу, и поначалу все было как обычно — ради участия президента в прощании траурный зал зачистили от людей, оставив Путина наедине с покойником. Однако затем президент решил, что будет невежливо не пообщаться с нынешним главой региона Радием Хабировым, и отправился к нему. Не заставляет Путин карантинить и глав других государств, из-за чего также происходит немало курьезов. В декабре прошлого года Путин отправился в Кыргызстан — на заседание Высшего Евразийского совета. В Бишкеке, как и на всех остальных встречах с зарубежными лидерами, он пожимал руки коллегам и фотографировался с ними, никого не заставляя карантинить. Все изменилось, когда дело дошло до итоговой пресс-конференции. «Как вы оцениваете итоги сегодняшней встречи?» — громко спросила Путина корреспондент «РИА Новостей». Из-за таких парадоксов даже часто наблюдающие Путина люди стали задаваться вопросом, как такое возможно. Но может быть, никакого парадокса нет, и Путин появляется на публике лишь тогда, когда хочет. Вероятная причина — президент к своему пятому сроку не утруждает себя публичной работой — хотя это и есть основная часть деятельности президента страны.

В начале ноября Песков в очередном интервью напомнил россиянам — у президента напряженный рабочий график. Это заявление вызывает большие сомнения — согласно подсчетам «Проекта», публично за весь последний год президент России работал всего 147 дней. Все остальное время он не выезжал за пределы своих резиденций, а на встречи к нему не приглашали ни журналистов, ни кого-либо, кроме приближенных чиновников и лояльных политиков.

На первый взгляд, цифры могут показаться странными, потому что Кремль старается создавать образ очень работящего президента. Например, 28 сентября этого года запомнилось многим — президент в тот день встретился с главой Чечни Рамзаном Кадыровым и таким образом доказал, что тот, если и болел, то теперь идет на поправку и уж точно не умер. После рандеву с Кадыровым Путин поговорил с губернаторами регионов, избранными на последних выборах, включая руководителей оккупированных Луганской и Донецкой областей. Правда, с ними встреча не была так важна, и ее провели по видеосвязи.
Затем Путин очно пообщался с главой Южного Судана — тот явно нечасто бывает на международных мероприятиях и отметился тем, что никак не мог вставить в ухо наушник, который необходим для того, чтобы слышать переводчика. Закончился день посещением торжественного вечера в честь 100-летия дагестанского поэта Расула Гамзатова, где президент, стоя на сцене вдали от зрительного зала, говорил о многообразии культур и народов Дагестана — конечно, он еще не знал о том, что через месяц в этом регионе пройдут еврейские погромы. Странно предполагать, что лидер, который провел за день аж четыре публичных мероприятия, мало работает. И тем не менее это факт.

Еще одни постоянные спутники Путина — врачи. Как рассказывал ранее «Проект», к президенту постоянно летали по несколько специалистов. Некоторых из них можно увидеть на фото ниже, сделанном в апреле 2019 года во время встречи главы государства с руководителем Северной Кореи Ким Чен Ыном.
«Проект» может предположить, что так много работать на публике Путину пришлось потому, что почти неделю перед 28 сентября он отдыхал в своей валдайской резиденции в Новгородской области. По крайней мере, до этого президент появлялся на публике неподалеку — 21 сентября он был в Новгороде, где, например, провел заседание президиума Госсовета, сидя на огромном расстоянии от большинства собравшихся.
Следующие шесть дней Кремль не приглашал журналистов освещать работу главы государства, а лишь публиковал сообщения, которые очень похожи на «консервы» — заранее записанные встречи Путина с чиновниками, например, генпрокурором Игорем Красновым или ректором РАНХиГС Алексеем Комиссаровым.

Кстати, вернувшись в Москву, президент проработал недолго. Он был на публике 28 сентября, когда провел те самые четыре мероприятия за день, затем был активен еще и 29 сентября, а потом пропал еще на четыре дня. В эти дни также публиковались «консервы», а Путин мог быть в Сочи. Потому что 4 октября он появился в детском центре «Сириус» на черноморском побережье, где у него вновь было аж пять публичных мероприятий за день.
Подобное чередование очень активных рабочих дней и «консервов» — типично для графика президента.
Правда, в некоторые месяцы говорить о чередовании не приходится — президент вообще пропадает. Например, в январе он был на публике всего семь дней. Рекорд президент поставил в декабре 2022 года, когда провел на публике 18 дней — по нынешним меркам это много.

Так мало президент работал не всегда. Например, в далеком октябре 2007 года, с которым мы сравнили нынешнюю работоспособность Путина, у него были публичные дела почти каждый день. А если исключить встречи с чиновниками с глазу на глаз (хотя в то время и они могли быть публичными), то Путин показывался на публике 23 дня. Для сравнения, в октябре этого года он был на публике 15 дней. При этом Путин не просто меньше появляется на людях, но и в целом проводит меньше мероприятий. Например, в мае 2017 года пресс-служба Кремля отчиталась о 67 встречах с участием президента, а в мае 2023 года — всего о 40.

5 апреля 2023 года в Кремле случился конфуз. Во время церемонии вручения верительных грамот иностранных послов президент России впал в ступор. Не в медицинском, а в политическом смысле слова. События развивались таким образом. Путин выступил с речью, а потом некоторое время не мог сообразить, будут ли послы к нему подходить и вручать те самые верительные грамоты. От растерянности он явно не знал, что делать, и потому удивленно перебирал бумажки. Прийти на помощь президенту было некому — он стоял в полном одиночестве с одной стороны просторного Александровского зала Кремля, а послы вместе с главой МИД Сергеем Лавровым и помощником президента Юрием Ушаковым — по другую. В отчаянии глава государства попробовал тихо призвать Лаврова на помощь. Но, чтобы министр его услышал, понадобился микрофон. Так что все расслышали президентский вопрос: «Все?». Получив от министра кивок, президент объявил о досрочном окончании мероприятия.
Путин много лет создавал имидж человека, не похожего на своих престарелых, обремененных болезнями и пагубными пристрастиями предшественников, вроде Бориса Ельцина или Леонида Брежнева. Но в преддверии третьего десятилетия своего правления он нередко походит именно на них.
