Purchase from a single supplier. After the invasion of Ukraine, this became another corruption loophole for the Russian authorities. “Chronicles. Media ”tell how the State Duma changed the law and how cunning officials, deputies and entrepreneurs in the field hastened to use this in order to enrich themselves, hiding behind the rhetoric about the protection of the national interests of Russia .

A few days after the start of the war, on March 4, 2022, the government put a bill to the parliament, which both wards, who had long forgotten why there was a separation of powers, were considered and accepted in one day. One of the provisions of the document allowed the regional authorities to independently decide when to hold a competition, and when to purchase something from a particular supplier. Previously, such cases have been strictly regulated. In the explanatory note, officials in the manner characteristic of them mockingly wrote that they developed a bill "in order to protect the national interests of the Russian Federation in connection with the unfriendly actions of foreign states and international organizations."
Already on March 8, Vladimir Putin signed the law. On the same day, the document was published, and he entered into force.
The regional governments had to determine the general order of this legalized corruption. Most of the regions realized that they have where to turn around, and listed entire areas of activity: from the purchase of drugs and medical equipment to computers, landscaping and construction. Decisions about whom to conclude a contract is signed by the head of the region or the local administration or the head of the relevant executive body.
In November 2022, officials and deputies recalled that, among other things, the enemies of public government and supplemented the law with the norm that data and documents on such contracts did not need to be posted on the public procurement website. Fortunately, in the first months all this was published, therefore, one can evaluate whose interests and how regional officials protect, hiding behind the confrontation between the "unfriendly actions of foreign states and international organizations."
Actually, according to the current Federal Law “On the Contract System in the Field of Procurement”, competition is necessary for purchases, and all information should be open and transparent. However, in Putin’s Russia it is ridiculous to talk about the rule of law.
The fact that the bill encouraged theft was recognized even by the federal antimonopoly service. The statistics of the Ministry of Finance echoes her. So, for the entire 2022, at the federal level, 292 contracts with the only supplier totaling 15 billion rubles were concluded, while 11.6 thousand such contracts in the amount of 782 billion rubles were concluded at the regional and local levels.
Moreover, as the Chronicles have already written , almost half of all purchases in the Leningrad and Murmansk regions fell on the contracts without a competition.
For the first three quarters of 2023, at the federal level, 938 contracts for 39.5 billion rubles were concluded, and on the regional - 19.5 thousand contracts for 752.4 billion rubles.
Initially, the law established that such a procurement regime would be valid only within 2022. But there is nothing more constant than temporary. The law was extended for the whole 2023, and now in the State Duma they consider the government of the government on the extension of a secret special mode and for 2024. True, there are innovations. Officials suggested that they independently determine the list of goods and services of only cities of federal significance: Moscow, Petersburg and annexed Sevastopol. For other regions, such lists will be established by the government, but whether to conclude a contract with the only supplier or not, will still decide the local authorities.
From small to great
“Chronicles. Media ”studied that and from whom the regions of the North-Western Federal District (North-West II)“ in order to protect the national interests of the Russian Federation in connection with the unfinished actions of foreign states and international organizations ”were bought without bidding.
Looking only at the largest contracts that were published in 2022 and the first half of 2023, we can say that most often taxpayers' money is in close companies, as well as companies associated with local clans and billionaires. Often such contracts advanced to 30, 70 and even 100 percent.
Among the studied suppliers, as among the animals of the Kipling Watering, there are all types. В итоге Мухина стала фигуранткой уголовного дела за оказание услуг, не отвечающих требованиям безопасности жизни или здоровья потребителей (ст. 238 ч. 1 УК РФ). В 2022 году Красносельский районный суд прекратил это дело по нереабилитирующим основаниям, назначив штраф в размере 80 тыс. рублей. До 2022 года «Экспертная группа» в НАО не работала.

Издание The Bell писало , что «ПК Транспортные системы» связано с дочерью замполпреда президента в Северо-Западном федеральном округе Любови Совершаевой. По данным сайта госзакупок, компания уже выигрывала подобный конкурс (поставка трамвайных вагонов), правда, условия конкурса были такими, что, кроме «ПК Транспортные системы», никто больше в этом конкурсе не участвовал.
«Транслхолдинглизинг» входит в структуру АО «Трансмашхолдинга», собственники которого зарегистрированы в офшоре на Кипре. При этом «Трансмашхолдинг», как писало издание The Bell, также связан с дочерью Совершаевой. Газета «Коммерсантъ» сообщала , что за вагоны метро в результате этой сделки переплатили вдвое. За них Петербург будет расплачиваться до 2046 года.
