The consequences of the first abundant snowfall and the thawing after him in the Northern capital only in the last three days are as follows: one death, somewhat heavy (the victims are in intensive care in an unconscious state) and dozens of citizens with serious injuries and injuries obtained during the collapse of the roofs or the fall of the Petersburgers themselves are poor cleaned or not at all cleaned roads. Among the miraculously surviving, but very injured, a two -year -old child. When ice falls from the roof of the baby, only a closed stroller saved. According to the Governor of the city of Alexander Beglov, “all the communal services of the city are today engaged in the cleansing of the roofs of buildings,” nevertheless “we have an exceptional weather atmosphere”, so no one guarantees complete security to any of the inhabitants and guests of the cultural capital.

For a day, on December 20, at least 28 people were injured in ice and snow in St. Petersburg - these are those who were forced to seek medical help, as they received serious bruises or fractures. Of these, 27 passers -by slipped on ice, and icicles fell on top of one.

On the eve of the injured on slippery and snowy city streets, there were even more: according to the Petersburg ambulance, at least 60 people - December 18 and at least 44 people - December 19. Doctors note that on Monday, ice ice on the roads was such that almost all fallen were brought to the hospital with traumatic brain injuries and fractures.

Street surveillance cameras recorded how around noon on December 20, ice left the visor of the outbuilding of house No. 66 on the 5th line of the Vasilievsky Island. At that moment, an elderly man came out of the arch of the house. He did not have time to take literally one step forward, which saved him at least from the injuries.

And the 31-year-old Petersburger, an employee of the Piskarevsky dairy plant, about 5 a.m. on December 18, went to work from house No. 10 on Mercnikov Avenue,-died. Ladder fell on his head from the balcony of the seventh floor, which the owner of the apartment independently glazed, making a sloping roof.

Local public utilities immediately justified:

“The residential apartment building on Mechnikov Avenue (in 1965) has a flat roof, cleaning the cornice overhangs of the roof for the last time was carried out by our forces on December 16,” commented Alexander Lazarev, Director of the New Kilininsky District, the “new” Director of the “Household No. 3”. - For our part, we did everything so that no one would suffer and even more so kill anyone. Representatives of the company manager repeatedly came to the owner of the apartment on the seventh floor, he was given a order that he should clean the roof of his balcony, but he did not fulfill it.

In relation to the 60-year-old owner of the apartment, the Investigative Department of the IC of the Russian Federation for St. Petersburg on the same day opened a criminal case under Art. 109 h. 1 of the Criminal Code of the Russian Federation "Causing death by negligence." The court chose him a measure of restraint in the form of a ban on certain actions.

The criminal case was also instituted on the fact of the incident on 37 Novocherkassk Prospekt, where on the morning of December 19, a block of ice from the roof of the house fell on a stroller with a two -year -old child. The mother of the boy Anastasia told St. Petersburg television journalists the details of the incident:

- At about 8 in the morning, the child and I went out for a walk. I rolled the stroller in front of me, the child was driving sitting when ice fell on us on a section of the road next to the residential building. I heard something that was flying from above. I received a blow to the head ... The child was saved only by the closed roof of the stroller, it itself scattered from the blow. At first, the son did not react to my words. Then after a few minutes he opened his eyes. Passers -by who walked past stopped. They began to offer their help. I just screamed and asked to be called an ambulance faster.

An ambulance crew, a child with a traumatic brain injury to the children's hospital named after Rauhfus, where he is now in a state of moderate severity. The boy’s mother has not yet decided whether she would make a complaint against the guilty of falling ice.

As the “new” was assured in the city housing committee, the roof of the house on 37 Novocherkasskoy Prospekt, at the time of the emergency, was cleansed. But the incidents could not be avoided.

“Ille it still fell, I agree here,” said Yevgeny Chistyakova, head of the press service of the housing committee of St. Petersburg.

- Thank God that no one was killed. But, you see, we have such a city ...

Petersburg traditionally cannot cope with ice and snow. Every year (this one is also no exception), officials complain: they say that now there were more snowfalls than usual, therefore snow blocks are under the feet, over their heads - vessels (the definition that Valentina Matvienko gave on the roofs when the St. Petersburg governor).

Alexander Beglov this year on November 28, as soon as the first snow fell, explained why the city would not be removed qualitatively and quickly: “We have an exceptional weather situation” (another phrase of the mayor, claiming immortality). Although from the comparative analysis that meteorologists regularly do, it is clear that the differences between winters in the northern capital are not so significant in snowiness (level of snowy precipitation). But, as many years of observation show, the St. Petersburg communal workers are beyond the power of any snow.

After the death of a man and injuring a child on December 19, the mayor Beglov said on his official page on the VKontakte social network:

“Due to a sharp change in weather conditions, a difficult situation has developed in the city, a large amount of ice has formed. All communal services of the city are engaged in the purification of roofs, since it is the roof that pose a particular danger to our inhabitants. It takes time for this. In connection with the priority, it is for roofing work that the timing of the removal of snow from the streets will increase. ”

The statement is strange for a person who guides the city, moreover, not the first year. All public utilities cannot be involved in cleaning the roofs for many reasons. Firstly, the Housing Committee is responsible for the roof in St. Petersburg, and the improvement committee for the roads. Different workers (roofers, janitors, drivers of snow -removing equipment, etc.) do different work. They can sometimes interfere with each other: for example, when snow from the roof is dropped on an already cleaned street, but it is hardly to help.

Roofers are highly qualified specialists with experience at altitude and permission for such work. If you drive to the roof of the janitor, then most likely it will not fall from it, but the janitor itself.

“It is impossible to discuss this statement seriously, it is simply impossible,” says Boris Vishnevsky, a deputy of the St. Petersburg parliament. - In general, when Beglov tells or reports about our city, I have the feeling that he lives in another. The problem of cleaning the roofs is simply not solved in St. Petersburg.

According to the Novye Committee, only 2023 on the balance sheet of the department include 13,387 roofs of residential apartment buildings. Of these, 10,065 roofs are cleaned in St. Petersburg today - about 75%.

“But cleaning continues daily,” Evgenia Chistyakova emphasized. - Every day in the city 1100 roofers go to work, they are on the staff of each management company. If these forces are not enough, for example, with abundant or long -term snowfalls, then additional specialists are involved under contracts with contracting organizations.

However, the figure (75% or 100% of the peeled roofs) has a value exactly until the moment until a new snowfall is happened.

“As soon as the new snow falls out, we immediately reset all the numbers and begin to clean the roofs by a new one, the countdown is on the new one,” Chistyakova explained.

“This is a vicious circle,” Vishnevsky believes. - How many years I am a deputy, for so many years (at least 15) I hear conversations that it is necessary to establish a system of cleaning the roofs. It is necessary to heat the attics, lay special cables so that the icicles do not form. But nothing is really done.

And whenever winter comes, it turns out that nothing is fixed, the ice falls on the citizens on their heads, and new discussions of the old topic are being started in Smolny.

Another announcement of the governor is also incomprehensible: why should the deadlines for snow export from St. Petersburg streets now increase? Why suddenly?

According to the improvement committee, today 889 units of snow removal and 942 employee of the housing and communal services work on the streets of St. Petersburg. This is no different from the usual parameters. In at least the last three to four years, Smolny reported that, with the advent of snow cyclones, it displays from 800 to 1,100 cars and from 600 to 1200 employees to clean the city. Beglov’s public excuses are needed only if the numbers in paper reports on the cleaning of the city are one, and the real picture on the roofs and on the roads is completely different.
