The Basmanny District Court of Moscow arrested the deputy head of the administration of Podolsk near Moscow, Roman Ryazantsev, in the case of an accident in a boiler room, due to which thousands of city residents were left without heat during the frost.
According to the press service of the Moscow courts, Ryazantsev was accused of exceeding official powers causing grave consequences (clause “c”, part 3 of article 286 of the Criminal Code). According to the investigation , the official, knowing about the presence of defects in the equipment, signed an act of checking readiness for the heating season and issued a certificate of readiness, which led to an accident on the heating main.
The court also arrested Alexander Chikov, the head of the boiler room at the Klimovsky Specialized Cartridge Plant where the accident occurred. He was accused of performing services that do not meet safety requirements (clause “a”, part 2, article 238 of the Criminal Code). He does not admit guilt, writes Kommersant.
According to the publication, the general director of the cartridge plant, Igor Kushnikov , a colonel who was accused of leading the Golyanovskaya organized crime group in the 1990s, is also being charged in the case of providing services that do not meet security requirements.
