The context of the history of the largest Klimovsky accident

A private boiler room located on the territory of the Klimov specialized cartridge plant, on January 4, left more than 20 thousand people without heat. Podolsk authorities, which includes the injured microdistrict Klimovsk, introduced the local emergency mode. The accident on the heating systems entailed not only searches and arrests, but opened another shallow buried problem - ancient pipelines that began to burst one after another. When the utilities began to restore heat supply, the inhabitants began to flood.

The court placed under the arrest of the head of the boiler house Alexander Chikov, Deputy Head of Podolsk Roman Ryazantsev and general director of the plant Igor Kushnikov.

These are not the first arrests in the history of the Klimov specialized cartridge plant. The plant, which produced ammunition and cartridges for weapons, was created in 1936. During his existence, he changed the name several times, and in the late 90s he practically went bankrupt. A couple of years later he was bought by a businessman Jorge Portilla Sumin previously convicted of the murder. In 2002, the plant was declared bankrupt, and it was deliberate bankruptcy - later, the former director of the plant Vitaly Melnik was condemned for two years. However, the investigation could not establish many parts of the plant’s bankruptcy, as well as its transition to private hands. “In 2003, another former director of the plant, Evgeny Rudakov, disappeared without a trace, and the entire accounting of the enterprise burned down in a fire,” Kommersant wrote.

In 2014, Jorge Portilla Sumin was put on an international wanted list on the theft of funds at the defense enterprise, and the former leaders of the factory Alexei Garin, Evgeny Shishov, Roman Golovanov and Ruslan Berdiev was arrested, accusing 200 million rubles of the embezzlement of 200 million rubles in 2010-2011.

During the preliminary investigation, it turned out that the Klimovsky Specialized Patron Plant has the only gas supplier for the boiler house - Gazpromzhi -Regiongaz Moscow LLC. In September 2014, the company intended to suspend the supply of gas to the factory boiler room due to a debt of 92 million rubles. “At the same time,” as Kommersant wrote, “for heating, which is supplied to the needs of the city, in full pays the Municipal Unitary Enterprise“ Heating ”Klimovsk. However, the money is transferred not to the Gazpromzhregiongaz Moscow, but to the account of the cartridge plant. ”

RT reported that only in November 2023 in the Moscow Regional Council, a correspondence court began in the Moscow Regional Court on Jorge himself - a criminal case was considered on charges of fraud, the legalization of funds received by criminal means, and deliberate bankruptcy of the plant.

Until 2015, Klimovsk had the status of the city and lived as a separate municipality. But in 2015, during the municipal reform, it was included in Podolsk. Three years later, 29 million rubles from the budget for modernization were allocated to the Klimov specialized cartridge plant. The chief engineer of the plant Andrei Ovdin then said that "thanks to the overhaul, the life of the boilers will last at least 10 years."

Six years have passed. Problems with the boiler room appeared at the very beginning of the heating season - in the fall of 2023. Residents of Klimovsk reported that the heating regularly turned off for a day or two, and then after complaints and calls to utilities were again filed in the pipes of apartment buildings.

After the incident, a large -scale accident, the Basmanny Court of Moscow arrested for two months the head of the boiler house Alexander Chikov and the deputy head of the administration of the city district of Podolsk Roman Ryazantsev. It was Ryazantsev, according to the investigation, signed the certificate of verification and issued a readiness passport before the new heating season.

However, these are not all violations. The prosecutor's office found out: the employees of the factory boiler room made a recording of the accident in the magazine retroactively. The accident occurred at 3.32 at night on January 4, and the record was made only after 11 hours. The source of RBC, familiar with the preliminary conclusions of the audit, said that the pipes both in the plant and throughout the city began to burst massively due to emergency pressure growth in the heat supply network-and growth occurred due to the fact that automatic adjustment of the equipment did not work. According to the source of the publication, the network of the plant was originally designed so that "if a leak occurs, the personnel must close the valve that cuts off the network of the plant from the city, but the valve was faulty."

Employees of the housing and communal services services entered the plant only at 11.30, the scale of the destruction of the network by that time was already enormous.

The vice-governor of the Moscow Region, Yevgeny Khromoshin, said that the region’s authorities were “in the ignorance” for almost a day: “The object is regime, therefore, from the point of view of preparation for winter, we cannot control it. [...] The problem turned out to be that the situation was hidden, not brought into our unified system of heat supply control of the Moscow region. Thanks to the residents who, including through social networks, said that they have no warmth. ”
