How the most modern colony for life -convicted in Russia works

The colony of the special IK-6 regime in Mordovia, better known as the Torbeevsky Central, is the youngest zone among those where they contain convicts for life imprisonment. Three buildings for life -long colonies were built by prisoners of strict and general regime colonies. The zone adopted the first “guests” in 2015. This colony is considered the most equipped of all the “lover” of a special regime and the safest among them. There, the most modern security systems are installed from round -the -clock observation to identification sensors and scanners. It was built as exemplary and indicative for European commissions on human rights. Only there is no one to show now.

High quality for low price

The Federal Kazakhstani Correctional Colony No. 6 (FCU IK-6) Federal Penitentiary Service for the Republic of Mordovia appeared as part of the reform of the Federal Penitentiary Service (FSIN) of the Russian Federation, which was started in 2010 by its then chief, Colonel General Alexander Reamer. In Soviet times, in the village of Torbeevo, there were neither prisons nor correctional colonies. The village received all-Russian fame in the late 50s, when an article in the newspaper Sovetskaya Tataria was published about the native of Torbeevo Mikhail Devyataev. The author of the article by Jan Vinetsky was a pilot, a participant in the Civil War in Spain, after the Great Patriotic War entered the law faculty of Kazan University, after which he worked at the prosecution authorities, simultaneously published in various publications. It was Vinetsky in 1957 that became the author of a sensational article, in which he spoke about the escape of pilot Devyataev and 10 Soviet prisoners of war from a camp on the island of Uzedom, on Henkel-111 bombarded by them. Before that article, this story was classified, but with the onset of the Khrushchev thaw, many archival documents were disclosed. Ninataev was awarded the title of Hero of the Soviet Union, and the whole country learned about Torbeevo .

By 1980, the population of Torbeevo almost doubled (from 4644 people in 1959 to 7424 in 1979). With an increase in the population, the number of law enforcement officials increased. In addition, an investigative insulator was built on Vesennya Street. It lasted until 2013 and was liquidated as part of the Raimer reform. At the site of this insulator, it was decided to build a special regime colony for convicts for life.

“In 2013, I was in the Trinity Strogach (IK-3, Novotroitsk, Orenburg Region),” said Andrei Ilyin ( the names changed. - Approx. Aut. ). - I worked on woodworking, I had to sit for another 6 years, and I could only count on Udo after three years. And suddenly he calls me the “master” (the head of the colony) and asks: do you want to work in your specialty? And I am a mason in the sixth generation, from eight years old I was wiped out of various construction sites. But not in global, but so to speak, local. Not to build a hydroelectric power station or Komsomolsk-on-Amur, but build an exclusive dacha. Or a few houses with fireplaces quickly, but to build qualitatively. All the secrets of the most different masonry, ranging from porous brick and ending with dud, from childhood comprehended. Without unnecessary modesty, I will say that there will not be a dozen masters in Russia like me. The "owner" immediately warned: the royal conditions promise, both with feeding and content; But you have to leave for Mordovia, and you won’t earn money. In general, it will be necessary to build a prison, and this, whatever one may say, is a western. In the Troika, I have served, settled down for 5 years, got acquainted, got established with the will of communication, in general, I first refused. And the next day, the looking at me tells me: the thieves' run (letter-offering to prisoners from thieves in law) came that it was necessary to contribute. So I agreed. But it was still incomprehensible,

Why the prisoners were attracted to construction, and not some construction company close to the head of the Federal Penitentiary Service or the Governor. This is a state order for which any company will cling to your teeth.

According to Ilyin, they were not deceived with content. They settled just in the former pre -trial detention center, but instead of ordinary prison “Shkkutoks”, real beds with orthopedic mattresses were brought. Allowed to keep small animals: fish, canaries, parrots, hamsters. And the feeding was not an example better than the one that was usually given in the colony. “It turned out that the beginning of the construction of the colony for the peppers (the so -called life -condemned - approx. Cor.) Was planned for 2012,” Ilyin continues. - Then the money was transferred. As often happens, more than half was immediately stolen. And then the bang, the rail is being removed, with it several other generals and colonels, and all the FSIN controls begin to shake checks. But here they would get out, not the first time. They would save on the quality of the material, on overstated passing expenses, on the written -off equipment, and there are a lot of their lotions, like the state from the state to squeeze out more money and sell it for 100 rubles that the ruble is worth it in reality. But then another factor intervened. Russia was then actively friends with the West, all sorts of commission were allowed into the zones, the decisions of the ECHR were implemented. And the colony in Torbeevo was already announced in advance as ultra -modern and responding to all European standards. So it was supposed to be a really high -quality zone. And where quality is required, you can’t repel money on bad material. So it occurred to some thought of how to save on construction. After all, the prisoners do not need to pay a normal salary. And even from earned, he can spend only a quarter. The rest goes to repay the harm done and a funded account. And while the prisoner is behind bars, in its cumulative you can draw any numbers. And in general, the prisoner for the opportunity to actually go out on the dwelling of any noodles will say to the commissions. So it turned out that for meager money they received cool specialists, who built really high -quality buildings.

"I arranged for them, but it is still impossible to run"

As Ilyin explained, in just a year, the brigades consisting of prisoners erected at least a dozen capital buildings. Houses for service, outbuildings, checkpoints, cases for prisoners.

“Most of all the troubles were with checkpoints and housings for“ Pyzhiks, ”Ilyin recalls. - Not because there were such cunning masonry, but because it is unusual. Usually we build: there is a plan of the entire structure, which indicates which technological holes, where the pipes will pass, and where the cables. Where there will be the doors, where are the windows, where is the toilet, and where is the shower. According to this plan, we quickly erected the walls, and then the techies came and paved the cables, mounted plumbing, ventilation. And already at the finish stage, all this was stuffed with electronics of different ones. In the Torbeevsky Central, everything was different. There, the sensors were mounted right during the masonry of the stone base. All cables and pipes are not just laid in the niches, and then plaster, well, the maximum of a half bricks are filled, and they are equipped directly into the thickness of the walls. And the masonry itself is reinforced with reinforced iron. Even a small niche, for example, hide a cell phone, it is unrealistic to eat in the wall.

According to Ilyin, the thieves' community for the construction of the Torbeevsky Central "also directed it in order to facilitate the life of future sites. Because the secrets of his profession suggest the arrangement of cunning hiding places.

“Now, after all, most people believe that you won’t make a good cache without a cunning electronics,” Ilyin smiles. - But how then did the caches in ancient Rome or during the construction of cathedrals in the Middle Ages? And then, a cache made using electronics, the same electronics can easily be found. And the real caches, which, if you don’t know exactly where to look, you will never find, are arranged differently. Most caches who came to us from antiquity work on the basis of gravity and the principle of communicating vessels. A real master, when the mason is being laid, he does not just build a wall, he creates a single organism.

The voids in the masonry can always be arranged and disguised so that they will be invisible. And they are needed just in order to arrange real hiding places.

For example, he pressed the seat on the left back of the toilet, and in the shower, where the prisoners are taken twice for the washing, the tiles on the floor were barely noticeable. If you don’t know where this tile is, you will never notice. Well, the one who knows, just picked up a nail, took (or laid) from the cache that needed, put the tile back - and that’s it.

In general, the “cover” turned out to be good. With a norm of 6 squares percatile (the European norm of detention of prisoners in the cell), there is even more: 7–8 squares each. Right in the chambers, a washbasin with hot water, a toilet with a toilet, and not with a hole in the floor or a bucket. Ventilation is slyly arranged, through which hot air is supplied in winter and cold in summer. The temperature in the chamber can be changed by one turn of the toggle switch on the remote control. Well, the fact that they look around the clock and there are no “dead” zones, so here you can come up with something. No matter how difficult it was, but I did several hiding places there. Such that a mobile phone or bag is put with something, or even hide a gun with a knife. But still, I think, it is impossible to escape from there.

"Like me, there is no place for free"

In his book “Grad doomed. An honest report on the seven colonies for life -convicted ”journalist Eva Merkachev in the chapter on the“ Torbeevsky Central ”does not pay much attention to purely living conditions. It only notes that almost all prisoners work on sewing clothes. They sew a variety of vests, a uniform for law enforcement officers. However, not in the overall industrial room (on the thieves' jargon "Promka"), but in separately equipped chambers. Moreover, the neighbors at work are those who live with them in the cells and live.

But the journalist pays special attention to some inhabitants of the Torbeevsky Central. And there are bandits, rapists, killers and cannibals who committed crimes for ideological reasons. It is noted: despite the fact that life imprisonment is appointed for several murders (“difficult articles” can add to: banditry, fraud, rape, terrorist attack, drug trafficking), it is in the “Torbeevsky Central” that two people who themselves did not kill, but were recognized as inspirers of murders at once.

One of them is Lev Molotkov, the former head of the National Liberation Community-the North. This group set a record for the number of murdered immigrants from the countries of Asia and the Caucasus: the court proved 27 murders. The second is Eduard Tagiryanov, the head of the Tagiryanovsky group.

After the arrest of the media members, this organized crime group was called a unique phenomenon. They were organized in a criminal group not in order to “roof” merchants or earn robberies, robberies and extortion, but supposedly in order to protect themselves from attempts to “roof” them.

In the early 90s, Tagiryanov, the former owner of the cooperative for sewing clothes "Bee", decided to engage in a very profitable alcohol business. And instantly ran into two problems. The first was that the leaders of criminal groups began to come to Tagiryanov and demanded their share from profit. That is, they tried to install the "roof". The second flowed from the first. Very often, entrepreneurs, having learned that the plant did not have a “roof”, took alcohol for sale, but did not give the money.

To solve both problems, Tagiryanov gathered his relatives, classmates and friends around him. It provided them with transport, weapons, and communication and observation systems. And so payers began to steal and beat unknown. And the leaders of the racketeering groups simply disappeared without a trace. Gradually, the business (according to Tagiryanov, they were engaged not only in the production of vodka, but also in trade, construction, opened the pasta factory) faded into the background, and the main activities were to knock out debts, custom murders, abduction, extortion. In particular, it was the Tagiryanovsky who killed the journalist of Novaya Gazeta Igor Domnikov by order of the vice-governor of the Lipetsk region Sergey Dorovsky.

- In the verdict, the judge directly wrote that I did not kill anyone, but only inspired and directed,

- said Tagiryanov in an interview with Eve Merkacheva. - It so happened that I myself chose such a path, and then it was easier to walk along it. I understand that there is no place for me like me. Hope is the rope on which they hang. She is, of course ...

In 2021, when Merkachev visited the colony, 156 people were found in it with a planned occupancy of 210 prisoners. And almost everyone with whom the journalist managed to communicate, claimed that they were not to blame, and law enforcement officers knocked out the recognition of them. However, this is what they say in all colonies.
