The main intrigue of the elections of the President of Russia is being decided right now - whether at least one candidate with an anti -war agenda can register and compete with Vladimir Putin in March 2024. The last applicant is Boris Nadezhdin , whose supporters are desperately trying to collect the signatures necessary for registration. The headquarters already has 100 thousand signatures, but they are still not enough due to regional quotas. In addition, the CEC can be treated excessively formally, as it was already with Ekaterina Duntsova. Then the CEC did not make signatures of a member of the initiative group in the form of cats. The headquarters of Nadezhdin hopes to avoid such situations, for which volunteers collect signatures with a margin. The electoral prospects of Nadezhdin - in the material "Cold".

Boris Nadezhdin announced the participation in the presidential election in the fall of 2023, he was nominated by the Civil Initiative party. For registration with presidential candidates, he needs to collect 100 thousand verified signatures of Russians from at least 40 regions of Russia (no more than 2.5 thousand signatures for the region) until January 31 and submit them to the Central Election Commission (CEC), which checks the authenticity of documents and collected signatures. The headquarters of Nadezhdina intends to hold the main collection of signatures until January 25, after which he will continue, but the main work of volunteers will be concentrated on checking the already collected.
100 thousand signatures collected at the moment are not enough to nominate. The headquarters of Nadezhdin admit that the regional demand is not observed - there is a bias in favor of some subjects of Russia - besides, part of the signatures are defective (collected with an error and cannot be accepted by the CEC), so the collection will go until January 31.
Who is Boris Nadezhdin?
Nadezhdin was born in 1963 in Tashkent. He graduated from MFTI and has the degree of candidate of physical and mathematical sciences. Since the late 1980s, he was the chairman of the cooperative, and in 1990 he became a deputy of the City Council of Dolgoprudny in the Moscow region.
In 1997-1999, Nadezhdin was an adviser to the first deputy chairman of the Russian government Boris Nemtsov, and then-assistant to the Prime Minister of the Russian Federation Sergey Kiriyenko, now-the first deputy head of the Presidential Administration of Russia. In 1999, Boris Nadezhdin founded and headed the Department of Law in the MIPT.
From 1999 to 2003, Nadezhdin was a deputy of the State Duma from the Union of Right Forces party. After the collapse of the “ATP”, he became a member of the political council of the party of billionaire Mikhail Prokhorov “Just business”. In the 2012 presidential election, Nadezhdin was a trustee of the Just Russia leader Sergei Mironov. Periodically, the politician participated in socio-political talk shows on federal channels.
The collection of signatures in support of Nadezhdin takes place in 68 regions of Russia and abroad: from Georgia, Armenia and Turkey to Ireland, Switzerland and Argentina. The main condition is that the signator must be a Russian citizen and have an internal Russian passport. On January 20 and 21, Boris Nadezhdin's headquarters in different cities lined up huge lines: people stood in them for several hours. In the afternoon of January 23, the meter on the Politician website showed that the number of signatures reached 101 thousand.
For a long time, the collection of signatures was difficult, in front of Nadezhdin’s headquarters there was a real risk not to collect even the minimum necessary for submitting documents to the CEC number of signatures - 100 thousand. For example, a week ago, on January 17, the headquarters began with an indicator of 14725 signatures, but a sharp influx of signatories occurred after popular opposition and politicians, including already withdrawn candidate Ekaterina Duntsov, supported Boris Nadezhdin and called for signatures for registration of the candidate. The peak fell on Saturday, on January 20, when the headquarters reported about 25520 new signatures, and the total number by Sunday was 77,917 signatures.
The press service of Boris Nadezhdin "Kholoda" said that most headquarters opened after the New Year holidays. Part of the headquarters is opening now: for example, Yakutsk earned only on January 20. Due to the fact that the regional quotas have not yet been fulfilled, the press service of the Cold Policy said that they would continue to collect until January 25 and further-until the 31st.
“We want to have a large pool [signator] from which we could choose signatures. Of the 130-150 thousand, we can select perfect signatures so that the CEC does not have the opportunity to complain, ”the press service of Boris Nadezhdin said.

Also, the top 5 regions, the number of signatures included St. Petersburg, Novosibirsk, Nizhny Novgorod and Moscow Regions. The press service of Boris Nadezhdin "Cold" confirmed that in some regions there are problems with the collection. For example, in those cities where mobile headquarters work, because their movements need to be monitored. In some regions, residents know little about the campaign in support of Boris Nadezhdin - therefore, there is no signature to get there.
The current dynamics of the collection of signatures suggests that the headquarters of Nadezhdin still overcome the basic threshold, but the candidate planned to collect 130-150 thousand in order to have a certain supply before being supplied to the CEC. The average number of signatures in the period from January 17 to January 19 amounted to 4.8 thousand, on January 20 and 21 there was a collection peak - 24.3 thousand, on January 22, significantly less were collected - 16.9 thousand.
The problem with the collection rests on the quality of signatures. For example, out of 16 thousand signatures collected in Moscow, only 2.5 thousand can be counted, which means that the remaining 13.5 thousand go to the reserve, of which more than 10 thousand will not be used at all. The need to collect signatures in different regions still does not allow confident to talk about the success of the campaign, and the risk of not fulfilling the task (130-150 thousand) is still very high. Of the more than 100 thousand signatures, 24 thousand cannot be used when submitting documents to the CEC and go to the reserve. In addition to Moscow, most of these signatures in St. Petersburg and the Novosibirsk region.

At the time of writing this article, in support of the nomination of Boris Nadezhdin, it was reported that before the cherished 150 thousand it is necessary to collect even more than 48. In this case, the candidate’s team will be able to select, as she claims, ideal specimens to accurately accept the CEC.
Boris Nadezhdin is the second anti -tuned candidate who collects signatures for nomination for presidential elections. In November 2023, Yekaterina Duntsova, a journalist from the Tver region, announced the desire to participate in the election campaign. She also called on to stop the war in Ukraine and free the political prisoners. A few days later, Duntsov was called "to the conversation" to the prosecutor's office.
In December, an initiative group of 500 people voted for the nomination of Ekaterina Duntsova. But the CEC of Russia did not allow it to collect signatures: employees of the Central Election Commission allegedly found 100 mistakes in its documents. The absence of the necessary papers when receiving documents of the initiative group is one of the most common reasons for the refusal to register candidates in the two previous election campaigns.
The collection of signatures does not guarantee Nadezhdin registration of the CEC, which may not formally recognize most of the signatures and still prevent the candidate. So it was already with Grigory Yavlinsky in 2012, then the CEC has rejected more than 23% of the collected signatures.
