This was preceded by the emergence of a document with the idea of creating a scientific cluster signed by Umar Kremlin, which supposedly stands a visa of Russian President Vladimir Putin: "The matter is good, support."
In the newly formed territory it was proposed to create:

The plans are extensive to the point of absurdity: all the bookmakers will supposedly have to move there, there will also create a taxi regulator, migrant accounting systems and their payments, and even a scrap metal accounting center. From "iron" to metal.
In addition, it is planned to create a new promising source of synchrotron radiation, for which more than 140 billion rubles will be allocated from the federal budget. The development of this accelerator should begin in 2024, the signature of the Moscow Region Andrei Vorobyov and President of the Kurchatov Institute Mikhail Kovalchuk, known for his non -standard approaches to science, were signed under the relevant document. And in 2025 it was planned to build a center of ion-ray therapy for 600 patients per year.
This is not to say that the inhabitants of the future science city perceived the idea with enthusiasm. On the contrary, the residents of Protvino and Pushchino collected signatures under the open letter of protest addressed to Putin, failed public hearings (“New” wrote about the violations with which they were conducted), went to pickets, and demanded a referendum. Both cities already have the status of science city (Protvino - the city of physicists, Pushchino - biologists), and people did not want to lose local self -government and independent financing at all. The protests were in vain. The merger of Protvino, Pushchino and Serpukhov passed in less than two months, a year after the first reports of this opportunity. Local officials explained its economic expediency.
Three municipalities were united, and in December 2023 the municipal council of the deputies of Big Serpukhov was formed. Even before the information on the creation of the science of Big Serpukhov appeared publicly, Kremlin registered the company of the same name and firms, which, apparently, should provide construction.
Who is he and what is the attitude to the giant - scientific (!) - a project with state participation? Umar Kremlin is a native of Serpukhov. His previous surname is Lutfullo. He changed his surname due to supposedly some muddy lines in biography: the journalists wrote many times the most cloudless past of Umar, he never refuted this information.
Kremlin graduated from the Moscow State Academy of Public Utilities and Construction, and after studying he was engaged in small business. And also led the promotional company Patriot, worked as a manager and promoter of famous boxers: Roy Jones Jr., Fedor and Dmitry Chudinov and Mikhail Aloyan.
Boxing classes in early youth and sports management brought Kremlev to the Boxing Federation of Russia, where he from 2017 to 2020 was a member of the executive committee and general secretary. Then he received the posts of the President of the International Boxing Association (IBA) and the first vice president of the European Confederation of Boxing (EUBC).
In addition to boxing and the related non -profit organizations, the sports functioner was listed as a co -owner of more than a dozen companies in various fields, most of which are by now liquidated.
Umar is a truly versatile person. He started with the manufacture of jewelry under his own brand “Kremlin gold”, then he was engaged in cargo transportation, taxi and real estate transactions. At the end of 2020, he entered the Business and wholesale trade business, redeeming a share of 35% in the Yekaterinburg company Uralvtormet, associated with former top managers of the UMMC. According to Kremlev himself, Uralvtormet sponsored the Russian boxing Federation, but the purchase of part of the company was associated with intentions to "implement new innovative projects in the ferrous and non -ferrous revolution market."
But Kremlev’s business became truly profitable only after interaction with the first persons of the state-and began with a letter to one of them.
Kremlin was the author of an appeal to the Prime Minister of Russia Mikhail Mishustin, in which he proposed to transfer control of the bookmakers a single regulator-a state non-profit organization. At the same time, the head of the boxing federation himself was associated with the bookmaker and lottery business by that time. The Boxing Progress Center has also become a co -founder of sports lotteries. 49% of it belonged to the company "Paritite+", whose co -owners are the president of the "Headquarters League" Yuri Krasovsky and the former general director of Nafta KO Suleiman Kerimov. The story of the success of a boxer can be traced in his social networks. Before the bookmaker business, Kremlev’s accounts looked like typical “kids” publics, where he shared the wisdom of his own authorship to lyrical music, for example:

Now, judging by the social networks, who lead five people for Kremleva (in one of the story he gave each employee of his PR service by a pack of five thousandth banknotes), began to lead the life of a real celebrity.
In his Instagram account* with 2.5 million subscribers, he gives apartments “needy”, gives a pack of money, flies with private aircraft with family for vacation and on boxing matters, gives friends expensive cars and gifts, dresses in branded clothes and walks in construction sites, where he communicates with workers-migrants, and then feeds them in restaurants or, for example, gives them They are iPhones for working on a weekend.
Judging by such publications, the Kremlin literally distributes tens of millions of rubles. Is it fabulously rich? But the companies in which he is the only founder or co -owner showed losses for 2022. The exception was only one Liberty company, in which Kremlin owns a share. Its main owner is the Moscow Express Import, she belongs to Alexander Weinstein in equal shares - the daughter of the famous Chelyabinsk businessman Sergei Weinstein, and Elena Krikun, the wife of businessman Alexei Krikun.
The sports functioner is generous with his family. The wife, 21-year-old Tick-Tok-Bloger, Kremlin presented a barbershop and a cafe in the center of Serpukhov. Behind her, several luxury cars are included at once: Porsche Kayen, Lamborghini and Aston Martin, as well as fifty fines from the traffic police of the Moscow Region.
Speaking (also in social networks) about his projects in the small homeland, Kremlin also creates the impression of dazzling wealth. A year ago, “Independent Gazeta” reported that private investors allocated more than 2 billion rubles to the Serpukhov project. What kind of investors are these and what exactly the money will go for is not explained. In social networks, Kremlin tells how he transforms life in Serpukhov: sets up the beach, makes free attractions for children, lays the capsule into the base of the future medical cluster, organizes the Christmas representation, opens the youth center and even in long wanderings does not forget about his hometown. Video from the Venezuelan beach, for example, is accompanied by the following comment:
“We continue to inspect foreign beaches so that there is only the best at home. Without fail, we bring sand from Venezuela in order to expand our city beach next year. ”
Kremleva is called the "shadow mayor" of Serpukhov. In the city and the district, he has a lot of diverse commercial real estate (part of it went to him - on a strange coincidence - after the reduction of the assets of the former mayor of the Serpukhov of Shestun), and the construction of several shopping centers, hotels and cafes is also underway.
Kremleva’s main company “Mom Olga” is a customer for the construction of facilities in Serpukhov and the surroundings. Through it, he gained control over the enterprises “Quartz”, “Oceanrud” and “Port of Serpukhov” - this is the prey and transportation of sand and building materials for, apparently, the infrastructure of the science city.
In addition, in September, by order of the Governor of the Moscow Region Vorobyova, “Mom Olga” received 21 federal land with a total area of more than 600 hectares in Serpukhov “for the implementation of a large -scale investment project for the construction of a dairy farm with its own feed base” without bidding.
Business and loyalty of local officials at all levels, as well as periodic access to the president (Putin, for example, was present at the opening of the International Boxing Center in Moscow along with Kremlin, as well as in Perm at a meeting of the Presidential Council for the Development of Physical Education and Sports, where Kremlin suggested that he revive the sports parades on Red Square) ... by all this, according to the common version, the Boxer is obliged to get acquainted with the acquaintance of Alexei Rubezhny-the head of the Presidential Security Service, Major General of the FSO. In the complaint addressed to Rubezhny in 2019, members of the boxing community accused Kremlev of that he trumped in response to criticism with his acquaintance with him. There is no section on the development of the IT industry. Key initiatives are called the projects “Strength” and “Omega” in Protvino (this is an accelerator and proton emitter) and the creation of a biotechnological cluster in Pushchino. And not a word about the accumulation plans for the Internet filtering services here.
Maybe this information is too secret for the municipal site? But there, more close and understandable to Umara, the bookmaker’s business and the reception of scrap is not a word. All this, however, was listed at the start of the project. Even Sharashka was supposedly planned there - a prison in the area of the village of Podmoklovo. All this was used in resolving the issue of combining cities. And when it came to the implementation, it evaporated.

So far, the main directions have been outlined and in general terms have talked about how we will put everything in practice, ”Kremlin writes in a telegram channel. It seemed to the city defenders at that moment that the historical significance of the factory for the new owner was some kind of surprise. But he suffered troubles calmly.
This, however, is not the only surprise in the managerial biography of the boxer. For example, in a recent video in which Kremlin examines the port he had just bought, he said in bewilderment: “Interesting, I did not know what we bought. It turns out that they bought a large farm. And who? "
