As associates of the anti -war candidate from the “Civil Initiative”, who initially did not believe in the collection of signatures, could substitute him

On January 31, Boris Nadezhdin, along with his team, handed over to the CEC the necessary 105 thousand signatures in support of his nomination for presidential presidential candidates. The total signatures were collected almost twice as much, and in order to leave them, thousands of people built in line at the headquarters of Nadezhdin throughout the country.

Already on February 2, the deputy head of the CEC Nikolai Bulaev said that in the signatures of Boris Nadezhdin (“Civil Initiative”) and Sergey Malinkovich (“Communists of Russia”) allegedly found “dozens, and more than a dozen people who are no longer in this world”. The application sounded as preparation for the prevention of the only anti -war candidate for the elections. The New Gazeta Europe learned that his associates could substitute Nadezhdin with the signatures. The collection of signatures for Nadezhdin was coordinated by two separate teams. One was provided by the Civil Initiative party, which nominated the candidate officially and did not believe his real prospects too much. The second was formed by independent volunteers of the "headquarters of candidates" who really wanted the success of the campaign. The teams had different tasks, and the candidate himself trusted the party more. As a result, they could not act in common interests, and dirty signatures could be sent to the CEC.

After the text is released, the press service of the headquarters of Boris Nadezhdin issued a statement. According to them, they collected more than 211 thousand signatures, taking away the best from them.

“In order to have time to complete the work in a short time, we had to create several audit centers in which hundreds of people worked ... For security reasons, employees of the audit centers could not have complete information about all organizational processes for the preparation of documents for submission. Therefore, for someone, the presence of other units, also engaged in checking the signatures, was a surprise. We understand that many employees wanted signatures selected by them in the final presentation. However, due to legislative restrictions, this is impossible. We would again like to emphasize that our team collected the signatures of real people, that everyone could watch literally live, ”the report said.

The third project

In the signature campaign of Boris Nadezhdin, initially there were two “projects”. “Projects” in the Politics team called directions from which signatures came: the first-from abroad, the second from the Russian regions. Then, on January 27, the third appeared - these are “bad” signatures from the regions. Such were called unverified signatures with obvious mistakes in them. For security purposes, Maria Nevelova, who was headed by the official Moscow headquarters of Nadezhdina in Furmann Lane, and then coordinated the Third Project, decided to call the signatures. She got to the headquarters after competitive selection and was able to win the trust of the headquarters of the headquarters almost immediately, two employees working at the Nadezhdin headquarters tell the New-Europe. Before this work, Neveleva was an assistant to Nina Ostanina, a deputy from the Communist Party in the State Duma.

On January 27, Neveleva began coordinating the Third Project. She organized round -the -clock work with poor -quality signatures: her team filled the “cellars” of signature sheets. Then these sheets were to be sent to the department of checking the election headquarters. Instead, Neveleva sent them to the so -called hut (as the team called an additional unofficial campaign office). About this Novo-Europe was told by two sources at the headquarters of Nadezhdin.

- We still do not understand why this could be done [the “third project” launched].

Maybe they drained the campaign directly: why send signatures to the “hut” that certainly will not pass the check?

On February 5, Artemyev, a representative of Nadezhdin from the “Civil Initiative”, said that the CEC working group announced 15.348% of 60 thousand randomly selected signatures. The working group recommended not to register Boris Nadezhdin as a presidential candidate, the official decision will be announced at the CEC meeting on February 7.

Secret "hut"

In addition to the official headquarters in Moscow and the headquarters for checking the signatures related to the “Civil Initiative”, the Nadezhdin team actually had the third headquarters or “hut”. Five interlocutors from the Nadezhdin headquarters told about this "Novo-Europe" about this:

“It was impossible to shoot there, and with this [with photography] it was very strict, and we knew about the existence of the“ hut ”only by rumors,” says the interlocutor of “New-Europe”. This headquarters is in a private house, in the village of Rechnik near Moscow (the exact address is at the disposal of the editorial office).

On the night before submitting signatures to the CEC in the “hut” in the signatures that had to be submitted, “drawn” signatures were involved, the interlocutor of the “New-Europe” claims. The words of this interlocutor-the existence of fake signatures-confirms another interlocutor of the New European Europe, which was in the "hut".

- On the night of the 31st signature, the signatures should have been sided and photographed - for each signature sheet separately. They [Nadezhdin] had 3 headquarters: a public [and well-known headquarters] on Furmann, the second-conditionally “secret”, on the cook, where the signatures were checked, and the third was in Krylatsky, near Moscow in someone’s cottage, “new-Europe, one of the volunteers, whom the campaign coordinator Daria Bunkov sent to photograph the signatures in the“ hut ”. Both interlocutors say that people from the Civil Initiative party, who were in this headquarters on the night of January 31, could knead about 20 thousand fake and unverified signatures in boxes with real, sewed and delivered to the “hut” from the official headquarters of Nadezhdin.

How 20 thousand bad signatures could get into the CEC*

The fact that the bad and fake signatures of at least 6 regions fell into the CEC, “New-Europe” was told by all 4 interlocutors who were at work at the “hut”. Two interlocutors-one manager and volunteer who was in the “hut”, claim that at least among the signatures from the Perm Territory, Tver, Tula, Kaluga and Kurgan regions, also from the Republic of Mari-El, there were fakes. One of the sources of Novo-Europe, who worked in the “hut”, explains that “there were 4 regions where the drawing was massively”. At the same time, he is stipulated that the “most trash” of such signatures was not sent to the CEC.

- In the Perm Territory there were precisely drawn [whole] folders [with signatures]. They were not submitted. The remaining signatures from the problematic regions were submitted. The CEC did not get signatures that were definitely drawn, ”the source summarizes.

As another employee of the “hut”, “civilian initiative” says, Nadezhdin advanced from it - organized headquarters for most problematic regions. In the rest of Russia, a team of "headquarters of candidates" under the leadership of Dmitry Kisiev, a former activist of Yabloko, worked. It is his team that leads the entire public campaign and social networks of the headquarters of Boris Nadezhdin.

“In some regions, the party [“ Civil Initiative ”] organized the headquarters, and in some-the team of“ headquarters of candidates ”[publicly conducted an active campaign] and the Nadezhdin team as a whole,” said another interlocutor of Novo-Europe from the Nadezhdin headquarters.

- “Civil Initiative” organized the headquarters in these regions - where did the fake signatures come from. We know exactly about 20 thousand drawings at best.

But we [with other employees] assume that there are even more [fake signatures] from the regions.

There are other regions where the Civil Initiative worked, the campaign manager tells the New-Europe. His other colleague, who also held a leading position at the headquarters and at some point, who worked with signatures, actually confirms the words about thousands of unverified signatures sent to the CEC, which were mixed with painted:

- If we talk about unverified signatures, then approximately 30% - there were such [really]. As a result, approximately 30% [about 30 thousand signatures from 105 thousand necessary] did not go through the test. And some part [of these signatures] fell into the CEC. Everything was mixed. It did not work perfectly [submit the signature]. There were very few plenipotentiary representatives, late signatures from the regions arrived, and notarial assurances were often surrendered late.

He explains that it happened due to the fact that there were no “ethical problems” with the delivery of bad signatures from the “civil initiative”.

The authorities were clearly afraid to allow our candidate. Formally, it is not possible to justify the quality of signatures, although more than 200 thousand were really collected. We will challenge the claims to the signatures in the CEC, and in case of refusal in court. Obviously, propaganda will lie about "drawing", etc. It is strange that the once respected newspaper joined this campaign. Apparently, I really want to stop being unwanted "

"Burring you in the forest"

On the last night before passing the signatures, from January 30 to January 31, a conflict occurred in the “hut”. The “Civil Initiative” team kicked the arrived volunteers from the building, blocking them the way to checks the signatures. As it turned out later, the employees of the Civil Initiative did not want the team of the “headquarters of candidates” to check the signatures. Initially, it was planned that volunteers (about 15 people, all names are known to the “New-Europe”) when coordinating Daria Bunkkova, who previously reported 30 thousand fake signatures will come to the “hut” and foil the signatures.

According to several interlocutors of Novy-Europe, it was the idea of ​​the electoral lawyer Peter Karmanov, who was also in the “hut” at that moment. The “digitization” of the signatures was needed, as planned by Karmanov, in order to arrange a proceedings, in case of refusal to register. The “digitization” of the signatures did not happen - this was prevented by the employees of the “Civil Initiative” and the technology related to Nadezhdin. The interlocutor, close to the leadership of the headquarters of Nadezhdin, notes that signatures that did not check the actual passports went to the CEC, after which the CEC accused Nadezhdin’s headquarters of “dead souls”.

- The signatures of the dead are a sure sign of drawing. But it is not clear to whom the CEC statement belonged to us: to us [Nadezhdin] or Malinkovich [from the Communists of Russia], - this source summarizes. At the same time, he agrees that

The transfer of unverified signatures mixed with the “drawing” actually launched the possibility of registration.

Four interlocutors of Novo-Europe confirmed that Alexander Nazarenko was one of the most noticeable people in the “hut”. Alexander is a longtime associate of Boris Nadezhdin and a representative of the “Civil Initiative”, who worked for the “homeland” in the past. Also in the campaign was participated by his brother Arthur Nazarenko - also the political strategist of the "Motherland" in the past. Both brothers worked at the campaign of Valentin Konovalov in Khakassia and achieved a good result. In the region there was an information “attack” on these two technologists.

It was Alexander Nazarenko who subsequently participated in the transfer of signatures from the “hut” to the CEC - it is also in the photographs at the time of transmission of signatures. The volunteers of the “headquarters of candidates” claim that it was Nazarenko who shouted at them in the “hut”. Another person who drove the volunteers was Konstantin Vlasov. He was engaged in the technical organization of space in the “hut”, and at different times he worked with the Communist Party and “patriots of Russia”. Vlasov also supports the Russian army: he reads thematic and volunteer channels and, at the same time, invites to subscribe to the readers of the Z-Thematics to other similar groups.

Another member of the Political Technologists team from Nadezhdin was Rodion Adikaev. He took part in submitting signatures in the CEC, worked in the “hut” and at the headquarters of Boris Nadezhdin in Dolgoprudny. Adikaev is a friend of Alexander and Arthur Nazarenko. The latter participated in competitions for political consultants with Adikaev.

Prior to this, Rodion Aidikaev worked for United Russia and Party of Growth as a technologist. This was said by the "Novyevropa" by several political scientists familiar with his biography. In the leaks of notebooks, which was discovered by the “New Evrop”, Adikaev is also recorded as “Rodion units, Rodion United Russia, Adikaev PR, Rodion Growth Party”. In addition, Adikaev and Alexander Nazarenko worked together on the elections for the Growth Party - and even appeared together in the documents.

Not only small parties-spools, but also, for example, the Communist Party of the Communist Party, trusted the candidates Rodion Adikaev. In 2021, Adikaev worked with the State Duma candidate Evgeny Gorbachev, the Ivanovo entrepreneur and assistant Yuri Afonin, one of the leaders of the Communist Party. Then, all in the same elections and after registration, Gorbachev was detained for fraud and removed from the elections on the denunciations of the “Communists of Russia”.

As the interlocutor of Novo-Europe notes, all these people are in the “hut” (inside the team the hut was called the “department department”): Nazarenko, Vlasov, Adikaev-were involved in Nadezhdin. The whole team inside the "hut" also called them the "friends" of the candidate.

- I was scared at that moment [when the volunteers were kicked out into the street]. He [Vlasov] screamed and drove the guys, said that he would bury everyone in the forest. No one knows who this person is.

Even my leadership [of the Federal Staff] did not know him, ”says the interlocutor of Novy-Europe, who was in the“ hut ”at the time of the scandal.

The same interlocutor identified Nazarenko and Silantyev in the photographs, while arguing that both of them were in the “hut”. The headquarters also attended the daughter of Boris Nadezhdin - Anastasia. Dmitry Kisiev, the formal chief of staff and the head of the “headquarters of candidates”, was also there, but he left the “hut” along with the volunteers. They took 11 brought boxes with trusted signatures with them, which were supposed to fall into the CEC.

Competition between headquarters

According to the campaign manager and the participant in the “hut” that night, the problem was the “different priorities” of the two headquarters - the public from the “candidates of the candidates” Dmitry Kisiev and the “civil initiative” in conjunction with the long -standing associates of Nadezhdin:

- The first reason - there were different priorities. Some ["headquarters of candidates"] wanted high -quality signatures, while others ["Civil Initiative"] - so that everything would converge on protocols [submitted to the CEC].

The second is communication problems. Between these two teams, communication was not established, ”this interlocutor argues.

He notes that people in the “hut” - among whom was Nazarenko from the “civil initiative” - thought that the provocateurs arrived:

- Here 20 people come and begin to demand [help in checking signatures in the “hut”]. I understand that [arriving] is not enemies. But the people who were attracted by the candidate [Boris Nadezhdin himself and his long -standing technologists] thought that they were hostile action and provocateurs [arrived], the interlocutor argues. He believes that “both sides” were wrong. The interlocutor notes that “Friends of Nadezhdin” behaved “super disgusting”.

Another interlocutor from the leadership of the headquarters Nadezhdin tells “Novy-Europe” that the “civilian initiative” was probably engaged in the creation of “drawn” due to the fact that they did not expect a successful collection of signatures. He denies the evil intent of the Civil Initiative team and believes that

The headquarters of Nadezhdin simply did not expect to collect the necessary signatures, and the technicians initially invited by the candidate and the party members wanted to earn money.

“This is a normal position - to work in the elections for the sake of money,” says one of the staff of the headquarters with electoral experience, “there were really many people who are financially interested.” There were more people from the Nadezhdin team. I do not really believe about any specific financial fraud in order to submit fake signatures. Everyone tried to bring the candidate closer to registration.

Conversation in the kitchen

Косвенно слова собеседников подтверждает и разговор волонтёров с Дмитрием Кисиевым и одним из начальников отдела штаба. Как сообщили двое сотрудников штаба Надеждина, которые присутствовали на разговоре после инцидента в «избе», Дмитрий Кисиев провёл разговор на кухне штаба «Арбат» на Поварской. В рамках этого разговора с волонтерами, которые требовали объяснений о том, что происходит в «избе»,

Кисиев признал, что знал о подделке подписей, «но, видимо, не знал о масштабах происходящего», говорит один из волонтёров.

Дмитрий Кисиев не стал комментировать ситуацию по запросу «Новой-Европы».

— И еще было сказано, что это [те, кто выгнал людей из «избы» и, предположительно, участвовал в подлоге подписей] — друзья Надеждина. Он им верит, а нам не верит. И Надеждину о ситуации известно, так что ему, это цитата [Кисиева], очень грустно, — резюмирует сотрудник штаба, который был на этой встрече. Как вспоминают эти же сотрудники в разговоре с «Новой-Европа», другой член штаба Надеждина вообще сказал, что «мы не имеем права говорить об этом [не проверке и подделке подписей], потому что все поверят нам, а не ЦИК».

«Новая-Европа» пыталась связаться с Борисом Надеждиным, но не получила ответов на наши вопросы.
