Mikhail Sokolov: Kirill, how did you understand the political meaning of this event?
Kirill Martynov: For starters, I would like to note that propaganda does not know what to say, they have already officially called us “foreign agents”, and now they are trying to come up with some new epithets-we are also Russophobes. In principle, a meager dictionary, curses are unconvincing. I'm not sure that this event had a political meaning. In my opinion, the points of view were expressed by the “foreign agents” themselves, which means this status for them. Some say that nothing means at all, others say: what to be proud of here, they just grab random people and drag somewhere, just a random chaotic wheel of repression, are not still included in this list. I see a prospect for myself, because, it seems to me, the Ministry of Justice imposes on us some “contract” obligations that cannot be abandoned, that is, the state makes us a proposal that cannot be dodged in any way. Since there are a lot of such people, a group of people who are in a special relationship of one -sided state arises. These people know a lot of things, can do a lot, work in different fields. For myself, I see in this such a protrof celebration of "foreign agents", the task of which is not only to protect their own interests, but to act together in the interests of society. Because it seems to me that still a sample of "foreign agents" is that these are people who have their own voice, who do not agree with the voice of the Kremlin. I repeat, I received with this trade union idea, if ironically, I received a lot of critical reviews: not all "foreign agents" want to the union.
Mikhail Sokolov: What do they want?
Kirill Martynov: This is a difficult question. Like other people, “foreign agents” are also people, many are simply in some confusion until now, frustration, try to do their job, do it well and not set any social tasks, in particular, associated with this status.
Mikhail Sokolov: Marat, how did this idea appear to collect the acquired by the Berlin meeting?
Marat Gelman: I do not know, it seems to me, the idea is obvious, in fact, it was in. Once they joked, the last "word", when it was, at that moment Grebenshchikov made an "ino -agent", we then joked that the "word" was becoming a forum not culture, but for the forum of "foreign agents". In general, there were ideas, then it turned out that Stas Belkovsky had the idea of an union of "foreign agents". That is, in general, the fact that the authorities, how they formed the lists of "foreign agents", is very similar to how you and I would, say, a civilian forum. First of all, journalists, because they communicate with society, then human rights activists, they protect the weak, then people of art, opposition. Civil society is not just a society, these are, firstly, active citizens, and secondly, they fulfill some mission not only for themselves, but for everyone, they have a voice. Therefore, the idea that in fact this is such a prototype of a civilian forum, I had it originally, just in a different way not to collect it. Therefore, in the initiative group, I tried to include just those who are most often at the Free Russia forum, at the Berlin meeting, not people who are engaged, but rather Mongait, Mansky, that is, people who have received this status and it rather interferes with them, they do not understand what to do with it. At the same time, they were congratulated when they awarded this "prize". Cyril is right that people are different. It seems to me that the two groups are obvious, perhaps, others are confused, as Cyril says. The first is people whom this status really crushed, deprived of earnings, deprived the profession, pulled out of their usual life, and they are busy with themselves. They came for solidarity, they want to help them: legal, some social issues, professional, that is, they came to create a trade union. There were people, including me who said that we need to create some kind of vote of Russian anti-war society. I am in Europe, where I constantly have to prove or explain that there is part of the Russian society, which against the war, against Putin, is not one person or two, but some density.
I think that maybe it will be possible to create a collective voice that can speak for itself and for those people who, in Russia, who may not speak, because they will plant for it, or forced to speak, wriggling, as we are now Nadezhdin: he is asked to wriggle, because any truth is true - and you immediately under the article. These two groups. As a matter of fact, I think that there will be two organizations according to the results, that is, there will be an union of “foreign agents” as a trade union organization and will be the unification of free citizens as a civilian organization.
Mikhail Sokolov: But so far there is no clear decision?
Marat Gelman: 170 people participated at this meeting, that is, a third of more or less active. Accordingly, we can initiate, we decided that people would join in personal quality. That is, the “in agent” will be more likely a filter, that is, at the first stage, not “foreign agents” does not work inside, but as for “foreign agents”, they can voluntarily enter this organization or not. I hope that after a while this filter will disappear and we will take, in principle, not only “foreign agents”. The Ministry of Justice is very careless, this is not only that Cyril said that random people are grabbing there and so on, for example, he made “foreign agents” of people who have never been Russians. I love Linor Goralik, I tell her: "Come to the forum." She says: "I left Kyiv, I have never been a Russian one. I am an Israeli woman who left Kyiv. I have a Russian language, I publish a magazine in Russian, but I have nothing to do with it." There are many foreigners, Gordon Foreigner. I mean that we take the first steps with the composition that the Ministry of Justice created. We even had such a comic initiative that in the future the Ministry of Justice should coordinate new “foreign agents” with us.
Mikhail Sokolov: This is somehow completely too much. Catherine, how do you assess the actions of the authorities who declared hundreds of people with "foreign agents", depriving them of many constitutional rights in the country?
Ekaterina Duntsova: In my opinion, a unique moment is now happening when they are recognized as “foreign agents”, they are recognized as “extremist organizations” on the basis of a law that turns, as you like. So it should not be, it should be clear and transparent. If it is incomprehensible, then such a law should be brought to at least some understanding why this is happening. People are not explained to people, they will learn only in court - for what. Sometimes logic is not so incomprehensible, it is absurd. This is a community of good people, in my opinion.
Mikhail Sokolov: Why is Putin’s power so preoccupied, do they replenish lists weekly, adopt new laws regarding property, articles about fakes? Are these all attempts to intimidate Putin's policies? How does the authorities do it?
Kirill Martynov: I, too, all the time I think why Volodin, Putin, all deputies, why do they sleep so badly, do they constantly think about us? I will wake up in the morning, I think: how are the "foreign agents", emigrants, retains? If you look for something rational, it seems to me that this is still an attempt to terror against Russian citizens as a whole, primarily in relation to those who remained in the country. Citizens of Russia need to remind every day that if they behave inappropriately, if they are disagreeable with the war first, then our fate is waiting for them: that they will be expelled from the country, if they do not have time to plant, they will take their property - now this is a fashionable topic, they will also threaten them with physical death, and everyone will not be happy in third countries. The level of fear in the current developed dictatorship should always be very high. Since the information space is more or less open, people in Russia, of course, monitor what Maxim Galkin is doing, for example, until we have terror not quite Stalin, that is, it is not so often aimed at the masses of people who live in the country right now, although the number of political prisoners is constantly growing. It is necessary to maintain the level of fear with a terrible picture of the “foreign agent”, a terrible picture of the fate of a person who did not accept the war and this power, then his life rolled in this way. In fact, for Russians they put illegally so that the Russians are not like us.
Mikhail Sokolov: Is there any common assessment of the state of Russia, Putin’s actions, the average adorithmetic, let’s say so?
Kirill Martynov: I think everyone agrees that Russia is experiencing a disaster, one of the largest, as it is now clear, in this whole story, that we have become its witnesses and participants, unfortunately. Something in this situation depends on us, we are trying to do what we can, in our places. More, it seems to me that there are very few common points. Because it is very difficult to agree on the timing of war, dictatorship and reasons for optimism, and there are different points of view in the circle of "foreign agents" about what are permissible methods of struggle. In principle, it seems to me that there is such a position that we are all doomed, we are losing that our story ends on this, we can do what we can in our professions, in order to simply maintain existence, is the only political task. This point of view is also presented. The palette of "foreign agents" is very wide, in my opinion, there should be some kind of "foreigner" factions, some of which still do not talk to each other.
Mikhail Sokolov: Is there any arithmetic average platform?
Marat Gelman: Vitaly Mansky formulated as follows: he says that he lives in Riga, in the Baltic countries, when they left the USSR, people who lived or received education in America, in Canada, and in Europe, they came with their experience. Thus, democratization occurred through people with experience in democratic life. He says that our task is to survive physically and morally, we cannot do anything, and at the moment when something happens there, come and make a European country with our new experience. I lead a lot of positions, and they are not contradictory, they are simply very different. I had such an image that our project is not a church, but a station. That is, people gather not for the sake of one goal, they should agree among themselves what purpose, station is infrastructure, some go to work in Munich, others to parents in Moscow, someone on vacation in Montenegro, the station helps everyone. But plus to this, he creates some infrastructure projects, a station buffet, and so on. That is, it seems to me that our future unification of free citizens, too, is not a matter that everyone has the same goals, that is, it will rather be a space for people. There are restricting ideas - for example, those people who, for the war, probably will not get inside in any way. Accordingly, the manifesto, which is now edited, which next week, I think, will already be signed, legitimized, it concerns these common framework things: our attitude to Putin, our attitude to war, our attitude to the upcoming elections, our attitude to the future of Russia. Inside the strategy, it is necessary to create such a station so that everyone can implement their own strategy, and this organization helps.
Mikhail Sokolov: Still, you can pull out an assessment of the situation within Russia from the manifesto project, what is it now? Is this mature and full -fledged totalitarianism, which already regulates private life, the system stabilized or not?
Marat Gelman: The fact is that, since we are called the "enemies of the people", we were noteworthy not from the nomination of the situation, but from positioning. We were starting from the fact that we do not consider ourselves enemies, on the contrary, we are part of civil society. We just believe that today's government causes huge damage to Russia, it is an enemy of Russia, not us. We give our assessment to the war, it is absolutely very clear: Russia is an aggressor, the war must be stopped, respectively, there should be no annexations of territories. That is, we fix it. Naturally, we say that inside the country is happening in relation to civil society: it is simply intimidated, it is deprived of a voice, people are squeezed out. But this is not a political manifesto, but this is precisely the manifesto of civil society, which stands on the fact that for us one of the most important tasks of this forum is to say that we are not “foreign agents”. To say this loudly, to tell each other that we understand that none of us. The second, of course, since now in Europe the process of conferences "Russia after Putin" is very active in show that there is a significant part of the Russian civil society, which is against the war.
Mikhail Sokolov: What can you say about the current government. Did you still have any opportunity for legal political activity after an attempt to go to the polls? What are you going to do?
Ekaterina Duntsova: First of all, I liked the association with the station very much. The main thing is not to get stuck, like the hero of Tom Hanks, for many, many years and not to stay there, not to lose himself, most importantly, to save and really look for the points of unification. In order to do this here, we are now creating a party, work is very active, despite the fact that many of my supporters were involved in the campaign of Boris Nadezhdin. Now the expectation of what will happen. A message came that there are more than 15% of some mistakes, it is not clear whether it is possible to fix, prove that these signatures are really reliable. We notified the Ministry of Justice, have already agreed on the congress, published a message that it would take place on March 9 in Moscow. About 50 regions will be represented by delegates. Now I will travel through the regions, with supporters to communicate on the topic of nomination of delegates, subsequently on the creation of regional branches.
Mikhail Sokolov: How do you look at such plans for the former presidential applicant?
Kirill Martynov: I would be very happy if Catherine managed to create a party, really protect common sense, how she began to do this at the moment when she declared her presidential campaign. It seems to me right away that only those parties that the authorities either need for some reason can be created in the warring dictatorship or do not pose a threat to it. The task of the political party is still not to unite good people, but to fight for power. We remember how the last independent deputies with their own opinion, like Dmitry Gudkov, left the State Duma - it was such a farewell with parliamentarism. Now in the State Duma only supporters of the war are sitting. Of course, there are many regional elections, no one also canceled them, there is also an important struggle there. I do not have enough optimism here and the ability to imagine that in the current conditions in that Russia, which is at the front for two years, the emergence of new political projects that can really fight for power is possible. Perhaps I don't understand something.
Mikhail Sokolov: An interesting situation with Boris Nadezhdin, with his participation in the presidential election. I suspect that not everything has happened, what should happen, but the situation is really quite complicated, in the last days of attacks on it, maybe he will not be allowed to elections.

The struggle of the authorities with Nadezhdin
Mikhail Sokolov: Again, threats with "foreign agency". How do you see this plot with an attempt by Nadezhdin to participate in the elections with such a moderate critical program within the framework of almost?
Marat Gelman: It is clear to us that there is no problem for the Kremlin, to let it go or not, he chooses what is beneficial to him. If initially it seemed to them that they needed Nadezhdin in order to show the world that these are real elections, that there is a person with an anti -war position - this legitimizes the elections, now it is clear that Nadezhdin would not give any legitimization. There are many modes in the world where the leader is elected in dishonest elections, but there is not a single country that holds elections in the occupied territories. There would be Nadezhdin, there would be no hope, the legitimacy of these elections is very doubtful, which means that they do not need him. Проблемы есть, потому что эта живая очередь, люди живые, которые все-таки рискнули, дали свои паспортные данные, – это значит, как минимум они знают, что об их антивоенной позиции будет известно властям. Это показало всему миру, что антивоенно настроенные люди есть в России. Еще неизвестно, как это будет дальше развиваться. Да, они могут контролировать процесс голосования, но процесс прохождения выборов, к примеру, в рамках зарегистрировался Надеждин и сказал: "Давайте 8 марта выйдем на площадь, будем дарить своим женщинам цветы". Вдруг выйдет огромное количество людей. То есть они не хотят рисковать. Я уверен абсолютно, что его не зарегистрируют, потому что для них это риск того, что образ монолития российского общества, которое полностью поддерживает Путина, будет под сомнением. Оно уже под сомнением. На самом деле эти очереди уже сработали – это очень важно. Понятно, что сейчас не место для партий, но очень часто, неважно, ошибся человек или он действует из каких-то правильных или неправильных, то есть он действует, он живет. Совершаются какие-то побочные эффекты, они могут оказаться гораздо более важными, чем то, что он начал действовать исходя из ложных представлений о том, что возможно. Тот факт, что где-то в России есть люди, которые хотят создать партию, меня очень радует. Вполне возможно, из этого вырастет не партия, а что-то совсем другое, но тоже очень хорошее.
Михаил Соколов: Ваша газета сегодня посвятила этому сюжету внимание. Насколько я понимаю, смысл публикации в том, что какие-то люди внутри надеждинского штаба то ли дали не очень хорошие подписи, было ли это сознательно, не сознательно, какой-то сложный сюжет, вы его разбирали. Важно ли это на самом деле или важнее сам факт того, что действительно люди с оппозиционной позицией получили на время возможность то ли высказаться, то ли поучаствовать в некоем проекте, не очень приятном для власти, по крайней мере сейчас так кажется?
Кирилл Мартынов: Если посмотреть историю наших публикаций, то мы, безусловно, поддерживаем ту риторику, которую несет кандидат Надеждин: закончим войну, выпустим политзаключенных. Если это Надеждин говорит, если он с этим идет на выборы, что называется, наш кандидат. На прошлой неделе мы получили информацию о конфликте между разными группами людей, которые поддерживали Надеждина, более взрослыми, опытными, может быть, в чем-то циничными политтехнологами, которые работали на кампаниях КПРФ, еще более подозрительные структуры, которые сейчас являются доверенными лицами Надеждина, господин Назаренко, один из ключевых людей в его штабе, как раз такой человек, и молодыми волонтерами, которые заявляют, что их обидели, не допустили к какой-то важной части работы, создали секретный штаб под названием "Изба", где все происходит очень непрозрачно для них. В течение пяти дней мы пытались понять, насколько этот конфликт важен, насколько он влияет на всю эту ситуацию. Я уверен, что за Надеждина было собрано достаточное количество подписей реальных людей. Притом что сама эта подписная система, все эти ужимки с ЦИКом и прочими вещами – это то, что надо отменять, регистрация на выборах должна быть более прозрачной. Нам было важно показать в этой публикации, что мы не до конца понимаем мотивацию всех людей, которые участвуют в кампании Надеждина. У нас больше 10 анонимных источников, у нас есть аудиозаписи, у нас есть короткие видеоролики, которые они пытались записывать в ходе этого скандала, эти люди сказали, что у них есть вопросы по поводу секретного штаба. Этот секретный штаб как раз возглавляется людьми вроде господина Назаренко, который никаких комментариев по этой ситуации не дает. Официальная позиция Надеждина, его штаба, что у нас все в порядке, никаких проблем нет, но все же мы решили важным показать внутренний конфликт, который там возник. Возможно, он абсолютно искусственный, не является предметом дискуссии, возможно, наоборот, это общественно важная информация о том, как разные группы людей, которые организуют выборы, ставят перед собой принципиально разные задачи. У меня нет полного объяснения, в чем природа этого конфликта, я на сто процентов уверен в том, что фабула, которую мы излагаем, действительно были люди, которых выгоняли из штаба, которые очень недовольны происходящим. Насколько плохие подписи могли попасть в ЦИК в результате всех этих хаотических действий, ответа нет, мы этих подписей не видели. Мы не очень хорошо слышим вторую сторону. У меня есть базовая гипотеза, что, когда Надеждин выдвигался, он сам не ожидал такого ажиотажа вокруг своей фигуры. Была нанята какая-то группа политтехнологов, которые приходят, как и на любую кампанию, чтобы работать по специальности, потому эти политтехнологи все сделали по-своему, а некоторые молодые люди хотели, чтобы это все выглядело иначе. Эмоционально хочется быть на стороне этих молодых людей, но поскольку ситуация предельно закрыта, к сожалению...
Михаил Соколов: Прогноз какой?
Кирилл Мартынов: Прогноз у меня заключается в том, что Надеждина на выборы не допустят. Я этот прогноз делал еще на прошлой неделе. На мой взгляд, с ситуацией в штабах это никак не связано, в Кремле принимается чисто политическое решение, как им выгодно, так они и поступят. Что касается технической стороны со сбором подписей, здесь просто было бы хорошо, если бы интересы тех людей, которые стояли на морозе, действительно были защищены, это происходило бы по возможности не так таинственно и не в засекреченных штабах с неизвестными людьми.
Михаил Соколов: Екатерина, что вы скажете об этой истории с Борисом Надеждиным? Это вам дает какие-то надежды на ваш проект или, может быть, вы будете объединять какие-то усилия, чтобы дойти до тех людей, которые стоят в очередях подписаться?
Екатерина Дунцова: Не надо пессимизма насчет партии, она уже существует в формате некоего сообщества. Пока закон не принят – признавать партии экстремистскими сообществами и так далее, то есть для нас это определенная защита для сторонников. Что касается подписей, я отчасти погружена в эту историю. Дмитрий Кисиев, который возглавляет штаб Бориса Надеждина, максимально сделал все, чтобы до избирательной комиссии дошли действительно честно собранные подписи. Я сама прошла через подачу подписей, когда мы собирали за прямые выборы главы города Ржева: для того чтобы рассмотрели законопроект, нужно было три тысячи, нам признали недействительными 305. Большинство тех, которые были признаны недействительными, условно, зарубили почерковеды, которые делают это по наитию. Я сейчас очень сочувствую Борису Борисовичу, когда ты знаешь, что собраны подписи, ты пропускаешь это через себя. Сейчас очень важно пережить этот момент. Я уверена, что Борис Борисович с более устойчивой психикой, чем молодые люди, которые с ним сталкиваются впервые, он примет эту ситуацию, начнет действовать. Я очень хочу, чтобы у них получилось отбить хотя бы 5,5% для того, чтобы этот порог не был пройден, 10% брака.
Михаил Соколов: Я думаю, что 7-го числа все будет объявлено, как им хочется. Какая-то в ваших обсуждениях позиция сформировалась по поводу президентских выборов? Есть мнение – бойкот, есть мнение – не ходить, есть некие проекты ходить и показать в определенное время участие, такая форма демонстрации.
Марат Гельман: У нас Антивоенный комитет, в наш проект вовлечены многие другие организации. У нас два проекта по отношению к выборам. Один из них – это "Полдень против Путина". Неважно, ты решил нарисовать дулю или голосовать за Надеждина, за любого, кроме Путина, испортить бюллетень, приди в 12 часов 17 марта, просто показать численность. Мы не можем контролировать процесс подсчета, но показать картинку, показать людям самих себя, друзей, такой проект, который мы берем. Реально Антивоенный комитет занимается продюсированием этого проекта. Второй проект – это делигитимизация Путина, выборов самих как таковых. This is not an election. Уже 60 депутатов европейских стран разных присоединились к резолюции ПАСЕ о том, что они не будут признавать эти выборы. Во-вторых, у нас есть единое письмо, обращение к парламентам разных стран с аргументами, почему эти выборы не надо признавать. Что касается дискуссии внутри, бойкотировать или участвовать, мы поняли, что эта дискуссия бессмысленная. Люди, которые против, должны найти форму. "Полдень против Путина" – это и есть наш проект, других никаких рекомендаций мы не планируем. Алексей Навальный присоединился к этому проекту, но, насколько я знаю, у ФБК будет еще что-то ближе к выборам.
Михаил Соколов: Насколько действительно интересный этот проект, возможно ли, что он реализуется? Или, наоборот, как некоторые считают, он даст возможность властям картинку показать: вот, много людей идет? То есть в каком-то смысле это подарок.
Кирилл Мартынов: Я думаю, наша задача донести до мировых медиа, политиков идею о том, что люди, которые пойдут в полдень 17 марта голосовать, – это не люди, которые идут голосовать за Путина. В этой ситуации мы можем говорить, что у нас есть по-прежнему сильное политическое антивоенное движение. И поддержка Екатерины, и поддержка Бориса Надеждина в последние месяцы показывает, что это действительно так. В конечном итоге даже наши самые последовательные критики говорят, что надо 20% россиян уничтожить, как сказал депутат Гурулев, потому что с ними жить никакой возможности нет. А 20% на самом деле – это очень большая цифра в условиях страха, пропаганды, войны, которая очень легко разворачивается в совсем другие цифры, когда дует какой-то другой новый ветер, как в истории бывает. Я согласен с оценками Марата по поводу двух задач на эти выборы. Мне, к сожалению, кажется, что наших усилий по делегитимизации реальной этих выборов не хватит, потому что, скорее всего, никто Россию не будет убирать из крупнейших международных организаций, как Совет Безопасности ООН, никто не скажет, что это нелегитимный представитель, к сожалению, хотя это был бы очень интересный опыт. Выборы на оккупированных территориях уже проводились в 2018 году, Путин избирался в Крыму. Несмотря на то что выборы совершенно нелегитимные, Путин все равно будет считаться многими в мире, к сожалению, лидером Российской Федерации. Эти две задачи сохраняются. Мы будем объяснять, почему выборы нелегитимны, мы работаем над этими темами. Если будет возможность там, где мы живем за границей, участки будут открыты, я, безусловно, буду лично участвовать в "Полдень против Путина", потому что это способ сделать политический жест в отсутствие кандидатов. Кстати, если Надеждина не будет в итоге в списке, то это, мне кажется, будет довольно демотивирующим фактором для многих людей, которые менее подробно анализируют политику, не занимаются этим каждый день, не совсем понимают, в какой ситуации мы находимся. Просто нет кандидата, все кандидаты за Путина, зачем в этом участвовать?
Михаил Соколов: Давайте вернемся к "иностранным агентам": как люди в России, обработанные соответствующим образом, относятся к ним?

Кто такие иноагенты?
Михаил Соколов: Как вы убедите граждан России, что "иноагенты" – это не враги?
Марат Гельман: Мне кажется, надо перечислять. Культура, например, это же не однолетнее растение, условно говоря, десятки лет слушали Земфиру, Оксимирона, Гребенщикова, Слепакова, каждый своего, вдруг им за год объяснили, что это все "враги народа", что они плохие. Показать коллективный портрет тоже одна из задач была встречи: посмотрите, вот эти люди, оказывается, имеют статус "иноагентов". Понятно, что есть какие-то, для кого уже никакие аргументы не работают, но для многих это сработает. Два года тому назад везде на книжных полках на первых местах, а сегодня уже "враг народа" и так далее.
Михаил Соколов: Сработает или нет? Можно ли противостоять пропаганде?
Кирилл Мартынов: Дело в том, что выхода из "иноагентства" почти нет, поэтому в каком-то смысле слова все рано или поздно станут "иноагентами", все артисты, все, на кого можно обращать внимание. Уже сейчас русская культура, если вычеркнуть этих "врагов", то она окажется действительно очень скромной.
Михаил Соколов: И политика тоже.
Кирилл Мартынов: Леонид Гозман, например, честно говорит, что мы враги. Мы не враги своему народу и своей стране, мы враги той власти, которая начала войну, и будем врагами. Может быть, людей надо было еще дополнительно спросить, какую модальность они здесь выбирают. Да, "иноагенты" – враги Владимира Путина. Что же делать, так бывает.
