The authorities of the Pskov region want to develop a regional program to increase the birth rate. Among the ideas - give five thousand rubles to doctors who will dissuade the woman from abortion. This was stated at a meeting of the Health Committee, which was held by Governor Mikhail Vedernikov.
He stated that the Pskov region has a difficult demographic situation. According to him, until 2017 in the Pskov region there were about 7 thousand clans a year, "now" - only 4.
The head physician of the perinatal center, Maria Grishchuk, said that in the 2021 -2022 years the main reasons for the termination of pregnancy were: psychological problems, material difficulties and financial instability of the family. In 2023, the problem of lack of places in kindergartens for children under three years of age came first in the first place, and only then material difficulties and financial instability.
Employees of the Ministry of Health have developed the concept of a regional program, which, according to the authors, should force women to maintain pregnancy.
They will be conducted for them, during which doctors want to “identify hidden reasons” for the refusal of the birth of a child and a session with a psychologist who will tell about the state support of women with children. Also, a woman will show brochures and videos of intrauterine development of the child and talk about the consequences of termination of pregnancy.
"A one -time payment of five thousand rubles to doctors who will help a woman in a reproductive choice situation to make the right decision in favor of preserving pregnancy," said Grishchuk.
Even the authorities of the Pskov region decided that a woman should receive gifts when she comes to pregnancy consultation. At the first visit, she will be presented with a postcard “I will become a mother”, “first toy” and “first clothes” (for example, booties). After childbirth, her child will be given a postcard, medal and certificate (Grishchuk did not specify what kind of certificate it is).
"On social networks, individual commentators made conclusions that they plan to completely ban abortion in the Pskov region. We are not talking about this, no one is enclosing the unconditional right of the woman and family about making such a decision," the governor said.
In early November, Patriarch Kirill proposed to ban abortion in private clinics, the Russian Orthodox Church also insisted on withdrawing abortions from the compulsory medical insurance system.
Immediately after that, a discussion began again in Russia about women's right to terminate pregnancy and a worsening demographic situation. So, the deputy from United Russia Dmitry Vyatkin urged women to give birth at 20, because, in his opinion, otherwise they do not have time to give birth more than three times. Member of the Council of the Russian Federation Margarita Pavlova called for "stopping the orientation of girls to receive higher education": in her opinion, it only prevents them from starting the birth of children "
On December 13, the bill on the ban on abortion in private clinics was submitted to the State Duma, and the next day, Russian President Vladimir Putin spoke on this subject.
“In this area,” you need to act very carefully, ”“ a woman’s rights and freedoms must be observed, ”Putin said during a direct line, comparing an anti -alcohol campaign, which led to an increase in victims from the poisoning of the surrogates.
After that, the State Duma Committee on Health, the State Duma Committee also spoke out against the prohibition of abortion in private clinics. The committee believes that it is necessary to preserve the right of the Russians to choose a doctor and a medical organization for an abortion.
Experts in the field of medicine and demography object that the restriction of the availability of abortion will not lead to an increase in the birth rate, but it can lead to an increase in the number of underground abortions, female mortality and killings of children. In their opinion, to increase the birth rate, it is necessary to increase the state support of families with children and increase the standard of living.
