This, of course, is about the most sensational bill in Russia - confiscation of property and deprivation of honorary titles (in particular, for "fakes" about the Russian army).
After the adoption of the law, the author added:
“Betrayal is the worst sin. These are the words of our president. They could not help but remember today, when we adopted the law on confiscation of property, deprivation of honorary and other titles, awards for crimes against the security of our state and citizens.
Many of these people had almost everything - money, glory, veneration, but what - and talent was there. But they exchanged him, literally squandered to help with frank scum ... The bill, which I would call an act of justice, ”the deputy emphasized for his voters.
Such "acts of justice" in the development of which Vasily Ivanovich took part, today about fifty.
Confident that his oblivion is definitely not waiting for his oblivion, Piskarev calls Ukraine a “drug addict”, and sees the main goal of Russia in “an early completion with complete denazification and demilitarization of Ukraine”.

Vasily Piskarev came to the lawmaking and political Philippics very non -standard and even, one might say, with a winding way.
The future deputy was born in 1963 in the village of Shilovka, Kursk region. After school, he went to the Urals, entering the Sverdlovsk Order of the Red Banner of Labor Law Institute named after R.A. Rudenko. He graduated from the specialty "Jurisprudence". The practice was held in the Vologdachin, where he first worked as an interns of the prosecutor’s office, and then an investigator in one of the villages.
After serving in the army, literally for several months, settled in the military prosecutor's office of the Leningrad garrison, where he was engaged in unexpected office work, then he got a job at the Vsevolozhsk city prosecutor's office of the Leningrad region.
By 2005, Piskarev made a good prosecutor’s career - from the prosecutor of the Vsevolozhsk district of the Leningrad region to the deputy prosecutor of the region. And at 42 years-upon reaching the length of service-he went to the civil service, heading the northwestern branch of the Russian federal property. However, in the RFF, he lasted only a year. In the summer of 2006, Piskarev went to the capital-he was hired by the Prosecutor General’s Office itself, which was just headed by Yuri Chaika. There, Piskarev was headed by the Department for Supervision of the Procedural and operational-search activities of the FSKN, FCS and the Ministry of Justice of Russia.
But again, not for long. In the summer of 2007, from the competence of the Prosecutor General’s Office, a procedural leadership of the investigation was seized. A new investigative body was formed rapidly, which took the leading powers of the prosecutor's office - the Investigative Committee. Piskarev was interested in new prospects, and Bastrykin, who headed the UK, needed people - especially their own, St. Petersburg.
At the request of Novaya Gazeta, one of the former colleagues of Piskarev recalls:
“When only in the summer of 2007 the Investigative Committee was created, Vasily Ivanovich was very closer to Bastrykin, who had especially close friends nearby and was not then in Moscow. So Piskarev became one of the main people of the future Investigative Committee. There were a lot of questions when organizing the UPC: and financial support, that is, the division of property, and the selection of personnel, and the section of personnel - it was necessary to decide who remained in the prosecutor’s office, who moved to the UPP. In general, Piskarev carried out personnel events in all subjects. Bastrykin transferred him to certificates from the Federal Security Service with recommendations, whom to take, who not to take. Vasily Ivanovich studied, looked, interviewed people. Naturally, the final decision was behind Bastrykin. Piskarev acted more like a personnel department. ”
During the period of work in the Prosecutor General’s Office and only then - during the formation of the UPP - Vasily Piskarev, as we have already said, lived in the hostel of the Academy of the Prosecutor General's Office. Former colleagues recall that he was undemanding and very ascetic in everyday life. He ate in canteens, on the weekend he cooked himself on an electric stove. In the hostel, he often even remained for the weekend, only once a month leaving home to St. Petersburg, where he had a family.
The team of Bastrykina Piskarev was given the position of head of the Office for the control of the investigating authorities of the UPP, and a year later - the head of the Main Directorate of Procedural Control of the SCP and one of the Zamov Bastrykin. According to former colleagues, Piskarev was then a professional who really understood the investigation.
“To Piskarev in his management, all employees went to the report. Management prepared documents for the extension of the procedural deadlines of the investigation and guards over a year. Over a year, Bastrykin always extends or his deputy. Vasily Ivanovich heard reports, asked his subordinates why such red tape with business.
He was not bloodthirsty. There were those who shouted about the under investigation: "We must put for many years!" But Vasily Ivanovich did not belong to them. He was just a rather soft and calm person - in everyday life, at work, ”says the“ new ”former employee of the UK. - If necessary, if he understood that there was no other way, of course, he could take strict measures. But this did not bring him pleasure.
He worked professionally: professionally raised questions, professionally gave instructions. But at the same time, despite all his professionalism, he ran to consult Bastrykin for each sneezer. I never made decisions on some loud criminal cases. Either he ran to consult, or waiting for some instructions. In this regard, he was very non -self -state - he always did everything with an eye on the authorities. Probably, this tactic helped him - he lasted a long time in the UK. ”
The first deputy and opal
When in 2011 the UPP was transformed into a separate Investigative Committee without a prefix “at the prosecutor’s office”, Piskarev was raised already to the first Zama Bastrykin. Until 2016, he oversaw the work of the Main Investigation Department of the IC, in the production of which the most resonant affairs are located.
In 2014, the name Piskarev was heard when the media began to write about the GTA gang - a criminal group that committed a series of murders in Moscow and the Moscow Region on the M4 Don highway. Piskarev then, in the framework of this investigation, made several attempts to institute criminal proceedings against the head of the Prosecutor General’s Office, Alexei Staroverov, whose mother leased the economic construction for the wife and children of the alleged organizer of the gang. Failed. The Prosecutor General defended her employee. Old Believers escaped with resignation.
Two years later, in the spring of 2016, Vasily Piskarev himself resigned from the UK-in early May, President Putin fired a 53-year-old general from the post of deputy chairman of the Investigative Committee. Instead of Piskarev, the new deputy chairman of the TFR was appointed 40-year-old Igor Krasnov-today the prosecutor general of Russia.
Personnel permutations in the TFR for everyone were a surprise. Before reaching the deadline, Piskarev had another 17 years.
“According to rumors, who went to the Investigative Committee,” recalls the former colleague of Vasily Piskarev, “after the death of Anatoly Korotkov, the head of the organizational and control department of the Investigative Committee, in the office of the latter, when they opened the safe, they allegedly found a list of conspirators, in which there were, including Piskarev. It was as if these conspirators wanted to shove through their ties to the administration of President Bastrykin as a non -professional, and instead of him to appoint Vasily Ivanovich, and Korotkova - his first deputy.
So it is either not so, but, according to coincidence, it was after the death of Korotkov Piskarev was fired from the UK. On the one hand, it is doubtful that he dares on such a demarche as a conspiracy against Bastrykin. He is a very cautious careerist. Providious. Or he was promised at the highest level that everything was already decided with Bastrykin, and he dared to do this. ”
"We are talking - party"
Apparently, in the presidential administration there were still any connections at Piskarev-after all, after a sudden dismissal, he entered the list of 12 participants in the preliminary internal party voting of United Russia in Mordovia in the same month. During the primaries, he received a majority of votes and was included in the list of United Russia. He entered the regional group (the Republic of Mari El, Mordovia, Chuvashia, Nizhny Novgorod Region), where he was the second after the grandson of Molotov, State Duma deputy Vyacheslav Nikonov.
According to the results of the autumn parliamentary elections, Vasily Piskarev successfully went to the State Duma deputies (seventh convocation).
Despite the lack of political experience, at the first meeting of the new Duma he was elected chairman of the Committee on Security and Combating Corruption, separately and the co -chairman of the commission on the consideration of federal budget expenditures aimed at ensuring national defense, national security and law enforcement. Two months later, Piskarev was introduced into the Supreme Council of the Party of Government.
In 2021, he retained his mandate and was again elected chairman of the Committee on Security and Countering Corruption.
And he found a speech
Piskarev quickly learned to confidently speak in press approaches in the Duma, pose in front of the cameras, walking along the red carpet, and keep speech at meetings of the committee. And most importantly - the name of Vasily Piskarev increasingly began to emerge in the media in connection with his legislative initiatives.
Even before he, for example, he proposed limiting the work of NPOs in Russia. He made amendments to the law on the ban on Russian citizens and legal entities in any country in the world to take part in the work of foreign non -governmental organizations recognized in Russia as “undesirable”.
True, as the journalists of the Duma pool noted, deputy Piskarev, contrary to regulations, did not always vote personally. So, on March 23, 2021, he was absent in the meeting room, but on his behalf, someone twice pressed the “For” button during the vote on two bills ....
When they were allowed, Vasily Piskarev was one of the first to lead his own page on the Instagram*social network, where he began to write political speakers and posts to the anger of the day.
The main malice occurred on February 24, 2022. The Intraram social network was declared extremist authorities. Then Piskarev obediently started his own channel in Telegram, and permitted by the authorities.
“I grew up in one of the villages of the Castorensky district of the Kursk region,” he wrote about the special operation. - And from childhood between us, boys, there was no difference who is Russian, who is Ukrainian. Everyone was friends. One people. But when the Nazis threaten our country again, it must be protected. So Zelensky, miserable imitator of my idols from the Third Reich, I would meddle on Kursk land, and I did not advise our other lands. A short memory of May 9, 1945 is very dangerous for life and health. ”
It is unlikely, of course, it was the memory of the Victory Day that made Piskarev become a co -author of the most odious repressive laws directed against their own citizens, whose grandfathers also produced this victory 85 years ago. A lawyer by education, he somehow refuses these citizens in such a law assigned to the Constitution as freedom of thought and word.
However, this is obviously not difficult for him, since he himself was not seen in the use of this natural law.
Gear in the car of repression
As a rule, Piskarev, related to their bills of authorship, steadily receive a unanimous approval of parliament, the Federation Council and the President. What is the secret? It is unlikely that, of course, the fact that the president obeys Piskarev, and that, as you can assume, Piskarev knows how to obey.

The bill on the prison dates for the authors of the "fakes" on the actions of the Russian army during hostilities (criminal liability from 5 to 10 years of detention). At the same time, “fakes” is considered everything that does not fit with the position of the authorities. In this article, more than three dozen citizens have already set off in the colony for terms of 5 to 8.5 years, including women;
a bill on criminal liability for calls for the introduction or extension of political and economic sanctions against Russia, citizens of the country or Russian legal entities (up to 3 years of imprisonment);
The bill vesting the General Prosecutor of the Russian Federation and his deputies by the right to recognize the registration of the media invalid and terminate the license for television and radio broadcasting in case of their “fakes” about the Russian military and their “discrediting”, calls for sanctions, as well as information that contains “a clear disrespect for the society, the state and the Constitution of the Russian Federation”.
In the first months of their registration, leading independent Russian media were deprived of;
- The bill on the introduction of administrative responsibility for the distribution of geographical maps or images that dispute the territorial integrity of Russia. For their manufacture and demonstration, citizens face a fine or arrest of up to 15 days, legal entities - a fine of up to 1 million rubles.
Еще в планах главы комитета Госдумы по безопасности и противодействию коррупции — законопроект, запрещающий усыновлять детей гражданам стран, в которых разрешена смена пола. «А это, — подчеркивает в телеграм Пискарев, — подавляющее большинство стран НАТО». Законодательная инициатива, по его словам, направлена на то, чтобы «дети росли в нормальной социальной среде и с традиционными семейными ценностями». Вот ведь обида какая: когда принимался «закон подлецов», Пискареву законодательные инициативы выдвигать было «не по Сеньке». Теперь наверстывать приходится.
На заседании думской комиссии «по расследованию преступлений киевского режима в отношении несовершеннолетних» Пискарев в конце 2023 года также анонсировал законопроект об обязательном проведении молекулярно-генетической экспертизы иностранцев в отношении их детей, которые находятся без попечения родителей на территории «ДНР», «ЛНР», Херсонской и Луганской областей. Необходимость экспертизы Пискарев объяснил тем, что «Украина сегодня занимает лидирующее положение в мире по торговле детьми». На какие-либо документальные данные при этом не сослался. На нынешней весенней сессии Госдумы,
как заверяет Василий Пискарев, в пакете его Комитета «еще огромное количество законопроектов», которые планируется рассмотреть. «Речь о вопросах безопасности, защиты прав наших граждан, поддержки наших Вооруженных сил».
Но главным своим достижением Пискарев считает закон о конфискации «за политику».
«Почему я считаю это справедливым? — задается вопросом в своем телеграм-канале депутат. — У каждого из них был выбор — поступить по совести, остаться со своей Родиной в трудную минуту, быть с народом, с нашей армией — или трусливо сбежать. И не просто сбежать, а открыто выступить на стороне противника. (…) Они сами лишили себя возможности вернуться в Россию, так почему они должны сохранять свои замки, оставаться «заслуженными» или «народными»? (…) Ведь, как говорили древние: salus populi suprema lex».
Говорил это Цицерон. Правда, имел ввиду совсем иное — этой фразой он предписывал правителям подчиняться интересам народа, благо которого должно быть для них высшей властью.
Но в чем-то он (не Цицерон с его экстремистскими эскападами, а Пискарев) все-таки прав. Действительно, у каждого был выбор: поступить по совести и чести — или же по каким-то иным соображениям. И генерал-полковник свой выбор сделал.
