Such people are called resolves-and although it is generally accepted that the heyday of this profession in Russia happened in the 1990s, in fact, in various regions of the country, people earn money, becoming power mediators in relations between partners, spouses or a person and a state. It is unlikely that one of those who was familiar with 33-year-old Marcel Gasanov was surprised when, in October 2023, it was at the Caspian that the police pulled him out of the Mercedes and laid it to the ground, and then put a black bag on their heads and took it off for interrogation.

Hasanov was not the first to appear in local criminal chronicles. A native of Dagestan, who moved to the Urals, in the past, he was engaged in martial arts, and then he was convicted twice: he served in a colony for robbery and received a conditional term for illegal storage of weapons. In recent years, the local media Gasanov is called “solid” (it is also recorded in many in the phone book): this means that he helps his customers cope with problems with which they cannot or do not want to contact the police or other state bodies. For example, knock out the debt, cash out money or help legalize illegal parking.

In February 2022, when several dozen strong men captured and defeated the Yekaterinburg business center Manhattan, it was Gasanova who was identified as the leader of the attackers. The incident was associated with the conflict of two management companies. The interlocutor of the publication E1.ru told reporters that Gasanov “doesn’t even put on a mask, is not afraid of anything. He understands that he will always be covered. The police only work on his opponents. ”

Then they really did not detain the decisive - and the story of the Caspian cafe did not end in anything: a few hours later the police released Hasanov, explaining that they carried out "preventive measures."

Similar news about the “resolves” regularly come from different regions of Russia. They are put on the wanted list, judged for fraud, sometimes they even order their murders. It is impossible to evaluate the size of this market segment-however, judging by the news, people who make money on solving problems did not remain at all in the 1990s, but continue to work and master new ways to attract customers. Good -natured person

Recently, Dmitry Krylov (the name was changed at his request) came to the car service in the case, where he had been contacting for the first time. According to him, one of the employees suddenly said that he had recently thought about him.

- What is it? - asked Krylov.

“Yes, I had to money a person, I had to put it a little to him, back and forth ...” the master answered.

“I did not tell him where I work,” Krylov said. “But somehow it turns out.” I am strong, sports, I am engaged in boxing. And my car is impressive, black, gangster. Although in fact I am a good -natured person. My appearance does not coincide with the inner shell. ”

Krylov calls himself solid. In the announcement that he posted on the Avito website to find customers, there is no word - but those who need such services, everyone understands so. The announcement suggests “solving any non -standard problem”, “restore justice, return the child, finances or property”: “We are working, but a good money absolutely everything !!!” (The spelling of the original is preserved).

“Suppose one can sell something, and the other I know-I can buy,” Krylov explains his services in a conversation with the “cold”. He says that “he always earned money through ties”: “Experience from the 1990s helps. But this does not mean that I decide as a bandit, according to concepts. Now there is no such thing that we come with pistols: “Well, get out of the car.” No, we try to do everything within the law. Although, of course, there are some emergency situations. It happened that they flew out with a knife. ”

Krylov found the first customers with the help of a word of mouth: according to him, thanks to this “experience from the 1990s”, people themselves remembered him when it was necessary to agree with someone or solve the problem. And three years ago he stumbled upon the announcement of another resolving on Avito - and decided to place his own. The number of orders, according to him, increased after that, which can not be said about quality: for example, once a teenage schoolboy wrote to him that his teacher had said superfluous to his parents and he would like to “deal with her”. "I ask:" Are you talking about murder? " - says Krylov. - And he replied that we are not engaged in such an activity. Well, this is a terrible thing. I even wanted to ask for the number of his parents. Then he thought: okay, God is with him. "

Other requests, on the contrary, are too small. For example, a man suggested Krylov to bring the coach of a sports section to the clean water, which, in his opinion, stole a cross from his son. "I asked:" Are you sure that this coach did? " He says: “No, but I would like to solve this issue,” says Krylov with indignation. “Well, if you are not able to solve such a situation for your son ... Well, this is not my profile at all.”

However, Krylov’s clients can be understood: judging by the announcements, resolves are ready to deal with the most unobvious issues: from “a“ ledge with violent coseds, with non -access workers and inadequate relatives ”to helpingwomen , whom the“ beloved ”divorced a large amount of money,“ dicks to the offender ”and even withdrawal from the sect. “I am doing a job for which others are not taken, I’ll just do what you need,” writes from Vladivostok. “I will eliminate the competitor - I will fulfill. <...> The size of the case is from 500 thousand rubles (do not contact below), ”says the announcement of a person working in Central Russia.

The Avito administration is trying to fight with such ads. “We block, block and will block. This is prohibited, and we cannot have it, ”the press service of the aggregator told the cold. Of course, the decisions are trying to circumvent the rules of the platform - and are masked for more traditional businesses. “The sales manager once came to such people, asked their account“ comb ”them, make up beautifully so that more customers came,” says a specialist working with the design of sellers on Avito. According to him (he asked not to indicate his name), the decisions were disguised too well-and now, at their announcement, illustrated by photographs of “guards a la Chop and lawyers at tables with pieces of paper,” people who really needed legal services-for example, drawing up a bankruptcy procedure.

“They wanted to visually hint to the clients what they were doing,” says the source of “cold”. - For them, the ideal target audience is those who ask to knock out the amount from the debtors from five million or more. They also wanted applications from people who wanted to find someone or, conversely, to make sure that they did not get it. For example, when, after a divorce, the child remains with his father, and mothers are looking for meetings, these guys “scare” women so that they disappear from the life of the child. ”

The converted announcement really appeared on Avito, but soon it was blocked. Nevertheless, according to the observations of the “cold”, on the site at any time you can find dozens of ads, the authors of which offer customers “solve issues”. And when they are blocked, the residents simply create a similar profile and again offer their services. One announcement that the “cold” got acquainted literally began with the phrase: “Up the“ Avito ”one is released - apparently, the author copied the text of his old ad and simply did not remove the platform about its removal.

Each topic needs a person

In the fall of 2022, the word "decided" appeared in the spelling dictionary of the Institute of the Russian Language of the Russian Academy of Sciences. In Russia, this is the name of a variety of people: from scammers with great ties who trade the mandates of State Duma deputies, and lawyers who can, using a bribe, provide the desired result of a criminal case, to men who are ready to talk rudely with noisy neighbors. “Some people help to draw up tents, others come to vice mayors,” Medusa explained in 2017 one of the Moscow entrepreneurs.

People who performed intermediaries in solving other people's problems have always been in Russia, but the stereotypical image of the decisor as a “brother” was formed in the 1990s. The historian Larisa Krushanova, who wrote several scientific works on crime in the Russian province, says that the heyday of activity on the verge of crime in those years was due to the fact that the new legislation that regulated free market relations was created. “It was impossible to solve many issues, first of all financial,” the researcher says. - People borrowed quite large amounts, but there was no possibility of returning them. And in these conditions, the decisors were formed. ”

In her opinion, I “decided” can be divided into two categories: the first is people from the criminal world who knock out debts or help to “squeeze” the business. The second is intermediaries having a certain weight, for example, in the authorities: they are paid to achieve certain results faster or without bureaucrats. The former solve other people's problems bypassing the law, the latter - using the law.

It was the second category that solved most often that arises in federal news. So, in recent years, the case of Dionysius Zolotov has been discussed a lot: in the 1990s, he was engaged in robbing trucks and fake documents, and then, introducing himself as a relative of one of the leaders of the Ministry of Internal Affairs, he helped businessmen solve problems with law enforcement agencies. Even being behind bars, Zolotov retained the profession: he was considered the creator of VIP cameras in the “sailor silence”, and he received one of the prison terms for promising his cellmate, the top manager of Roscosmos, which would save him from punishment for 80 million rubles.

Larisa Krushanova believes that since the 1990s, “the Institute has decided significant changes”: the laws adopted since then have significantly reduced the possibilities for such earnings (for example, knocking out debts more difficult when there is a collectors institution and bankruptcy law), and new services like “public services” facilitated the solution of bureaucratic issues.

The source of the "cold", a former security officer who was familiar with the installation of the market in the Urals, divides them into groups in a similar way. “In my understanding, the most important decisions are intermediaries in bribes,” he says. - They usually become former police officers, law enforcement agencies, prosecutors, and the OBEP - each in their field, as well as relatives of these people. Lawyers can play a small role in decisions, be another intermediaries in this chain. For example, they are drawn up on them allegedly on the provision of legal services. ”

Other decisions, according to him, are lobbying for customers in a semi -legal and illegal business. “These are rituals, drunks, counterfeit, cigarettes, sex services and all these Thai massage salons, which are actually masturbation salons, game sphere: devices, underground casinos,” says the interlocutor of “cold”. - In each of this topic, you need a person who can influence so that it is your points that do not touch, or, when touched, so that it is agreed. For example, to warn that today they will come and formally seize so much. And the resolves monthly receive a lot of money for this. ”

Finally, the third category decided - people of the “criminal warehouse of the mind” with appropriate experience, who are ready to take on very small orders: “punish” the wrong husband, knock out the duty. “It all depends on the monetary question how much people are ready to pay,” says the interlocutor of “cold”. “All sorts of small dirty tricks: set fire to the car, beat in masks - this is very common.”

The state draws attention mainly to solving at the level of high -ranking officials and civil servants. In 2010, the then President of Russia Dmitry Medvedev, in one of the speeches, pointed out “such a type of criminal fishing as mediation in bribery”: “Around the vessels and other state bodies, all this is well aware, there are many crooks that know that they know how to solve any business, to whom and how much to“ bring it up ”for this.” And already in 2021, the Prosecutor General Igor Krasnov said : "My personal position when identifying the so -called decided in the prosecutors to the limit to the limit: it will not seem a little to anyone."

At the lower level, the decisions merge with the rest of the crime and, apparently, do not bother the power until they cross the road to some large player. So, according to the assumptions of the interlocutors of the Ural journalists, Yekaterinburg, the “decis” of Marseille Hasanov, the security forces detained the security forces in order to “pacify his ambitions” in the war with another criminal authority. The interlocutor of the “cold”, familiar with this market, says that resolves often manage to remain almost untouchable: “They are planted only when they didn’t get along the nostrils and they were simply shattered by larger fish. Or overwhelmed. For example, they beat someone, and he died. Or set fire to the car, and the mayor lives in this house. ”

The source of “cold” says that people from law enforcement agencies are usually involved in solving the problems for money: “Previously, such brothers from the 1990s were solved, now more often people in uniform.” The same thing says to the "cold" and one of the last who worked in the organs. “Now“ Results ”are siloviki in half with the freed prisoners,” says another interlocutor, the former prisoner himself. - Everyone who with the brains, when they sit, begin to communicate with the cops. And they are freed - they also communicate with the cops so as not to shake. I know a person who has served two times for murders, and now he is looking for missing children as a detective. ”

500 thousand, and went

By advertising themselves, modern resolves mimicize under detective agencies, legal services and security enterprises, and sometimes for the so-called special forces shows that arrange a rally with the participation of people in police uniform. At the same time, all the interlocutors of the “cold” assure that they act strictly within the framework of the law.

What exactly does this mean is not clear. In Russia, there is a law on private detective activity: according to it, people who want to officially work in this industry must undergo training and get a license to carry out detective activities, as well as register as individual entrepreneurs. Having passed all these procedures, they have the right to collect personal data (with the consent of those to whom they belong), look for debtors, missing people or property, identify potentially unreliable partners, provide protection, and so on.

However, not everyone decided the license and the legal entity. “This is how I will write my activity [formally]? - thinks one of the interlocutors of the “cold”. -It makes no sense to pay some taxes. If someone asks from the tax, I can always say that I help for free. The bandits at one time, too, probably, did not pay taxes. ”

In addition, the services that provide decisions are far from exhausted by the list specified in the law. “The spouses are divorced, someone changed someone. My wife says: I pay 100 thousand rubles, I need to return my dog, ”the typical case Andrei Petrov describes (the name was changed at his request). - And the dog at the formidable husband, who promised to kill everyone who arrives. Well, nothing, arrived, helped out the dog. Of course, I asked in advance: “Is there documents for the dog? Will it not work that we will steal it?” And the truth - there were documents. He gave himself. "

Surprising, according to Petrov, also does not necessarily be criminal. In order to confirm his words, he gives an example of a recent order: a man from Moscow wanted to know what his daughter is doing from the past marriage in the Far East. “Nothing of the same was revealed there, an ordinary 12-year-old teenager,” says she decided. “School, house, mugs.”

Petrov says that he is most addressed to him on problems related to debts and fraud, but in general he and his partners “fulfill delicate orders” almost around the world: they help to find people, to accompany and transport goods, decide “any other issues”. “We have employees in China, in Vietnam,” he says. - There are those who work in Europe, although it is difficult now, but we know such. Now a bunch of people left the country, and someone is looking for someone. Even the state itself sometimes does not turn to the police, but to us. ”

“We have guys who can intelligibly explain [a client’s request],” Dmitry Krylov decided his own work system. - Not such guys that they only left the gym and cannot tie two words, but cultural, healthy guys. There is no full crime. ”

In any orders, money plays a fundamental role. One of the resolved an announcement on Avito, answered the request for an interview like this: “You understand that in our life the most expensive is the time, and it is very expensive for us.” The other, calling out the correspondent of the “cold”, first asked how much they pay for every answer to the question - and learning that he was not at all, hung up.

Andrei Petrov has surveillance costs 2500 rubles per hour. In order to “calm the violent narcomaniac neighbors”, he asked for other customers 200 thousand rubles. “The woman wrote to me: someone unscrupulous bought metal from them, sent a payment, took this metal, and the money did not come,” he says. “And here they all run after him.” And the price of metal is about 40 thousand rubles. Well, for the sake of 30-40 thousand, I will not move from the place. "

Dmitry Krylov also says that there are less than 50 thousand rubles for a fee, he is "not interested in moving." “Everyone thinks that they arrived, scared [the debtor - and that’s it]. But there is a consumable part: to pay for someone a taxi, someone car sharing, ”he explains. - If they say that you need to follow a person for three days, see where he eats, what he drinks, and offer 30 thousand - well, no. Such a service will cost at least 150 thousand rubles. ”

According to him, the clients come across very different: “Someone immediately [says:]“ Here is 500 thousand rubles, and let's go, ”and someone persuades two apartments for 10 thousand rubles.” “It happens that women are written by the softer,” continues Krylov. - Like, the director did not pay her 30 thousand rubles, and she wants to punish him, she just wants to humiliate him in order to be called bad words. But I don’t take this. ”

Healthy guys will decide better

Dmitry Krylov admits: not all resolves are so fundamental regarding orders related to violence - there are "darker guys who will come and do." “I know that apartments and cars are set on fire for 5-10 thousand rubles,” he says. -Someone was cut on the road, he remembered the number, and he has money. And so he says: “There is a car. Where it parks, we will find out, it is necessary to burn out. There is money.” People are not in their mind now. ”

“On arson, if there is no video, it is often simply refusal [resolution], because it is not possible to establish the cause of arson,” the former policeman explains the cold. - If there are no witnesses of the crime, and you committed it in a mask, such things did not arouse in my memory at all. And this willingly use the decisors. ”

They find such decide, of course, most often not through Avito - the mouth helps. In several regions of Russia, the Kholoda specialist managed to find out the names of people who can be addressed with similar requests. The intermediary, who tried to ask such, decided whether they were ready to talk with the journalist, according to him, "promised to clean the fuck."

According to the interlocutor of the “cold” who was familiar with the work of the market, often decided by the performers themselves, their customers, and those to whom they avenging are “like each other”. “In Yekaterinburg, there are such crucial social activists who come to the saunas [or] with the police officers: they find counterfeit: it looks like the work of the organs, but I understand that their competitors ordered and these are simply paid resolves,” he cites an example. - 90 percent [ordered] are not at all helpless sacrifices, but also people with a criminal warehouse of the mind who knew what they were going to, the money gave at interest, they were initially confident in their levers. Very few ordinary hard workers from the plant, doctors or teachers can give money to someone with their tiny salary, also at interest, so that later they will knock out these amounts from them-or borrow such money so that they will be knocked out of them later. ”

Andrei Petrov says that after February 24, he decided a new type of order. “Those who left during mobilization want to find out if they are looking for them here [law enforcement agencies] how to return, so as not to fall under the distribution,” he explains. “They must essentially plant them, [for this] they give 10 years.” (In fact, criminal liability for failure to appear on the agenda is not provided .)

“There are appeals from the military,” Petrov continues. - Mostly check the wife while they are not at home. Imagine a person is fighting for a year, but what is happening at home, does not know. ” Another interlocutor of Kholoda says that people at the front often need help decided when they make transactions on the money earned in the army (for example, buy a car), and sellers take money and disappear.

Dmitry Krylov says that over the past two years, they increasingly began to apply with direct offers to apply violence to someone. “If earlier there were requests-just debts, now they are asking someone to beat, to break their legs,” he says. -And for some reason, they began to trust the structures much less, in my experience. Now they often believe that some kind of healthy guys are better to decide than in the police. God forbid that everything will grow into this channel, when there is more trust to the bandits than the authorities. Although it seems to me that now everything is going in this direction. ”
