
Former prisoners recruited to the war in Ukraine as part of the Storm Z units, began to massively refuse to issue certificates of war veterans (UVBD). Attention was paid to “important stories”.
Corresponding messages began to appear in the chats of the attack aircraft. Men began to come to the provision of UVBD, which states that the issuance of these documents was temporarily suspended.
So far, the provision of certificates has been limited only in regions related to the southern military district-“important stories” it is known that such refusals received attack aircraft from the Astrakhan, Krasnodar and Volgograd regions, as well as from Kabardino-Balkaria.
There are two such documents at the disposal of the editorial office - from the Astrakhan region and the Krasnodar Territory. In different formulations, it is said that the issuance of certificates of veterans for military personnel who performed combat missions in the war in Ukraine as part of the "Storm Z" departments was temporarily suspended. The Krasnodar Territory refers to instructions received from the organizational and mobilization administration of the headquarters of the South Association, in the Astrakhan region-to the letter of the deputy chief military prosecutor Sergei Zaryaev.
The correspondent of “important stories” called the military registration and enlistment offices of the Astrakhan region and the Krasnodar Territory under the guise of a relative of the attack aircraft and asked if the issuance of veterans certificates for this category of fighters was going on, but the commissioner’s employees could not answer this question.
At the same time, the issuance of certificates in the regions of Russia related to other military districts continues - this information was confirmed to us in the military enlistment offices of the Leningrad and Orenburg regions, as well as the Krasnoyarsk Territory.
What is the suspension of the issuance of the UVBD in the South African Service is unknown. One of the attack aircraft, which received a refusal, connected these restrictions with the fact that the Sogaz insurance company, which pays compensation to the Ministry of Defense for military personnel, refuses to cover payments for former prisoners.
“I went yesterday [to the military registration and enlistment office], the major came out, explains to me:“ Here are your documents. ” He shows me all my documents, all the certificates that came from Rostov. He says: “We managed to submit four, then a protest from Moscow came to us, from the Ministry of Defense, that so far we need to suspend the issuance of certificates to a certain decision.” <...> says, now the lawyers of the Ministry of Defense have been specifically activated, because all payments from Sogaz are removed, and they should now be paid by the Ministry of Defense. And it is unprofitable for them. Because of this, their lawyers are now hammering these protests and complaints, ”he said.
Sogaz provides insurance payments to the participants in the combat - that is, for death at the front, injuries and disability. At the same time, former prisoners recruited to the war as part of the Storm Z units, regularly complain about the absence of such payments. Relatives of the attack aircraft notes that they often have to achieve money from the state through the court. In Sogaz itself, what is happening is explained by the fact that the Ministry of Defense did not conclude an agreement with the company on insurance of citizens who are in volunteer formations - this is the status of former prisoners from Storm Z.
The media regularly appear news about the murders, rape and other crimes that former prisoners who returned from the war commit. According to the estimates of the “Vies, only in 2023 against the fighters of the Wagner PMC, recruited from the colonies and subsequently returning home, at least 200 criminal cases were instituted.
At the same time, the authorities assure that the former prisoners who have passed the war in Ukraine should not - for example, said the chairman of the State Duma Committee, Andrei Kartapolov, during a meeting of the lower house of the parliament, at which the bill was considered in the first reading, ensuring the mechanism of exemption from criminal liability of people who left to fight in Ukraine. Prior to this, the issue was regulated by the law “On the features of criminal liability of persons brought to participation in his”, which was adopted in the summer of 2023. He was temporary.
Kartapolov emphasized that prisoners who left for war in Ukraine from the colonies serve in assault units, and the percentage of those who return home, "very, very small."
“In the end, having served the punishment, the offender is still returning to society. And if he fulfills the task in the ranks of the armed forces, then he will return to another person. Because it is one thing - he will just sit for ten years, Balanda will slurp, and another - when he will go to the attack every day. And it is not known how many days he will have, ”he said.
At the end, the State Duma approved the bill in the first reading.
