He did not specify whether this concerns only Muscovites or whether electronic summonses will also be sent to residents of other regions.

Kartapolov claims that conscripts will not be sent to the war zone in Ukraine. At the same time, he forwarded the question of whether conscripts are participating in operations to counter Ukrainian saboteurs in Russian border regions to the Ministry of Defense.

Last week, the coalition of human rights activists “Call to Conscience,” citing military commissars and conscripts, announced that from April 1, Moscow conscripts will be sent electronic summonses through Gosuslugi or the mos.ru portal.

The message from human rights activists also said that in the capital, on Yablochkova Street, a Unified Recruitment Point was built, where people are “already summoned with subpoenas.” Lawyers believe that this may violate the procedure for determining fitness for service and replacing military service with alternative civilian service.
