Peskov: The Kremlin is not participating in the discussion about the return of the death penalty

The Kremlin is not taking part in the discussion about lifting the moratorium on the death penalty. This was stated by Vladimir Putin's press secretary Dmitry Peskov.

Many Russian political and public figures spoke about the need to return to capital punishment in the form of death sentences after the terrorist attack in Moscow's Crocus City Hall, which, according to official data, claimed the lives of at least 137 people.

“Terrorists only understand retaliatory terror. No courts or investigations will help if force is not countered by force, and deaths by total executions of terrorists and repressions against their families,” wrote Deputy Chairman of the Russian Security Council Dmitry Medvedev on March 22.

“Should they be killed? Necessary. And it will be. But it is much more important to kill everyone involved. Everyone. Who paid, who sympathized, who helped. Kill them all,” he added in a March 25 post.

“I am convinced that the death penalty should be introduced for such non-humans who commit terrorist acts. They do not deserve a place on our planet and must be held accountable for their crimes,” said the leader of the A Just Russia parliamentary party, Sergei Mironov, on March 23.

“We need to consider both law enforcement practice and changes in legislation. Within the framework of criminal legislation, it is necessary, when it comes to terrorism and murder of people, to return the death penalty,” the publication “Rise” quotes the words of the first deputy head of the State Duma Committee on Security, Yuri Afonin.

“For these nonentities and degenerates who carried out shootings that resulted in the death of innocent people, and their customers, the death penalty must be returned,” State Duma deputy from United Russia Viktor Vodolatsky told Rostov journalists

“Without a statute of limitations and the right to forgiveness. For this, there really is only the death penalty,” Natalya Poklonskaya, adviser to the Prosecutor General of Russia, wrote in her telegram channel.

“In Soviet times there was excellent practice, and it is a shame that there is no death penalty now. For such enemies, only capital punishment is execution,” says a message on the telegram channel of TNT director Tina Kandelaki

“There are a lot of questions being asked about the death penalty now. This topic will certainly be deeply, professionally, and meaningfully studied. And a decision will be made that will meet the moods and expectations of our society,” promised the head of the United Russia faction in the State Duma, Vladimir Vasiliev.

A moratorium on the death penalty was introduced in Russia in 1997. In 2022, the Chairman of the Constitutional Court of Russia, Valery Zorkin, stated that the lifting of this moratorium is possible only after changing the Constitution.

In turn, member of the Federation Council Andrei Klishas wrote in his telegram channel that “neither the Duma nor the Federation Council can overcome the decisions of the Constitutional Court on the issue of the death penalty.”
