Not everyone in Vladimir Putin’s inner circle agrees with his version of Ukraine’s involvement in the terrorist attack at Crocus City Hall. Bloomberg reports this, citing four sources.

The agency's interlocutors point out that there is no evidence of Kyiv's involvement in the incident. According to them, Putin attended discussions during which officials came to the conclusion that there was no connection between the terrorist attack and Ukraine. But Putin is still using the message in an attempt to rally Russians behind the war, one Bloomberg source said, even though almost no one among Russia's political and business elite believes Kyiv is involved.

The agency's interlocutors also said that Kremlin officials were shocked by the inability of the security services to prevent the terrorist attack.
