Volodin announced the possibility of returning the death penalty without a referendum

State Duma Speaker Vyacheslav Volodin said that a referendum is not needed to abolish the current moratorium on the death penalty in Russia.

“As far as I know, in our Constitution and in the Criminal Code no one has abolished the death penalty. There is a decision of the Constitutional Court, which postponed the issuance of such a verdict, so there is no need for any referendums; in this matter, the decision of the Constitutional Court is sufficient,” RBC quotes him as saying.

Earlier, the leader of the “A Just Russia - For Truth” faction in the State Duma, Sergei Mironov , promised to achieve a referendum on the return of the death penalty for terrorists and pedophiles on the Single Voting Day on September 8, 2024.

“We have a moratorium, but we are ready to discuss bills,” State Duma deputy Pavel Krasheninnikov said on this occasion. At the same time, he noted that the decision to lift the moratorium on the death penalty “must be taken with a cool head.”

In turn, State Duma deputy from annexed Crimea, member of the Security and Anti-Corruption Committee, Mikhail Sheremet, said that he would send a request to the Constitutional Court regarding the legal grounds for lifting the moratorium on the death penalty.

Many Russian political and public figures spoke about the need to return capital punishment in the form of the death penalty after the terrorist attack in Moscow’s Crocus City Hall on March 22.

In particular, the deputy head of the Russian Security Council, Dmitry Medvedev, called for this, and the head of the United Russia faction in the State Duma, Vladimir Vasiliev, promised to “deeply study” this issue.

In turn, Vladimir Putin's press secretary Dmitry Peskovsaid that the Kremlin is not participating in the discussion about the return of the death penalty.
