In Georgia, in the near future, the parliamentary majority will begin the procedures for introducing amendments to the main law that limit the rights of LGBT Person. This was announced by the executive secretary of the ruling in Georgia since 2012 of the Georgian Dream party, deputy Mamuk Midinaradze. According to him, this is done "to guarantee the protection of family values and minors."
Subsequently, these amendments will be specified and specified as part of a whole package of laws and amendments to the current legislation in accordance with constitutional norms, Middinaradze noted.
The main among the initiated constitutional amendments is the norm that prohibits the holding of rallies, meetings, demonstrations and manifestations of the LGBT community in the country, including parades.
Representatives of the LGBT community in Georgia have repeatedly tried to hold a “march of dignity” in the country, but the parade was broken every time as a result of opposition and threat of violence by religious fanatics and their organizations.
The package of constitutional changes proposed by the authorities also provides that the marriage of the official will be considered exclusively "the union of one genetic man and one genetic woman who has reached the age of 18." At the same time, adoption or trusteeship over a minor is allowed only to heterosexual persons in marriage.
These provisions tighten the constitutional norm adopted by the ruling party in 2017, according to which the country is allowed to register marriage only between a man and a woman. Then such a constitutional change was motivated by the inadmissibility of same -sex marriages.
If constitutional amendments are adopted, any medical interventions will be prohibited in Georgia for the purpose of transgender transition, and gender terms and gender will appear in official documents in accordance with the genetic profile, and not by self -determination of a person.
Non-governmental organizations surveyed by the Radio Corresponding Radio, which are defending the rights of the LGBT Person, said that they intend to appeal the amendments to the Constitutional Court of Georgia, referring to their inconsistency with the norms of the Basic Law on the equality of all citizens, regardless of their identity, as well as the law against discrimination adopted by the authorities in 2014 in the process of registration of the agreement on EuroAssociation.
At the same time, many experts in Georgia are convinced that the initiative of the ruling party is no more than the pre -election course of the ruling party in anticipation of the October parliamentary elections. The ruling party is unlikely to really risk the complication of relations with the EU and the abolition of the visa -free regime, since its main condition was the strict execution of its own Georgian law "On the prevention of discrimination."
