"Agency": a native of Chechnya, who was detained the night after the terrorist attack in Crocus, died in the Moscow police department

A native of Chechnya, Askhab Uspanov, who was detained on the night of March 22, after the terrorist attack at Crocus City Hall, died a few hours later for unknown reasons, the Agency writes with reference to his mother Taisa Uspanova.

According to her, Uspanov was detained at a bus stop while he was on his way to work with his wife. She did not specify where exactly this happened. After the arrest, as Taisa Uspanova says, her son called his wife. She wanted to come for him, but he asked her not to do so, saying that “they have nothing on me.” Later, according to his mother, Uspanov called his wife again and asked him to come to the police station for him, saying that he had “been rude to the security forces.”

Uspanov’s wife, as his mother says, arrived at the department two hours later. There she was told that “her husband was no more.” Taisa Uspanova claims that her son was buried in Chechnya, but does not specify how and when the body was given to her, whether there were signs of torture on it and what the cause of death was.

The death of Uspanov was also reported by the opposition Chechen telegram channel 1ADAT on March 29. The report says that Uspanov was returning home after work, at a bus stop he was attacked by masked people, and he, not realizing that they were security forces, “resisted.” The Telegram channel claims that Uspanova was tortured after his arrest and describes broken ribs and spine, signs of suffocation and “widespread bruises.”

1ADAT also published a video of Uspanov’s body after the autopsy. The voice-over says that the security forces staged a suicide by hanging. Uspanov’s mother told the Agency that her son could not do anything with himself “because he was a Muslim.”

The Agency found out that Uspanov was registered as an individual entrepreneur in the construction industry. In the SPARK system database, his individual entrepreneur is listed as liquidated due to his death on March 22, the publication writes.

• After the terrorist attack in Crocus City Hall, the FSB announced the detention of 11 people suspected in the case. The courts have already arrested ten people, including four perpetrators. At the meeting they showed signs of torture - one of them was brought on a medical gurney.
• Raids began in Moscow and other cities against natives of Tajikistan and other republics. In St. Petersburg, as the human rights project “First Department” reported , security forces carried out Operation Anti-Migrant, during which they massively identified foreign citizens who did not have the right to stay in Russia. In Moscow, as the BBC Russian Service calculated , the courts at the beginning of the week after the terrorist attack in two days registered 784 decisions on violation of the rules of entry into Russia by foreigners - more than in the entire previous week.
• The heads of the Tajik diaspora, according to the Baza telegram channel, recommended their fellow citizens not to leave their homes in the evenings after work and not to attend public events. The Ministry of Foreign Affairs of Kyrgyzstan also issued a warning, recommending its citizens to temporarily refrain from traveling to Russia due to the introduction of enhanced security measures.
