Reducing stay in Russia and digital control. The Ministry of Internal Affairs proposed a new bill on migrants

The Ministry of Internal Affairs has developed a bill that tightens migration control in Russia. This was announced by the representative of the department Irina Volk.

What is proposed in the bill:

• The maximum visual stay of foreign citizens in Russia will be reduced to 90 days a year. Now the same period is valid within six months.
• Border guards will take pictures of foreigners when entering the country. Representations of the Ministry of Internal Affairs abroad will probably begin to register the biometric data of the citizens who are in Russia.
• The police will introduce the “controlled stay” mode - it will be introduced against foreign citizens who are illegally in Russia or provided fake documents for migration accounting. What will be the regime itself, is not specified.
• The security forces will store the digital profile of a foreigner, which will include all the information from the systems of state bodies and organizations.
• Citizens of other countries will receive an identity card who will replace the right to live, work and other migration documents in Russia.
• Employers will not be able to hire foreign citizens if they do not appear in the registry of people with the right to work.
• Foreigners will sign an agreement on loyalty, implying a possible restriction of the right to enter Russia, as well as stay and accommodation in violation of the law.
• Courts will be able to assign the expulsion, as well as the unwillingness of entry or stay in Russia, for foreign citizens who "pose a threat." At the same time, citizens themselves can be outside Russia or their location may be unknown. How it will work, the wolf did not specify.
• The expulsion will also be able to be prescribed by extrajudicial order. The federal executive bodies, including the police, will have the right to do this.
• The police will introduce administrative supervision of the life of foreign citizens in Russia.
