Almost six months have passed since Biden in October last year proposed a comprehensive legislative package to Congress, combining military and financial assistance to the allies of America - Ukraine, Israel, Taiwan - with strengthening measures to protect the southern border from the flow of illegal migrants.

The American president then went to meet the requirements of republican legislators. It seemed that the law would be adopted before this year. But first, two parties for a long time coordinated the strengthening parameters of border and immigration measures, and then, under pressure from Donald Trump, who wants chaos on the Mexican border to remain his trump card against the “sleepy Joe” in the presidential election, the already agreed transaction fell on the initiative of republican legislators. Then Trump directly opposed the allocation of money to Ukraine, saying that he would “solve the problem at 24 hours”, without money and weapons to Kyiv.

And after Ukraine was without the supply of shells and new missiles, and the American military and scouts said that Kyiv could lose before the end of the year, and Iran and Israel exchanged missile blows, recalling the reality of the new big war in the Middle East, the speaker of the House of Representatives Mike Johnson decided to put a package of foreign assistance to the vote. He did this, although part of the extreme right wing of the Republican Party threatened to deprive him of his position if he supports the allocation of money to Ukraine.

Johnson in response said that he decided to provide assistance to Kyiv because he "would prefer to direct bullets to Ukraine than if they fly to American boys."

“This fall, my son will go to the Naval Academy,” the speaker explained the change in his position to reporters.

Last Saturday, on the Capitol Hill, it seemed that the times seemed to return when both parties collaborated to resolve foreign policy issues. This was expected not only in Kyiv, but also in many countries of the world, and above all, the allies of America in NATO. The more convincing majority voted for the help of Israel (366 - 58): there were 21 Republican and 37 democrats against. The most friendly voting was to send 8 billion to allies in the Indo-Pacific region, which, according to Washington, are faced with threats from China (385 versus 34). Everyone who voted against this measure was again the right -wing republicans.

The House of Representatives also adopted the law that includes the requirements of both parties on the potential ban on Tiktok in the United States (the requirement to separate from the Chinese company BYTE DANCE), on the confiscation of Russian assets, on new sanctions against Iran and nominating the conditions for Ukraine, which is granted in the form of a loan, unlike the bill adopted by the Senate in February. “Unlike the Senate Card Blanche, the legislation of the House of Representatives provides for great accounting for the help of Ukraine,” said Speaker Johnson. Donald Trump insisted on a loan, and not on “gratuitous” assistance. However, the bill has such a clause: the US president in the future can annul the debt since 2026. If Trump wins the elections, it is expected that he will require a refund, and if Biden, the debt (or his significant part) will be “forgiven”.

As for Russian assets, there are few of them in America compared to European countries - $ 5 or 6 billion. At the spring meetings of the International Monetary Fund and the World Bank in Washington last week, American officials invited Europeans to use a part of $ 280 billion reserves of the Russian Central Bank, which the allies froze in the first hours after the start of hostilities. Over the past few months, various proposals have been considered, including confiscation of assets and their transfer to Kyiv or the use of profit from Russian investments. France and Germany are still objecting to direct confiscation. The final decision on the reprofiling of Russian assets can be made at the June summit of President Bayden and other leaders of the Big Seven in Italy.

Immediately after the vote, a member of the House of Representatives Marjori Taylor Green (Republican from Georgia), who promised to remove Johnson from the post of speaker, if he provides assistance to Ukraine, did not take any action. Apparently, friendly support of the bill acted not only by democrats, but also a significant part of the Republicans. Not the distinction-areolationists with the slogan “America are primarily”, but the Republicans in the classical meaning of the word. But she does not intend to give up. Green told reporters that she hopes that her colleagues would face a negative reaction from voters while they are on vacation in their districts, and will consider the opportunity to join her efforts to shift the speaker after returning to Washington.

“I think that every American in this country should be furious. Who will vote for these people? They do not serve our country, ”Green said about colleagues-republicans who supported the financing of Ukraine.

Congressman Thomas Massey (Republican from Kentukka) hopes that Johnson "will announce his resignation." If the speaker does not do this, it will be removed from office until the end of the year, Massy predicted. “I am concerned that the speaker concluded a deal with the Democrats on financing foreign wars, and not on the protection of our border,” the congressman said. Opponents of the allocation of assistance emphasize that the United States cannot afford such expenses (95 billion dollars), given the growing public debt of $ 34 trillion.

Like, these are the Republican congressmen, including the speaker of Johnson (as the media wrote, he consulted with Trump), saw that “Trump did not mind” and supported the bill? Or a former (future?) President realized that the Republicans are ready to unite with the Democrats and give money and weapons to Ukraine, regardless of his objections? You can’t win - join. Kyiv will receive ammunition for systems that the Ukrainian military rely most relies on, including 155 mm shells used in NATO howitzers, and ammunition for medium-range reactive artillery.
