The State Duma has proposed that foreigners entering Russia confirm that they respect marriage “as a union of a man and a woman”

A group of State Duma deputies from all five Duma factions submitted amendments to the law “On the legal status of foreign citizens in the Russian Federation” for consideration by parliament.

The authors of the bill , published on April 27 on the Duma website, proposed introducing obligations that a foreign citizen must comply with “in order to maintain the right to enter the Russian Federation and stay (reside) on the territory of the Russian Federation.”

According to the draft law, a foreigner is obliged to refrain from activities that are detrimental to the interests of the Russian Federation, to comply with the Constitution and laws of the Russian Federation, including to treat the environment with care, not to interfere in the foreign and domestic policies of the Russian Federation, and also “to respect traditional Russian spiritual and moral values, including the idea of ​​marriage as a union between a man and a woman.”

One of the authors of the bill, the first deputy head of the United Russia faction, Dmitry Vyalkin, told Interfax that the draft law implies that foreign citizens will have to confirm in writing that they have fulfilled their obligations in order to have the right to enter the Russian Federation.

“This will be a written commitment, in case of violation of which the expulsion regime may be applied,” Vyalkin told journalists.

The proposed bill introduces a new migration regime of expulsion. It is proposed to establish it in relation to foreigners who do not have the right to legally reside in the Russian Federation. This may be due to the expiration of the period of temporary stay in Russia or migration documents, the cancellation of a temporary residence permit, a residence permit, or the commission of illegal actions.

The new expulsion regime implies that the rights of a foreigner are limited, and expanded measures of control over his location in Russia are applied to him. Thus, the authors of the document propose to prohibit foreign citizens from leaving the city, transferring money, getting married and driving a car. Also, at the request of the executive authority, a foreigner will be obliged to report his location if he cannot appear at the Ministry of Internal Affairs in person - including with the help of a photograph "with a geolocation mark". At the same time, the court will be able to make a decision on deportation if a person violates the prohibitions prescribed in the bill twice (or more times).

• drive vehicles,
• get a driver's license,
• to buy or sell property,
• to get married,
• establish a legal entity, register as an individual entrepreneur;
• conclude a loan agreement,
• open bank accounts,
• carry out money transfers,
• otherwise manage funds located in accounts in banks and other credit institutions of the Russian Federation, with the exception of purchasing goods at the rate of 30 thousand rubles per month and travel documents for leaving the Russian Federation.

The authors of the bill proposed to reduce the period of temporary stay of foreign citizens in Russia to 90 days during the year in order to combat illegal labor activity in the Russian Federation.

Currently, foreigners who have the right to visa-free entry to Russia can stay in Russia for a total of 90 days within 180 days, and those who arrived with a visa - for the duration of the visa's validity.
