The court found him guilty of aiding bribes and sentenced him to nine years in the colony and a 25 millionth fine, but the new law allowed him to avoid punishment. On April 19, 2024, in the center of Yekaterinburg, Lexus “ Main Hall of the Sverdlovsk Region” Evgeny Teterin got into an accident - his car with a “thieves” number 777 was shot down by a nearby motorcycle. At first, local media tried to hide Teterin’s involvement: they wrote that he was traveling in the back seat or that the car was not his own to a relative , but then they still began to write that he himself was at the wheel, but they accused the motorcycle driver in an accident.
Three days before the accident, the court found Teterin guilty that he acted as an intermediary when transferring bribes on an especially large scale and sentenced him to real punishment, but immediately released . Teterin was the first to publicly fall under the new law , which exempts contractors and mobilized from liability. He allowed Teterin to avoid nine years in a colony and a fine of 25 million rubles.
Teterin’s participation in “Swo” was lobbied by representatives of local authorities, for whom he allegedly helped solve the problems of illegally mobilized ones. There he signed a contract with the Ministry of Defense. All this helped him avoid prison.
Teterina is called the “main paratrooper” of the Urals and a public figure : for many years he heads the regional branch of the Russian paratrooper Union, holds the position of deputy chairman of the Board of the Russian Union of Afghanistan Veterans of the Sverdlovsk Region, and is part of the regional Public Chamber and until recently was the head of the regional headquarters of the unarmia. In addition, Teterin managed to get a degree of candidate of pedagogical sciences and is successfully engaged in commercial activities.
The website of the Public Chamber of the Sverdlovsk Region says that he was born in December 1966 - now he is 57 years old. In 1986, when he was 19, Teterin came to the military enlistment office and asked for Afghanistan. He argued that "always wanted, like his father, to benefit."
“I served in reconnaissance for almost two years. Three wounds, two state awards: a red star, a medal “For Courage” from a grateful Afghan people, ”Teter said in an interview.
Having served, in 1988 he returned to Yekaterinburg. Teterin said that during the fighting received multiple fragmentation wounds of his arms, legs and face, a fragmentation wound of the lower back, partially lost his vision, was shell -shocked and almost hears nothing with his left ear. He carried out several operations and gave the second disability group. He could not survive the war veteran, which, according to him, then amounted to 28 rubles.
Uniting with other served young people, Teterin became one of the founders of the Union of Afghanistan Veterans in the Sverdlovsk region. This is how he recalled those times: “We had skirmishes with certain groups from the city center. For 15 minutes 800 people could gather. A column of cars could reach four kilometers. These were only the Afghans. There was an union, held on to each other, many had nothing to lose. ”
In 1993, by decree of President Yeltsin, war veterans in Afghanistan (as well as participants in the Society of Disabled, the Society of the Blind and the Competition of the Deaf) were exempted from customs payments when selling goods abroad and received export quotas. The decree acted a little over a year, but he quickly allowed veterans of the war in Afghanistan to turn into those who "solve issues."
“As soon as these handouts of the state began, the division immediately began. Immediately the social movement turned into criminal lawlessness, ”the writer Alexei Ivanov, who lived in Yekaterinburg, who lived in Yekaterinburg.
Teterin himself in the film Gordeeva said that because of the benefits that the former Afghans received, "merchants" addressed them with proposals for cooperation.
“Many businessmen of the sewing who have become large people used this [Afghans benefits]: trading abroad and metal and color mixture,” he said . The nominal discovery of companies in their name, so that businessmen are engaged in trade, using veteran benefits, was not the only sphere of activity of the former Afghans. Tetrin himself spoke allegorically about the “roofing” of the business.
“If a person does not understand the normal Russian language, then it is necessary to explain to a person by force. For certain people, the organized crime group who tried to run into our business or simply beat a crowd of Afghans ... The people gathered and “brought up” because he will not understand the explanations or persuasion, ”he said.
Acquaintance with businessmen was useful for Teterin. According to Spark-Interfax, for 2024 he manages or is a co-owner of 10 commercial companies, and also participates in the activities of eight public and sports organizations or leads them. The field of activity of the companies, which is involved in Teterin, is the most different: from the services for the selection of personnel to mining, construction, real estate management and wholesale and retail trade. However, Teterin did not manage to completely change the profile - in 2021, a criminal case was opened against him for aiding in bribery on a particularly large scale.
There are three episodes in the criminal case of Teterin. According to the prosecution, Teterin three times promised his acquaintances to “solve problems” of the Jolly Crushed Privy stone company with the help of bribes totaling 13.5 million rubles (he received 10 million rubles from them).
“Palych was entered into influential officials, deputies and security forces, including a federal scale. He was dedicated to various nuances of the affairs of high -ranking persons, ”his acquaintance said after the detention of Teterin.
Details of the criminal case against Evgeny Teterin
Vyacheslav Ivanov, Director of the Yekaterinburg company Ural Crushedral, which mines and processes the construction stone, and its partner Ibad Gurbanov was looking for the possibility of “solving the problem” - as a result of the state verification, Ural Crushedral was accused of damaging the ecology in the amount of 400 million rubles.
To help to hush up the matter, they turned to Eugene Teterin, who promised to deal with their case. According to him, he needed to pay five and a half million rubles to the tax, four and a half - auditors, and five more were due to Teterin himself.
In court, Ivanov said that in November and December 2020, together with Gurbanov, he transferred a million rubles to Teterin (intended for auditors). However, it soon became clear that the tax problems were not resolved at all, and the company's check is far from the final. According to Ivanov, Teterin informed him that he had paid the auditors three and a half million rubles (whether he really did this is unknown).
The second episode, which the court charged Teterin, occurred six months after the first - now Rostekhnadzor found serious violations in the work of the Urals of Crushedral. This time Teterin did not connect immediately. First, the chief engineer of the company tried to give a bribe to the inspector from Rostekhnadzor, but was detained by the FSB officers.
“We informed Evgeny Pavlovich, and he said that we would not worry that he would take control of the question with the investigation,” said Vyacheslav Ivanov, director of the Urals Crushedral, Director of the Urals. According to him, to “solve the problem”, Teterin proposed transferring three million rubles to an employee of the Investigative Committee through him that Ivanov and Gurbanov were done. But this did not end there either.
According to Ivanov, “the opportunity appeared” that they will “take the FSB under the protection of”. For this, Teterin offered Ivanov and Gurbanov to transfer six million rubles to the FSB officer. And they gave this money to Teterin.
The bribes transferred through Teterin in 2020 and 2021, the Urals of the Crushed stone did not solve the problems of the Urals: Rostekhnadzor wrote out the company a large fine and banned the operation of the enterprise for almost two years (recently the permission was given again).

In November 2021, Eugene Teterin was sent to a pre -trial detention center. Before his arrest, a search was held at his house, during which they discovered a large collection of cold and firearms and wrist watches. A few months later, the court chose him a milder measure of restraint: first house arrest , then - the ban on certain actions and the obligation to turn out. However, when the trial began in December 2022, Teterin did not appear at the meeting.
At the hearing on December 7, 2022, it became known that Yevgeny Teterin went to the war zone: having left Yekaterinburg, Teterin violated the recognizance not to leave.
“Usually, if a person violates the preventive measure, the court tightens this measure. For example, if house arrest was violated, the court can send a person to a pre -trial detention center, ”says Evgeny Smirnov, the first department’s lawyer. - Especially if a person went to another city or country. In such cases, law enforcement officers usually write a report, they say, a person was hiding from the investigation. ”
For example, in April 2024, they did with the 67-year-old Nadezhda Buyanova, who was accused of spreading military fakes. The reason for the tightening of the preventive measure Buyanova was that, being prohibited by certain actions, she left for another region without notifying the investigator. After that, she was sent to a pre -trial detention center.
But the court reacted differently to Teterin: no tightening of a preventive measure due to failure to appear at the hearing and a trip to another region did not follow him.

The Commissioner for Human Rights in the Sverdlovsk Region Tatyana Merzlyakova, publicly stood up for him. She stated that Teterin helps her in the Donbass: allegedly he became a representative of the Sverdlovsk Ombudsman and helps to return illegally mobilized large fathers and men from the front, who cannot serve as medical reasons. “I believe that mobilization today is the most important reason why a person may not come to preliminary hearings,” Merzlyakova said.
According to her , for six months of work as a representative of the Ombudsman in the territory of self -proclaimed DPR and LPR, Evgeny Teterin resolved 1464 issues of military personnel and their families. On April 14, 2023, the trial of Teterin resumed , but already in May he was again suspended due to the request of Merzlyakova to let the accused into the zone of military operations again.
For a year and a half, the court postponed the consideration of the Teterin case 11 times: always due to its failure to appear or illness. In the summer of 2023, Teterin concluded a three -year contract with the Ministry of Defense. According to him, during this time he managed to receive several awards, including the medal for courage, as well as wound and contusion. Despite the fact that almost no one is now able to quit military service or demobilize, Teterin was fired , as stated, for health reasons.
As for the accusations, Teterin did not admit the guilt of the transfer of bribes. His lawyer Dmitry Bushukhin told Kold that Teter does not deny the fact of receiving money from Vyacheslav Ivanov and Ibad Gurbanov on the first two episodes: one million in 2020 and three million in 2021. However, according to Teterin, he accepted this money against 35 million rubles borrowed earlier to businessmen. The third episode of the prosecution - receiving six million rubles - Teterin denies .
On April 16, 2024, the court found Eugene Teterin guilty of all three episodes of mediation in bribery and sentenced to nine years in a maximum security colony and a fine worth 25 million rubles. However, immediately after this, the judge freed him from punishment. The cause of liberation was the federal law that entered into force on March 23, 2024.
What about the other criminal cases of bribes?
The director of the Ural Svekhny company Vyacheslav Ivanov and his business partner Ibad Gurbanov were detained , like Teterin, in November 2021.
Gurbanova found the court guilty of bribery and illegal entrepreneurship and sentenced to a fine in the amount of 2.8 million rubles. The court also found Ivanova guilty of attempting to give a bribe and in the giving bribes and fined 3.5 million rubles. Both of them were witnesses at the trial against Evgeny Teterin.
In the case there was another person involved - Rostekhnadzor employee Alexander Matveev, but he died before the sentence.
The prosecutor’s office was unhappy with the court decision and on April 22, 2024 filed an appeal. As the lawyer Bushukhin told the cold, his client first did not plan to dispute the court decision, but "now, apparently, he would have to." Initially, the prosecutor's office requested a punishment for Tetrin in the form of 10 years in a maximum security colony and a fine in the amount of 30 million rubles.
Participation in the war in Ukraine and the awards obtained in the "zone of Svo", and used to become softening circumstances for the court. As the “cold” found out , in 107 criminal cases of 220 from February 2022 to February 2024, the court softened the punishment when the case concerned the “returners” from the war. In some cases, not even participation helped, but a statement about the desire to go to the combat zone, volunteering or charitable assistance to the military.
Director of the human rights group "Citizen. Army. Right ”Sergei Krivenko, in a conversation with the“ cold ”, notes that the court earlier, even before a full -scale invasion of Ukraine, he considered the participation of the defendant in the fighting the reason to mitigate the sentence. For example, in September 2015, the judge considered the mitigating circumstance “Participation in the DPR militia from February to May 2015”.
However, before the entry into force of the new federal law, the court only softened the punishment or suspended the consideration of the case during the participation of the accused in the war, and did not completely exempt them from responsibility. Teterin’s case is unique in that he was found guilty and sentenced to real punishment, but immediately released.
“Teterin’s business is economic. And if it was about the murder or about another serious crime in which the victims would be? What would it be to the victim to hear that the offender is exempted from responsibility? " - Lawyer Smirnov asks questions. He calls a new law that exempted criminals from punishment, abuse of the right.
The law lists exceptions: who will not be exempted from criminal liability even for participating in the war and state awards. Among them, people accused under political articles (stateisms, financing of the “extremist community” or participation in the activities of an “unwanted organization”) accused for rape of minors and for crimes against the security of the state (smuggling, terrorist attack). For all other articles of the Criminal Code (including murders or for serious bodily harm), convicts will be able to count on exemption from punishment.
Exceptions of the new federal law (who will not be released from punishment):
Participation in hostilities and even state awards will not become a reason for softening or canceling criminal punishment for the following crimes:
- against sexual integrity of minors;
Evgeny Smirnov, lawyer of the First Department, believes that the new law was adopted due to the fact that the state seeks to avoid mobilization at any cost. I also agree with him Krivenko: “The Ministry of Defense experiences problems with recruitment: they do not want to carry out mobilization, they do not attract conscripts, so they use all possible ways. A new law is needed to push people into the contract service. Committed a crime? Go to the war, and everything will be washed out to you. ”
Krivenko believes that such a decision carries strategic risks and harm to society in the future. “These people will return from the war, and they will no longer be those who have suffered a punishment for a crime, they will be considered heroes - this can lead to a change in the structure of society and moral norms. We already see how people who came from the war perform in schools, ”says Krivenko.
Lawyers interviewed by Cold believe that the new law will make it possible to put cases of exemption from the liability of the war participants in Ukraine on the stream.
