As people far from politics, they are trying to create a political party. Report from the Constituent Congress of Ekaterina Duntsova

In the Golitsyno training center on May 1, it was quite noisy and crowded: almost 150 people arrived in a remote hotel similar to the Soviet sanatorium to create an independent opposition party “Dawn”. This is the second attempt by Ekaterina Duntsova to create her own part: for the first time the Constituent Congress was supposed to take place on March 9 and 10, but the Moscow Business Hotel canceled the booking of the halls, referring to the communal accident. Allegedly, the heating system failed.

Guitar, mafia and crocodile

The old building of the Golitsyno UMC stands almost in the forest. Around tall thuja, ate. Near the restaurant "Russian Hut", a pond, barbecue arbors. From an open taxi window in the parking lot comes: "Do not worry, aunt, an uncle at work." Inside on the ground floor, chess and checker tables, Barbecue advertisements, billiards, tennis and pioneerball in the hotel. From the banquet hall it smells of an imminent dinner - soup and pies.

Near the posters dedicated to the "Festival of Spring and Labor", people from 50 Russian regions have already gathered by 11 in the morning: someone had already stood in line for registration with a notary public, someone just dragged their large suitcases into hotel rooms. They came here at their own expense, some from Vladivostok, paying all the tickets on their own. The delegates were to spend two days here, the congress and the creation of the party were supposed to go on the first day, and at the second arrived they promised debates and master classes.

The place where the congress was supposed to take place looked like a school assembly hall: several rows of wooden seats inhabited by red cloth, a long carpet on creaky steps and a large scene on which there are like school desks, and a mustard -colored curtains above them. Next to the desks, a flagpole with two flags - the Russian and future party "Dawn". As planned by the organizers, the congress was supposed to begin at 12 and last up to 20 hours, but by the appointed time in the assembly hall after registration, only half of the delegates were, according to the registration. The rest still crowded in line at the tables in the corridor, trying to get temporary certificates.

The first political strategist Viktor Koyrah was the first on the stage.

- Do you know how I wanted to start? - He asks from the stage at the Hall of Coirs.

- Hello, desperate! Who is creating political parties in Russia now? Crazy or desperate. You are not like crazy. It turns out desperate.

Koyrahkh tells the delegates about plans for the next two days of the congress. The first day is all official events for the establishment of the party. The second is “Interactive”.

“I wanted to say the“ pajama party ”, but no - an entertainment program,” Koyrah jokes. - There is a platform for football, volleyball. I saw a couple of people with guitars ... What other clubs do we have? Gatar Song Club, Readers Club, Mafia, Crocodile club. Who likes to read poems and listen to them - you will also have the opportunity to unite in the classroom community!

After that, he begins to roll call, trying to find out how many people and from which regions came to the congress. It turns out that as many as seven people came from Yaroslavl with a norm. “The closer we are to the center, the more representatives,” summarizes Koyra. "Is it good or bad?" As if answering him, a delegate from Vladivostok shakes his head: bad. In addition to Vladivostok, at the congress there are representatives from the republics of Tatarstan, Mari El and Komi, the Amur, Kaliningrad and Chelyabinsk regions and from more than forty regions.

While at the entrance to the assembly hall the registration of the remaining participants in the congress is ending, Koyrah is occupied by those who have already received the certificate of the delegate. The task is to come up with three words that describe the federal district, from where the delegate came.

The girl from Vladivostok answers the first: “Far Eastern Federal District. Dawn begins here! " The hall meets the answer with applause.

- Volga Federal District. In the Perm Territory there is a fairly famous art object-"happiness is not far off." So: Dawn is not around the corner!

Little by little, the turn reaches representatives from the regions of the Central Federal District, one of them is from Belgorod. “Pork, chicken, metallurgy,” - the delegate of the front -line region chooses such words to describe the region. She does not remember about shelling until she hears the shots in the hall, and, as if answering them, hesitates:

“We feed all of Russia, despite the fact that we are sheated.”

They also recall the same people who came from the Voronezh region, choosing the word “cradle”, “control” and “chernozemye” to describe it. “Our governor has everything under control: the UAV falls under control and also explodes under control,” their representative jokes.

"Please, without political statements"

Now, delegates receive a task in three words to characterize the whole of Russia. The first answer from the first row: "Russia will be free!" The hall explodes with applause. Koyry is interrupting the rumble:

- I’ll say a separate disclaimer. We gathered here to get certain results. Get voting, signing documents, chat, discuss how we are going to work in the regions. And part. Our desires do not include any interaction with any structures, organs that monitor and punish. Therefore, let's not create ambiguous situations: to say political slogans and do some things that may be ambiguously interpreted. Everyone understands everything. I want us and our business to succeed.

“Therefore, please, without any political statements,” says the Koyrykh at the Congress of the Political Party.

But the next sentence for three words for Russia is also not without “political” meaning: “Freedom is expensive,” the delegate suggests.

Then the suggestions are heard: “Patience, fear and lack of will”, “Believe in Russia”, “Russia needs dawn”, “People are new oil” and the recently sounded quote from Koyrah “They understand everything”.

Another hour passed behind this interactive, and the congress never began. Vitaly Koyrah asks the audience to see the message in Telecram-Chat, where the congress is coordinated. “I will say now how at school: we got the telephones, put in front of him on the desk,” he tries to joke. After everyone watched the message, it turns out that the beginning of the congress is postponed again - the organizing committee once again double -checks all the formalities that the Ministry of Justice can complain about to refuse to register. By the way,

Representatives of the Ministry of Justice do not come to the congress. Therefore, the operators of the Duntsova’s operators are filmed in detail on the video, then to present it to the department.

Koyraray again offers an “interactive”: now he asks delegates to talk about an unusual profession. It turns out that a variety of people decided to engage in politics: at the congress there are political scientists, entrepreneurs, teachers, an architect from Tver, Lesnya from the Leningrad Region, Aroma Feeter from Kazan and even a former actor, a policeman and a missionary from Tolyatti.

After that, about two in the afternoon, Ekaterina Duntsova enters the stage. In heels, in his classic blue suit. Smiling broadly, she thanks the delegates for joining the Dawn team:

“I welcome you to this room.” Let it not be so chic as [the hall that] was planned in March, but there is no place in a person, but a person’s place. Let's decorate this hall, which reminds us of the Soviet past with its expectation of the future!

Duntsova, thinking about each formulation, says that “dawn” is a “party of a new format”, that “love for the country should be peaceful” and that people with different political views can join the party she creates. The latter is a little to the listeners. How can people with different political views consist in the party? A little later, Duntsov will again drop a similar formulation - "people with different ideological views in the same party." Regarding these words, Andrei Nechaev, the chairman of the Civil Initiative party, who will listen to Catherine from the audience, will make her: “I have now heard about such an ideological discovery that in the party it turns out that people with different political views can be. This is not clear to me. But then, of course, the program [party] should be of a general nature - "we love humanity."

"She is a pleasant person advocating normality"

By half past three instead of the promised 12:00, the organizing committee is finally ready to start the party congress. They read out the first documents, and the delegates get up to listen to the anthem of Russia-some even sing along, someone puts the right hand on the heart, or in a joke, or seriously. After that, Ekaterina Duntsova announces the opening of the congress, and all those present applaud loudly. But this revitalization quickly gets away: the former assistant to the State Duma deputy and future secretary of the party organizing committee Alexei says that the organizers have not yet managed to sew a book of registration of candidates, and without it it is impossible to continue the procedures.

"I propose to take a lunch break!" - The woman shouts from the last rows of the hall. Indeed, already at 15 o’clock, according to the schedule, delegates should leave for dinner, although they did not even have time to choose the bodies necessary to create a party. Having consulted a little, the organizing committee issues the issue of interruption to the vote - against three people, two more abstained. Satisfied participants go to the dining room under the words of Ekaterina Duntsova: “For lunch there will be the first, second and compote. If you know what is driving you after eating, it is better to restrain yourself. ”

After a break and lunch, delegates return more talkative. One of them, the 28-year-old Florist-decorator Vera from Chuvashia, says that representatives of their republic put on tapes in the colors of the national flag on the congress. “Initiative people in our region decided to make such ribbons and wear them when we walk around the city. We agreed that we would take them with us to the congress. True, two people forgot, but two still put them on, ”she shares. Vera says that more than a hundred people came to meet with Catherine in Cheboksary. “We somehow fit into the hall, someone had to sit on the floor, but no one was embarrassed, but we all met and saw each other,” telling about it, the girl smiles.

- Ekaterina Duntsova is very bold, because in our time it is dangerous and difficult to engage in opposition policy. She is also a pleasant, bright person who advocates normality. I also decided to participate in politics, although this is scary, because you can’t sit still, you have to do something.

I hope that the party will be registered, and they will pay more attention to regional policy, will become more opportunities to participate in it for people from the regions. It unites everyone, this is important.

Victor Novogorsky 21 years old. He is a student from Yoshkar-Ola, represents at the congress the Republic of Mari El. It has a Mari national shirt, white in a red embroidery, and a burgundy suit. Tall, stately guy. It is represented by one of the main media persons “Mari Mary” ( “Union Marie”, a public organization to preserve the culture and identity of the Mari people. - Approx. Ed. ).

-I all started with my 11th grade. Even then, I began to think in the lessons of the history and culture of peoples: what is the Mari people, what is this Mari question?

Victor says that “Mari Ears”, in particular, is engaged in the installation of commemorative stones in villages, villages: “A village with a significant historical subtext is selected [for the Mari people], and a memorial is created there. In general, we are engaged in the work of the Ministry of Culture - we create memorial complexes. We are engaged in environmental issues in the republic. But recently, they have encountered confrontation from the Ministry of Justice. They say that we climb into politics, climb into the ecology. There is such a saying of the Mari people: “Your destiny is to dance and sing, but you can’t get into politics, you can’t climb into parliament.” According to the Ministry of Justice, such a lot of indigenous peoples. "

One of the main reasons why the guy joined the Duntsova team is that she traveled to the republic. For the first time in several years, the only Russian politicians and, in particular, the Democrats: “The last time it was Navalny in 2016. At the meeting, I liked her, she called me to come to a delegate to introduce the republic. Of course, I agreed. "

After lunch, closer to half past five, the delegates finally go to the vote according to the procedure. They elect the counting commission and the leaders of the congress and receive permanent certificates - before that they voted by raising ordinary white leaves, and now they replaced them to turquoise. The issuance takes about an hour. “Do they give each certificate under the photo? The same! " - Participants from the Voronezh region are surprised.

One of the first votes of delegates with new mandates is the most important thing - for creating a party:

“I propose to create a political party“ Dawn ”,” says Duntsova.

- Hooray! - the participants react.

- Or are there still offers? No? I propose to create a political party "Dawn," she repeats.

- Yes! Hooray! - The hall explodes with screams and applause. The decision to create a party is made unanimously.

The participants approached the vote for the charter and the party’s program. Especially hot debate occurs when discussing the party charter. Someone considers it wrong that, according to the Charter, the party council will be a sole body, which may exclude a person from the party. Someone descends that this is particularly, it will be possible to make changes to the charter, and indeed, it is already necessary to do a job as soon as possible, for which people flew in the suburbs from the distant regions of the country. But the debate does not subside for another forty minutes, or even an hour.

The main claim of delegates - they were introduced to the text of the charter very late. He was sent the night before. Bringing their proposals, comments from the congress participants simply did not have time. But some delegates are not noticeably tired of the many hours of procedure do not withstand claims:

-I am an architect, and if I start to draw a house from some little things with you now, we will draw Karakuli! We want our party to register.

We have a lot of amplifications, I didn’t have time to read normally either, because I was driving all morning, but can we appoint another congress after we are registered? And there to finalize the charter that we are discussing. We will now mog with you in the discussion!

From the back row you can hear: "Make changes to the charter - what kind of game is this?"

The next disputed point is the party program. Some of the delegates urge to accept it as soon as possible and finalize it later, but Vladimir Zhilkin takes the former “apple tree” from Tambov. He believes that delegates need to change the goal of the party right now. “Otherwise, how will we explain to our supporters our goals when we come to power? Already now, in order to get to the police and the Investigative Committee, I explain to them that I was appointed Minister of the Ministry of Internal Affairs. - In the hall there are laughter. -And they let me in, yes, yes, lawyers will understand! We need to decide whether we are ready to ensure the transit of the authorities, if suddenly she agrees to this? Now we are a cat in a bag for our opponents! ”

The word architect from Tver again takes the word, he, tearing, screams into the microphone:

- Gentlemen, raise your hands, who is a believer! Who is the atheist? Raise your hands! Tell me, to kill is bad? Raise your hands, who believes that killing is bad. I am a believer. Today we have a passionate week, today is an environment. Today, Judah betrays Jesus Christ today. Guys, we are talking about trust! We trust these people who are sitting there [on stage]. We came to them. We support their initiative. Let's now let the gentlemen create a party! I have a working day! Tomorrow, roughly speaking, I do not go to work [provided that today it is not a decision on the charter and program], although I need to be there. The person spent money, and a lot of money. To fly to someone, get by steamers, airplanes. We must respect the time and why we all gathered here.

The proposal of Vladimir Zhilkin is taken to the vote, most against. After that, Ekaterina Duntsova proposes to accept the party’s program, and by most votes she is accepted in the original form at 19 hours.

After the approval of the party’s bodies, delegates will have to choose heads - members of the Central Council. In addition to Ekaterina Duntsova and the secretary of the organizing committee, more than 25 people wanted to move there, including 18-year-old Dmitry Lee from Tula.

- From the age of 14, I convince each of my loved ones that not everything is lost, I am ready to do everything to make Russia better, and I really want it to do it - his performance is met with loud applause.

На часах уже за полночь. Голоса за выдвигавшихся делегатов считают под Цоя. Из колонок доносится: «Перемен требуют наши сердца». Делегатов клонит в сон. Несколько человек уже ушли спать. Утром Дунцова расскажет в эфире «Живого гвоздя», что спала всего четыре часа.

Но съезд всё же завершился. И в этот раз обошлось без визитов сотрудников полиции.
