Investigation of how Vladimir Putin changed with his palace

Three years ago, the court oligarch Arkady Rotenberg promised to rebuild the scandalous palace in Gelendzhik and turn it into a hotel by 2023. The investigation of the “project” and the Foundation for the fight against corruption shows that he restrained his word, but only partly. By the spring of last year, the palace was really reconstructed from the inside, but of course, the hotel did not appear there. Thanks to the drawings and videos, we can argue that the object is still intended for Vladimir Putin. Another thing is even more important - the interiors of the palace allow us to trace how much his master has changed by his fifth time. It seems that he was obsessed with the war and religion.

I received an unusual order from the construction company Velesstroy - to develop the interior design for an “object of extreme importance”. The studio employees have previously been fulfilled by the Velesstroy instructions more than once - this is confirmed by the financial reporting of the company, which was at the disposal of the Project. From the documents it follows that the Elform regularly received payments from Velesstroy - ×

, and from the words of the authorities and from the media materials they knew that this company was close to the Russian authorities.

But the new order was more important than the previous ones. One of the Elform employees recalls: shortly before the task, he watched Alexei Navalny’s film “Palace for Putin. The story of the biggest bribe. ” What was his surprise when he unexpectedly discovered that the objects of the object were like a luxurious palace from a sensational investigation.

The only thing that embarrassed the employee was that in the working papers the object was called "Apart-hotel." But the rest of the content of the documents clearly contradicted the designation - the building was supposed to be equipped with luxury inherent palace. The materials obtained by the Project and the FBK confirm-the palace built for Vladimir Putin is hiding behind the Apart-Hotel.

Brief story of the largest bribe

The object on Cape Idokopos near Gelendzhik was originally called the “boarding house” - at least so it was christened in the contract that the president’s affairs management in 2005 concluded with the investor, Lirus Nikolai Shamalov (he also fell to Putin another, and later even a relative). The deception was quickly revealed-at the end of 2010, Shamalov’s business partner Sergey Kolesnikov published an open letter addressed to the then President Dmitry Medvedev, in which he directly stated that the palace was being built for Putin, and brought important documents in support of his words. It turned out that since 2000, businessmen were asked to take off to a fund, which supposedly had to contribute to the development of medicine, but in fact brought money to offshore. In 2006, with this money they began to build a palace in Gelendzhik

. Putin’s spokesman Dmitry Peskov officially said that his boss “had no and has nothing to do with this building”. The prosecutor's office did not find grounds for checking corruption facts. The President Vladimir Kozhin, who said the palace, said that the palace "had nothing to do with managers or the head of government." However, the New Gazeta immediately could find documents confirming that the project of the Palace approved by Kozhin's Office, and under the documents it was precisely his surname and signature ×

The first photos of this object appeared on the Internet in 2011. Later, eco -activists and journalist of the interlocutor entered there, but they were detained by employees of the Federal Security Service, who are guarding Putin. It became more difficult to hide the palace, so they decided to formally transfer it to another owner. In March 2011, businessman Alexander Ponomarenko said that he allegedly bought lands and buildings near Gelendzhik for $ 350 million (in fact, as it turned out later from the investigation of Navalny, the transaction amount was only $ 350 thousand) and plans to equip tourist facilities there. Of course, Ponomarenko was not a random person, he is a business partner of other friends of Putin, the brothers Arkady and Boris Rotenbergs. It soon became clear that the imaginary transaction, apparently, did not prevent Putin from continuing to visit the palace - at least activists photographed how his Olympia yacht stands at Cape Idokopos, accompanied by guard ships. And the object was controlled by people associated with the FSO, then with Shamalov

In 2017, the “interlocutor” will notice the next attempt to hide the real owner of the object-the management of the palace has passed from the Investment company Tatyana Kuznetsova, the wife of the ex-head of military unit 1473 FSO, to the company LLC Kolos, which is indirectly connected with Shamalov ×

Again, Putin’s palace returned the already mentioned Film of Navalny in 2021. In addition to a memorable excursion, the authors of the investigation proved that the construction of the palace was financed by state -owned companies and the close associates of Putin

In response, the authorities decided to again crank the trick with the boarding house. Russian propaganda demonstrated personnel from the inside of the palace, in which there were absolutely naked walls and the builders paced. Arkady Rotenberg said-now he owns the building and plans to open an apart-hotel here, for this, builders are needed. He even indicated the deadline for the surrender of the facility-after a half to two years, that is, by the beginning of 2023, the businessman promised to invite the journalist Primmnevsky Mash to inspect the finished hotel. However, nothing of the kind happened to Rotenberg indicated by Rotenberg - at least no media reported about the opening of the hotel on the site of the palace, including Mash, and the object did not appear on the reservation services. What happened all this time in the palace, no one knew. Until today.

Construction under the control of the FSB

The reconstruction of the facility was carried out in the situation of strict secrecy, recalls an employee of one of the firms involved in construction ×

. The workers were taken to work on chained buses, but often they were not immediately allowed into the territory. They drove up to the checkpoint, but for several hours were forced to wait without food and water. Apparently, someone important came, they concluded. Inside was forbidden to use phones and everyone was scared - the FSB officers monitor work. Nobody directly called Putin’s last name. “Just like Voldemort. , - the interlocutor of Project is ironic. “There were phrases that this is an object for the higher face of our country.” The palace of the contractors called the “South” project among themselves - exactly this place was indicated many years ago, when they were just starting to build it, Kolesnikov told about this ×

. In the working correspondence of the builders (##Velesstroy company, which is at the disposal of Project,) there is a more complex wording - “Group of Projects“ South of Russia ””.

Gradually, the employees realized how difficult the object they got. Even during construction in the late 2000s. The designers did not take into account that due to heavy gypsum stucco molding, they would have a serious load, but the main thing was not thought out waterproofing. “In the Theater Hall in rainy weather, everything simply flooded, there was mold,” the interlocutor of the “project” from colleagues heard. The poor waterproofing in the palace is indicated by another source familiar with the control palace - according to its version, it flooded many rooms, including the bedroom. However, the interlocutor of Project in one of the contracting companies Velesstroy does not exclude that the previous interior design is outdated, and this could also affect the decision to reconstruct the premises.

One of the interlocutors describes the essence of the reconstruction - they changed the design, the purpose of several rooms, some brick and drywall partitions, and the engineering systems were mainly the same, so it was not possible to eliminate all problems in the palace. “Perhaps the ceiling there will someday be crashed,” he believes.

How Western companies participated in the construction of the palace

In the “project” of working documentation, the materials used by the builders used in the reconstruction of the palace are in detail. Among them there are many Western brands, and representatives of some of them communicated with customers of work in Gelendzhik, that is, they almost certainly were aware of how and for what their products are used. This is what the company is:

Manufacturer of building materials Knauf. The German company is constantly mentioned in the working documentation as a supplier of various materials like drywall sheets and putty. This company was in the center of the scandal in early April 2024, when a report on the German television channel was a report that KNAUF on behalf of the Ministry of Defense was involved in the restoration of the occupied Mariupol. Then the company said that it has no contracts for direct supplies of its products to consumers in Russia, and it cannot be responsible for numerous merchants that supply their materials to the country. The interlocutor of Project claims that KNAUF representatives visited Putin's palace many times until the end of the work.

Finnish manufacturer of varnishes Tikkurila. The documentation mentions such products such as interior paints, finish putty, moisture insulating primer.

For decorative facing panels, wallpaper from French Ananbo were used

Plumbing and accessories for bathrooms in the palace from German companies Jorger, Tec, EMCO and Hansgrohe, Italian Gessi and Vismara Vetro, Swiss GEBERIT and Laufen, Japanese Omoikiri.

Accessories like door handles were supplied by Colombo Design (Italy) and Sherle Wagner International (USA)

For lighting, such as LED lamps, ceiling and built -in lamps, the products of Italian FLOS, Spanish Mantra and Aromas del Campo, Belgian Modular, Chinese Osram were used.

French companies Baguès and Baccarat, British Vaughan, Italian Arizz, Estro & Luminara and Il Paralume Marinai are suppliers of numerous luxury chandeliers, sconces and table lamps.

Italian suppliers of exclusive furniture Zanaboni, Scappini & C, Salda, Provasi, Roberto Giovannini, Oak, Mobili Di Castello, Angelo Cappellini, Andrea Fanfani and Medea were supplied to the palace Land lumps, cabinets, tables, sofas, armchairs, buffets, windows, mirrors and other products.

Silents for the gym are almost completely purchased from the Italian Panatta, but there is also a separate equipment from the American Hoist and New Zealand Les Mills.

Carpets were made by the French édition Bougainville and Belgian Ragolle.

By the time the article was released, only Gebberit answered the request of the project, which said that after the start of the war it was not engaged in sales in Russia, but "it has no opportunity to prevent the supply of its products through other channels from third countries."

In February-March 2023, that is, approximately by the time that Rotenberg called, the palace was surrendered. It was then that all the contractors left, two performers of work in the palace told the “project”. One of them clarifies-hypothetically after this period they could finish something else.

Indirectly, the survey of the facility in the first decade of last year is confirmed by the financial wiring of the company-owner of the Palace of LLC KOLLS, which turned out to be at the disposal of Project. Bino JSC, which owns this company, does not reveal its owners, but it is known that it is led by the former manager of Rotenberg ×

. By the beginning of 2023, this structure gradually ceased to transfer large sums to companies related to the construction industry. For example, the technical customer of the construction of Afina LLC, related to another friend of Putin Yuri Kovalchuk, received more than 3 billion rubles in September 2021. This St. Petersburg company is engaged in engineering and technical design, construction projects, construction control and copyright supervision. Its owner is a businessman named Alexander Krivo pattern. Until mid -2023, he was also the owner of the company "Virazh", which, through a chain of legal entities, controls a non -profit partnership established by the Kovalchuk family ×

The general contractor "Velesstroy" received the last payment in September 2022. Transneft-Terminal companies were last paid for consulting services for the construction of the “Main Corps” of the Palace, provided in December 2022-the company received payment in March 2023, but with the wording “for December 2022”. In total, Transneft-Terminal received for work related to the main building, more than 20 payments worth more than 60 million rubles. Now she is paid for consultations on the construction of other facilities ×

Moreover, from the “project” available at the disposal of the “project”, it follows that in the spring of 2023, that is, then when the contractors left the palace, this company turned all operations for three months. Although earlier the company paid its numerous counterparties an average of about 800 million rubles. per month. But it cannot be excluded that this is the result of a technical failure in the system where the reporting of the “complex” is stored.

How "Velesstroy" is related to Putin

The media previously reported that the Velesstroy company is related to the palace as a tenant of certain premises, but that it is a general contractor of construction, previously was not known. In the working documentation, which is at the disposal of the “project”, this company appears on the first page, which usually indicates the general contractor or general projector (the interlocutor of Project claims that the company was a general contractor), and from the financial postings of the “complex” it follows that since 2019 it received more than 400 million rubles. for construction and installation works.

The final owner of the Velesstroy company since October 2023 has not been displayed in the Unified State Register of Legal Entities, since it is classified by the state. However, back in 2022, it belonged to the native of Croatia, Kretshemir Filipovich, by 85%. The media previously claimed that the Balkans of this person were called the “Putin’s wallet”, and OCCRP suspected “Velesstroy” of the withdrawal of millions of dollars received from state transneft abroad. In 2019, the interlocutor in 2019 claimed that Filipovich is a common-law husband of the vice-mayor of Moscow Anastasia Rakakova and participated in meetings with many high-ranking officials. In 2017, Putin handed him a letter of honor in gratitude for his work.

Thus, the “project” may argue that the work in the palace has been completed for a year. Has this place turned into an apart-hotel with all the attributes due to it?

From striptease to house church

Shortly before the end of the work, one of the builders walked along the already almost ready palace. Contrary to a strict prohibition, this person carried the phone inside and now carefully tried to hide it. The man first removed the second floor on which 11 bedrooms were located, and then went down to the first - the one where there used to be rooms with a sixth, a casino, a playing area and aquadiscopeter. He did it for a reason - the shot material soon received in the Fund for the fight against corruption. After that, another person who participated in the construction site sent the “project” the floor plans of the basement and two main floors, as well as the working documentation with the name of many furniture and the materials used.

By combining all the data received, we counted at least seven evidence that the palace is not a hotel. Three of them clearly testify to the fact that the object is intended personally for Vladimir Putin. And this is besides what, as we said above, the palace was built by a court company in an atmosphere of strict secrecy.

In the palace there is no place for a reception or for hostes who meets guests. At least, they are not indicated in the scheme of the first floor, which is drawn in great detail.

2. Machinations in documents

3. Совместное питание

Для остальных обитателей в здании предусмотрено помещение под названием «Ресторан». Но для гостиницы он обставлен необычно — посетители вынуждены по-семейному ютиться за единственным столом, рассчитанным на 16 персон. Столы для питания небольшими группами на схемах не предусмотрены.

4. Стоимость

«Отель» обставлен так дорого, что вряд ли его когда-нибудь можно будет окупить. Это хорошо видно на примере помещения, которое теперь обозначено как «лобби № 1», а раньше называлось читальней. До реконструкции оно было украшено многочисленными золотыми медальонами с двуглавыми орлами и фресками. Государственных символов здесь больше нет, но только в этом, одном из многих помещений дворца, мы насчитали предметов по самым минимальным оценкам на 150 млн руб.

Но самое поразительное в этом помещении — две люстры из кристаллов Zenith Red 84L от элитного французского производителя Baccarat. В сумме они стоят около 100 млн руб.

В этом же «лобби № 1» мы неожиданно нашли одно из доказательств того, что здание предназначено для Путина. Это помещение наряду с некоторыми другими показывает, как сильно изменился хозяин дворца за последнее время.

5. Искусство о войне

Когда 7 мая Путин поднимется по лестнице Большого кремлевского дворца, где будет проходить его инаугурация, он увидит множество картин, но первым делом упрется в большое полотно Сергея Присекина под названием «Кто с мечом к нам придет, от меча и погибнет!» — на нем изображен князь Александр Невский.

Фрагмент этого же произведения мы обнаружили и в отреставрированном геленджикском дворце.

В бывшей читальне теперь развешаны картины — и все они разительно отличаются от фресковых изображений парков и садов, которые были здесь до реконструкции. Картина Присекина занимает среди них центральное место. Давшая ей название фраза: «Кто с мечом к нам придет, от меча и погибнет!» — позаимствована из фильма «Александр Невский». По душе это изречение и Путину. В марте 2020 года именно такими словами он закончил одно из своих интервью. Присекин тоже неслучайный художник — он писал портреты современных военных и чиновников, а однажды изобразил Путина в белом кимоно.

Другие картины «лобби № 1» тоже посвящены сражениям, в которых погибло множество русских и вражеских воинов, но которые принято считать успешными для России.

6. В одном из помещений дворца буквально написано имя Путина

Многим зрителям ролика Навального запомнились развлекательные зоны — с шестом, казино, а также помещение с игрушечными машинками и железной дорогой. Ничего из этого в отеле больше нет, вот как они изменились:

Но больше всего преобразилась комната с игрушками. Теперь тут расположилась настоящая домовая церковь с иконостасом-триптихом и деревянным троном. На такой не стыдно посадить епископа, например, Тихона Шевкунова, а то и самого патриарха.

Домовая церковь, вероятно, единственное помещение, где прямым текстом указано имя настоящего владельца этого дворца. Написано оно на триптихе. Слева, как и положено, Богородица, посередине — Иисус Христос. Справа же православные традиционно изображают либо Иоанна Крестителя, либо Николая Чудотворца. Поэтому совершенно неожиданно увидеть там фигуру князя Владимира.

Два искусствоведа и один иконописец — мы предоставили им лишь фотографию триптиха, но не говорили, где именно он находится ×

подтвердили нам, что это совершенно уникальное сочетание, а икона князя Владимира — именная, указывающая на ее владельца. Протоиерей Андрей Кордочкин тоже предполагает, что триптих был сделан на заказ и на нем изображен небесный покровитель заказчика. То есть если бы владельца иконы звали Андрей, то был бы изображен Андрей Первозванный, а если Владимир, то князь Владимир. Ознакомившись с триптихом из дворца, Кордочкин также предположил, что заказчик не женат — в противном случае использовалась бы семейная икона с изображением покровителей супругов.

Кстати, еще в средние века на Руси существовала традиция писать для властителей патрональные иконы, которые со временем стали размещать в Благовещенском соборе московского Кремля. Это место Путин традиционно посещает после инаугурации.

7. Телефоны

В Геленджикском дворце, судя по всему, установлено оборудование для специальной связи. По крайней мере, на цокольном этаже выделили помещение под названием «связь». Двое предпринимателей, владевших в России крупными гостиницами, сообщили «Проекту», что не могут представить, зачем в отеле на 11 номеров может понадобиться отдельная комната связи. Один из них (мы не говорили нашим собеседникам, о каком объекте на самом деле идет речь) вспомнил, что в прежние времена такие помещения могли использоваться для прослушивания гостей, однако уточнил — современное оборудование позволяет обходиться без отдельной комнаты. Консультант компании, продающей АТС для гостиниц, которому журналист «Проекта» написал под видом заказчика, предложил установить телекоммуникационный шкаф размером 19 дюймов (это чуть больше полуметра).

Крупное оборудование требуется для организации правительственной спецсвязи. Вот что говорил центру « Досье » бывший сотрудник Федеральной службы охраны:

«Многие, может быть, подумали первым делом, что спецсвязь — это прийти и поставить телефончик. К сожалению, не все так просто: у нас оборудование шифрования, у нас каналообразующее оборудование. Чтобы телефон работал, требуется очень много дополнительной техники… И техника у нас, наверное, чтобы ярче и лучше понимать, — это точно половина „Камаза“ в какую-нибудь саму простецкую командировку. А если в командировке объем задач большой, то и весь кузов „Камаза“ — это все техника, необходимая для работы.»

Судя по чертежам, в нескольких помещениях дворца установлены специальные телефоны. Например, в кабинете, который расположен на первом этаже и явно не предназначен для управляющего «отелем».

В этом помещении потолок украшен черно-красно-золотыми орнаментами. Мебель без излишков, но вряд ли предназначена для обслуживающего персонала, пусть даже директора — самый маленький кофейный столик — Roberto giovannini Intagli d'autore 1252 ×

Особый интерес представляет огромный стол Т-образной формы. Дизайнеры уделили ему особое внимание на чертежах, где изобразили не только монитор, клавиатуру, но и сразу четыре стационарных телефона. Более того, на полке снизу они отметили пульт с телефонной трубкой, напоминающий телефон правительственной связи, на кремлевском сленге называющийся «балалайкой». Именно такое сочетание монитора, нескольких стационарных телефонов и «балалайки» можно встретить в любой резиденции Владимира Путина.

В большинстве спален дворца нет никаких аномалий — например, в самой большой из них, с видом на море, можно обнаружить фигурку медведя, отдаленно напоминающего символ «Единой России», который стоит на комоде Provasi модель 1225 Z ×

стоимостью более двух миллионов рублей. Но никаких следов правительственной спецсвязи здесь, как и в других «номерах», нет. Исключением стала относительно скромная комната, с видом на радиовышку. Здесь один телефон расположен в спальне, причем на тумбочке у кровати, а еще три стоят на столе в гостиной. Зачем одному из посетителей дворца сразу четыре телефона? Один из возможных вариантов — здесь должен жить человек, отвечающий за связь кого-то из более важных обитателей.

И еще одно важное помещение наряду со спальней и кабинетом, где стоят много телефонов, — процедурный кабинет на цокольном этаже. На чертежах не обозначено какое-либо оборудование, которым может быть оснащено это помещение. Однако комфортабельная медицинская кровать пригодится и для медицинских, и для косметологических манипуляций.

7 мая начнется уже пятый срок Путина. Но этот человек — уже совсем не тот, что был в предыдущие годы. Раньше его интересовали мирские развлечения вроде стриптиза, казино и комнаты игр. Теперь он окружил себя иконами и картинами смерти . К моменту выхода материала представители Путина, Ротенберга, «Велесстроя», «Студии Эльформа», а также других подрядчиков и поставщиков дворца не предоставили «Проекту» комментарии ×
