Kommersant reported that, according to statistics from the Supreme Court on corruption cases, in 2023 the largest number of people were convicted for bribes in the amount of 10 to 50 thousand rubles.
As the publication notes, this amount appeared in approximately a quarter of all sentences handed down in corruption cases. Kommersant clarifies that in second place were bribes in the form of “non-property services”, in third place were bribes in the amount of one to ten thousand, in fourth and fifth place were bribes over 150 thousand and over a million rubles.
The publication notes that back in 2022, bribes in the form of services ranked third, and at the time the Supreme Court began publishing statistics in 2012, there were only two such cases.
Dmitry Gorbunov, partner at the law firm Rustam Kurmaev and Partners, notes that changes in statistics are related to law enforcement practice and interpretation of the law. As an example, he cites the increase in the number of cases related to the circulation of cryptocurrency, which was not previously considered a bribe.
In turn, anti-corruption expert Grigory Mashanov notes that the statistics published by the Supreme Court do not give an accurate idea of the real crime level. According to him, the results of sociological surveys could be more revealing, however, as Mashanov claims, they are not published.
Kommersant’s source in law enforcement agencies claims that bribes are “a relic of the past.” According to him, today more attention is paid to the declarations of officials. Errors in these documents can lead to litigation or confiscation of property to the state.
