Putin allowed the use of US property in Russia to compensate for damage from the seizure of Russian assets

Russian President Vladimir Putin signed a decree “On a special procedure for compensation for damage” caused by the Russian Federation and the Central Bank of the country “in connection with the unfriendly actions” of the United States. The document is published on the official portal of legal acts.

To compensate for the damage, the combined and immovable property of the USA or citizens of the country owned by their securities, shares in the authorized capital of Russian companies, as well as "property rights belonging to the United States or to the United States" can be used.

According to the decree, the copyright holder from the Russian Federation represented by the state or the Central Bank may apply to the Russian court to establish, as he believes, illegally withdrawing property by the United States. If the Russian court decides that the unlawful seizure of property was committed by state or judicial authorities of the United States, then he must send the collected information to the Government Commission for the monitoring of foreign investment in the Russian Federation.

The commission will determine which property can be used to pay the damage caused "taking into account the principle of proportionality."

• On April 24, US President Joe Biden signed a national security law providing for the allocation of military assistance to Ukraine in the amount of $ 61 billion. It provides for the possibility of confiscating Russian assets in the United States, including a ban on defrosting them, as well as to ensure compensation for Ukraine using frozen assets and their use to restore the country. According to the US Congress, American financial institutions contain $ 4-5 billion assets of the Russian Central Bank.
