The intrigue with sudden resignations in Chechnya received her denouement. Former Prime Minister Khuchiev goes to Moscow, and the former speaker of the Dauds parliament sits in the “shot” position

“We don’t know yet,” the head of the region commented.

And the very next day, when it became known about the appointment of the former chairman of the Chechen government Musclim Khuchiev as an assistant to Russian Prime Minister Mikhail Mishustin, “there was a job” for Magomed Daudov: Kadyrov nominated him as the head of the Chechnya government, on the same day the Chechen parliament unanimously voted for Daudov’s candidacy.

The question is, why was this intrigue needed if Kadyrov’s powers allow him to appoint members of the republican government at any time, including the prime minister, and not to coordinate this with Moscow?

It would be logical to assume that initially the idea was still different and, as our sources confirm, the head of Chechnya still tried to employ not only Muslim Khuchiev, but also Magomed Daudov. It is no accident that the Chechen pro -government publics actively distributed rumors about his allegedly already consisted with the appointment of the head of Ingushetia. This appointment, of course, was in Kadyrov’s hand, as it would strengthen the influence of the Chechen authorities in the North Caucasus region and could potentially lead to the unification of Chechnya and Ingushetia.

Given the shaky position of the head of Ingushetia Kalimatov, who, obviously, will be replaced in September, these rumors had the right to exist.

But with Magomed Daudov, Ramzan Kadyrov did not succeed. According to our source in the FSB in Chechnya, Moscow did not change its attitude to one of the most odious associates of Kadyrov and politely, but firmly refused its promotion. “This has already happened repeatedly, our source noted,” Ramzan tried several times to appoint Daudov as Minister of the Republican Ministry of Internal Affairs, which also requires coordination with the federal center, but each time he received a refusal. ” The reason for this is the tough position of the federals regarding the closest Kadyrov of the Chechen security forces. The lobbying resource of the head of Chechnya, which was clearly intensified during the war in Ukraine, was sufficient to turn the situation in relation to Chechen technocrats, but could not overcome the Veto against Daudov Kadyrov.

Formally, the position of prime minister for Magomed Daudov is an increase. Moreover, formally, according to the Chechnya Constitution, it is the prime minister of the republic that acts as the head of the region for the vacation period, in case of incapacity or death of the current head of the region. The health of the head of Chechnya is obviously deteriorating, in connection with which some journalists and commentators have already christened the new Chechen prime minister “Kadyrov’s replacement”.

But our source surrounded by Daudov claims that he himself evaluates his appointment quite soberly and far from optimistic. Daudov had no illusions regarding the loyalty to him of Moscow (namely there, the fate of the region will be decided in case of the incapacity of Kadyrov).

The new position is not pleased with him either: Kadyrov’s disease was several times complicated by the process of managing Chechnya for a person who is not the blood relative of the head of the republic.

No matter how Kadyrov would like, he cannot transfer power by inheritance. Therefore, the head of Chechnya went the other way and completely shamelessly arranges his children and their husbands/wives in all the key posts of Chechnya, which over the past two years before the eyes of the amazed public and, with the full connivance of Moscow, has turned into a real family corporation.

A genuine cause of all this intrigue sucked from the finger with resignations and appointments in Chechnya was obviously the need to free the post of speaker of the Chechen parliament.

If in September, in the election, one of Kadyrov’s closest relatives will get a deputy and, then, a speaker, then in the hands of the ruling family, full control of the republic will be concentrated not only de facto, but also de jure.

As for Magomed Daudov, he, unlike all his predecessors, went to the most unpredictable Chechen government, in which Nepotism was erected almost to the Absolute and which is already a third (and this is far from the limit) consists of Kadyrov’s direct relatives.

Daudov, accustomed to leading subordinates very harshly, has to deal with ministers every day, which are hereditary princes and princesses who are suitable for children. They do not recognize any other authority, except for their father-Padishah. They cannot be given instructions, they cannot be criticized, they cannot be argued and it is very dangerous to complain about them. Daudov himself (like all the ally of the head of Chechnya, without exception) for decades extolled Kadyrov’s offspring for decades and even wrote about them only in his social networks: “My dear niece, deputy chairman of the Chechen Republic Aishat Kadyrov”, “My dear nephew, Minister of Sports Akhmat Kadyrov”, “My dear niece, deputy head of the administration The heads and government of Khadizhov Kadyrov ”... And now, when his“ dear nephews and nephews ”began to actively intervene in the regional management, Daudov formally turned out to be their boss. In this aspect, his new position looks more “shot” than promising.

In addition, a couple of objective challenges that Daudov Prime Minister will encounter this difficult situation is imposed on this difficult situation:

The lack of experience in working with the federal government and, most importantly, is no longer a compensated lack of education.

Daudov’s predecessor Muslim Khuchiev graduated not only in the Faculty of Journalism of Moscow State University, but also by the Russian Academy of Civil Service, having received the degree of a master of the economy in the RANEPA. Khuchiev was a very experienced conductor of exorbitant budget appetites of Kadyrov. He knew all the necessary people in the Russian government and could justify them with the need to finance the most crazy projects in Chechnya from the federal budget. In addition, Khuchiev was able to civilized the republic at economic events of the federal and international levels.

Unlike Khuchiev, Magomed Daudov has higher education only on paper, because at the time he was to study, there was a war in Chechnya. His real university was a Chechen forest, and his real teachers were Shamil Basayev and Hattab.

Throughout his previous career, “forest” education rather helped Daudov cope with his duties, as it raised extreme cruelty in him. But the strict methods that he used to operate in Chechnya work only in relation to ordinary Chechens. In relation to the heirs of Kadyrov and, especially, federal officials, they are absolutely useless.

Magomed Daudov, who did not see anything but Chechnya in his life (Saudi Arabia is the only country where he was, and even went there exclusively to Hajj), I will have to study everything from scratch. But for this he has neither the time nor the team that you can rely on.
