Moscow. June 4, 2024. 8.15. At the gates of the prefabricated point on Ugreshskaya Street, two dozen people crowded: young guys, some with their parents. Next to them are police officers and the Russian Guard.
Away from the crowd is a man and a young girl. They also came to the prefabricated point, but the person, for which they are here, is already inside. Artyom Galtsin was brought here at night: about 21 hours a policeman came to his house, said that he needed to go to the station and write an explanatory for the military commissariat.
- Artem has bronchial asthma, moreover, heavy. An unprecedented disease, ”says his friend Anton, clutching in his hands a folder with medical documents. - He did not shy away from the service at all, but he went to the military registration and enlistment office with the conclusions of the doctors.
“But there he was recognized as suitable,” adds the girl Artem Vika. She is very excited and at some point begins to cry. - At the military registration and enlistment office, the doctor told him: “So what, what is asthma? I also have asthma. But I work. So you will go to serve. ” He constantly needs medicine. And now he is there without medicine ... He appealed the decision of the draft commission, and the policeman said that you just need to write a piece of paper about it.
But from the police department, Artyom was no longer released home. He was taken directly to the assembly point. “It turns out that they simply lured, deceived,” the girl is indignant, trying to pass the medicines and documents for Artem, which the staff of the prefabricated point stubbornly refuse to take.

In such a situation, Artem is far from one.
The spring appeal to the Russian army began on April 1, and by the end of May, Krasnodar, Makhachkalas and other large cities, alarm signals began to come: the police began to arrange raids on recruitment guys. They are detained on the streets and taken to the military enlistment offices. For tracking, street observation cameras are used. Police take even those young people who dispute the decisions of the draft commissions in the courts. They are called on one day - without waiting for court decisions.
The New Gazeta publishes the stories of four inhabitants of Moscow, who were taken by force or are just trying to take into the army. All of them have documented diseases that exempt from service. They, their relatives and friends tell how the detentions are taking place, how they are treated with conscripts in the police and the military enlistment office. And they directly say that first of all they want to warn other guys.
Natalia, mother of the 20-year-old conscript of Nikita:
The son was taken on May 24 at the exit from the supermarket. He went out, and the police were already waiting for him. They put them in the car and taken to the district department. He only managed to call, say: "Mom, they took me away."
He was recognized by the cameras. It turned out that everyone who does not come on the summons - even for valid reasons, is brought into the hollow base. At the same time, neither information about diseases or information about the contesting of the draft in the courts is entered there. Police simply lower the list of people and instructions to deliver them to the military registration and enlistment office. We took precautions: he did not go to the center, did not go to the subway, but it turned out that it was enough just to go to the nearest store ...
Nikita is 20 years old, and he threw the institute six months ago. Before that, he had a delay: not only by study, but also for diseases with which, as we thought, he would not be called. He has flat feet of the III degree and arthrosis. These diseases are included in the list of exemptions from the service. Everything was proved: fresh X -rays were made in state hospitals, there were conclusions of doctors: a surgeon and an orthopedist.

The first agenda - “to clarify the data” - was sent to him back in April. He went to the draft point on Yablochkov. He sat there all day: from 9 to 22 hours. We conducted a medical examination on which he took the documents. But the doctors did not want to delve into the situation. They found in a single medical system (EMIAS) some kind of X-ray of two-year prescription, looked casually and said: "Good." When he still insisted that he had a fresh X -ray, the doctor said: "Here the leg is worthless." And all.
He was given the agenda for May 16 for sending to the troops.
We decided to sue and filed a lawsuit on April 25. Notified the draft commission of this letter. And they sent a complaint to the military commissariat of Moscow. All three letters were sent on one day, all three letters were received. The court accepted the lawsuit for consideration and appointed the meeting on May 22. Accordingly, Nikita did not go on the 16th on the agenda.
At the first court session, it was decided to attract a third party to the case - the military commissariat. My son was the plaintiff, the draft commission by the defendant, and now they wanted to attract the military registration and enlistment office. Another meeting was scheduled - on June 5.
And on May 24, Nikita was detained. He had neither a passport or medical documents with him. Even the charge on the phone was only 17%. He just went to the store!
I managed to drive up to the police department, brought documents, tried to show that we have courts, that he had medical testimonies, that in fact, everything should be aware. But they did not listen to anything, they simply did not let me go to my son.
I waited for him to be taken out. We talked while he was put in the car. Nikita was taken to the assembly point on Ugreshskaya street. Our lawyer went there. But the lawyer was not allowed there. Parents are also not allowed there, and the conscripts themselves are forced to take phones at the entrance.
We did not know anything about him for a long time. Then it turned out that there you can use button phones, and two guys had them. These guys gave others to call. Nikita said that 60 more of the same guys were detained that day. Moreover, most of them were with unprecedented diseases: with asthma, with an ulcer, someone in the recent past even had a compression fracture of the spine. Our lawyers told them not to sign anything, but the military, according to their son, said they would sign themselves.
Some guys stated that they agreed to go to the alternative civil service (AGS) that they are pacifists, that they would not pick up weapons, but the military told them that they allegedly urgently need to gain a certain number of conscripts, and until this was done, there can be no talk of any talk.
Already on the night of May 25, the guys on two buses were taken to the military unit to the village of Mosrentgen. It turned out that Nikita from the 25th was already listed as ordinary. And on June 2, he was sent to carry out military service in Volgograd. Someone was distributed to the Leningrad region, someone in Murmansk, to Nizhny Novgorod, to Simferopol, to the Rostov region. I do not understand why conscripts are sent to the border regions - after all, it flies to the Rostov region and to the Crimea, there is an auger [special operation].

No, the son admitted the possibility that he would be called. If he was given a medical examination, and he would be suitable if they proved, for example, that he “deceives” - well, let him go to serve. But he was not allowed to undergo an examination.
And of course, I am very disturbed by his health. He should not march, he could not run in physical education at school, jump. But they began to march already on Mosrentgen. His legs began to hurt, and I do not know what will happen next. My youngest daughter is a disabled person, and now I am afraid that my son will come to a disabled person. I am worried that now they are forced to sign contracts. All parents are afraid of this. I said to Nikita: “We need you alive. Do not go for any millions. Whatever they inspire. ” He said that he understands everything.
The son left, but we will seek to be commissioned. We will sue. We will continue to fight for him. This is the fight against the system. And this struggle is very complicated. But I know that there are a lot of such parents, and maybe we can achieve something together.
On the platform, when he was escorted, he was along with his comrades, who were taken in the same way. I could only tell him and the guys to stay together. Keep God them all.
I talk about this to warn other conscripts. Few people know that such raids are taking place. The guys who, with their diseases that are being judged, do not expect them to be seized on the street, they will be brought to the military registration and enlistment office and simply send them somewhere.
I just want them to be on the alert and ... unfortunately, I don’t want to say it, but, unfortunately, that they do not trust our state bodies.
Let them sit at home, let them wait for the ships, let them not walk along the streets. It turns out that it is better to leave somewhere to the trial. Because otherwise it will be very difficult to prove something to someone.
Ugreshskaya street, Moscow. June 4. There is no news from Artem. Vika learns that at the assembly point it is allowed to use button phones, and immediately calls a taxi to the nearest communication salon.
- He all the time after the detention - without medicine. I think that he is already bad, and I just hope that the military will not want to take such responsibility, because everything is possible - up to death, ”the girl says.
She says that with Artem they studied at the same school:
- We have known each other for ten years. Neighboring houses, walks after lessons ... This month will be five years old, as we are together. We meet from youth, just started to get to their feet. In August, they planned to get married, and now ...

In the communications salon, the seller understands why a girl near the prefabricated point buys a button phone. Vika laughs at her words: "Apparently, this is such a test for strength."
Artyom Galtsin is really impossible to call the “slope”: having received the agenda, on May 14 he went to the military registration and enlistment office on Yablochkova Street - he took all the documents proving the disease of asthma. When the military doctors decided that he was still suitable for the service, he appealed this decision to the court and to the military enlistment office of Moscow. The city military registration and enlistment office ordered him to appear to undergo a control medical examination on June 6. But it didn’t get to that: in the evening of the 3rd of Artyom, the police took away, and now he is in a prefabricated point, at the fence of which his bride is on duty.
Employees refuse to take a telephone for Artem, as well as medicines with documents with documents.
Valery Vasiliev, 21 years:
At 16, I received an attributed one, and after that the military enlistment office did not touch me. No agendas came to me, I did not run from anyone. I just have an unprecedented disease: atopic dermatitis. I am affected by a very large amount of allergens, and if an ordinary person has the indicators of immunoglobulin “E” [allergic antibodies] from 0 to 100, then I have more than 700 more than 700. Due to the disease, I am very often covered with red spots that itch and burst: periods of remission rarely last at least a month.
I constantly undergo treatment, use creams, ointments, drugs. I have specialized care products: shampoos, gels. And this is part of my life. I'm just nowhere without them.
At the end of April, representatives of the council began to go to my agendas. But for some reason they always chose the time when I was at work, and only my parents were at home. About three times they came, and in the end I decided to voluntarily go to the call point on Yablochkova Street, being completely sure that they could not call me because of the illness. I brought all the documents, but the doctors at the medical board looked only briefly and put them aside.

They began to examine my body - as luck would have it, there was a period of remission, and there were no obvious manifestations of the disease. Then they said to go for a further inspection, nothing foreshadowed trouble, and in the end I ended up at the head physician. The head physician suddenly told me that according to the results of a medical examination, I was recognized as suitable for military service. And they handed me a summons for sending to the troops on May 10.
I contacted lawyers, began to appeal the decision of the medical board. The military registration and enlistment office sent a new agenda - on May 21. I was told that before that I had to undergo a control medical examination and said that they would send a direction to him. Accordingly, on May 10 I did not go anywhere. The direction did not come and did not come, sent a new agenda - on June 4.
And on May 24 I needed to go to the subway. I got into the car, and after two stations a policeman came to me and demanded documents. So I found out that I was wanted as a conscript.
I was taken to the police room in the subway. I sat there from 14 to 17 hours. They told me: "Now you show the documents [about the disease] - and let's go." But nothing happened. And then they said that we were going to the military registration and enlistment office. The phone was told to turn off, then they gave it to the father who came to the department. They took it to the assembly point to the Ugreshskaya and put it in the room where there were two -story beds - 28 pieces.
I saw a friend there, with whom we went through a medical examination. He said that he was counting on the court - he also had a disease, he was even appointed a meeting, that is, the process of contesting the decision of the commission began, but he was still taken away.
Volunteers are such guys who, it seems, are in no way connected with the military, although they work on Ugrash, they said that they themselves did not understand what was happening: before that, they were delayed 50 a month, and in May everything changed, and at the time they were detained, in the national point there was, relatively speaking, 500 people ... according to volunteers, 1,400 guys in Moscow were in the road.
The next morning we were led for breakfast, and after it I was left alone. All of my room was taken to pass a medical examination, passing lawyers, and they left me. I approached the volunteers, asked what was the matter. They told me: "Wait."
There was some misunderstanding and fear. Because those who are taken away, at least understand what is happening to them. And I'm just sitting in a room with a volunteer.

On the Ugrash conscripts in the room they do not leave alone. You can’t even go to the toilet yourself, because one guy, as they told me, specially fell and hit his head on the tank so that he would not be taken. By evening, we had six. Suddenly, by 21 hours, some important uncle came in, very harsh, and says: “To build!” And none of us was even at the examination! We said about it. Some guy came running-collected our documents. Then at 22 hours again: "To build!" And there we all, except for one, said: “Guys, sorry, the“ Sphere ”tracking system was tested for you. The experiment was. " And again we were handed the summons for those dates that everyone had before. And let go.
That is, of all dozens of or hundreds of people who were with us, only five were released ... And I talked with the guys in the room: all the disease, appeal, courts. But everyone was taken away.
There was even one guy who just walked all day and shook, really shaking, he couldn’t talk to him, he walked all night and did not let others sleep. But he was still put on the bus and taken to the unit.
Lawyers say: do not sign anything, grab the batteries, do not obey orders. But psychologically it is very difficult to do. It only sounds simple, but in reality everything happens like this: if you rest, you are taken into a separate room, where five adults are sitting with you who begin to crush you morally. They say that if you don’t sign everything now, you will go to Magadan. And you will subscribe - you will serve in a great part. There is no assault, but moral pressure is very strong. And if you are not sitting there for the first day, then it is very easy to break. Although I know that there are guys who have been resting for several days on Ugreshskaya, they refuse to sign anywhere-even for breakfast. They are called "refuseniks."
I understand that now I need to seek a medical examination that the military doctors prescribed to me, but to which they can not give a direction. I understand that in the army they will not give me the treatment that I need. And, of course, I understand what the situation is now in the country and the world. I know that the guys are inclined to sign contracts.
I can’t say that the army is bad or good. I can say that I just should not serve, because I'm sick. If I had not been sick, I would go to serve without problems. But according to the law, it should not.
Irina Ugulava, the mother of the 22-year-old conscript Alexander:
In 2018, during sports, his son was injured: he had a knee cup. After that, he was diagnosed with: "post -traumatic bilateral arthrosis." Serious physical activity is directly contraindicated for him, otherwise the cup can fly out again. To avoid this, he wears a special knee pad. He also has sinus arrhythmia, that is, the pulse can fall up to 40 beats per minute. This is all documented.

Саша не уклонист. Он регулярно ходил в военкомат, когда его вызывали: каждый раз из-за проблем со здоровьем комиссия говорила, что он не годен. И когда 20 апреля его вызвали снова, он пошел.
В едином призывном пункте на Яблочкова он оказался в кабинете с двумя хирургами: один помоложе, второй постарше. Дальше со слов сына знаю, что тот, что помоложе, спросил старшего: «Ну что, ставим ему негодность?» А старший ответил: «Нет, пиши категорию Б3 [годен с ограничениями]. По глазам вижу, что годен». Но сказали все-таки пройти еще медкомиссию на Угрешской — в едином сборном пункте.
We did not agree with this decision. Обжалование было подано 16 мая. 22 мая позвонили из военкомата и сказали, чтобы Саша явился для прохождения повторной медкомиссии, но уже на Угрешскую. Мы ответили, что обжалуем решение медкомиссии на Яблочкова, и нам сказали: «Окей, все, мы вас трогать не будем». А 23 мая моему бывшему супругу просто наклеили повестку на дверь: в ней содержалось требование явиться на Угрешскую 24-го числа. Но Саша не пошел, так как у нас была подана жалоба.
24 мая где-то в 16.20 мне позвонил другой сын, Иосиф. Он сказал, что когда заходил домой с покупками, вместе с ним в лифте было двое молодых людей. Он сказал: «Мама, я даже не успел закрыть дверь». Эти молодые люди вошли в квартиру, не имея на то никаких документов. Они прошлись по комнатам, начали смотреть в туалете, заглянули под кровать, открыли шкафы, посмотрели, нет ли там Саши. И еще мне позвонила соседка: она сказала, что пришли из уголовного розыска, разыскивают моего старшего сына.

Естественно, такого поворота событий никто не ожидал. Я подумала, что он что-то натворил. Но в полиции мне сказали, что нет, что он должен явиться на Угрешскую до 19 часов, а если этого не произойдет — его объявят в уголовный розыск. Я попросила, чтобы они не делали этого. Сказала, что мы подъедем, куда нам скажут. И они почему-то сказали, чтобы мы приехали в управу района на улице Трофимова.
Мы приехали туда с сыном. Зашли в помещение, нас встретил молодой человек. Он дал сыну ручку и бумагу и сказал, чтобы тот начал писать заявление о том, что обжалует решение призывной комиссии. Потом через минуту ему позвонили, он забрал у моего сына листок и ручку, сказав: «Поехали, там напишешь». Нас посадили в белый автомобиль и повезли на Угрешскую.
Этот человек из управы сказал, мол, вы не переживайте, ваш сын пройдет окончательную медкомиссию, и мы вам его отдадим. Когда я сказала, что, может быть, нужно какие-то справки распечатать, он ответил, что на Угрешской есть доступ к системе ЕМИАС, где все Сашины заболевания описаны.
В общем, мы подходим к воротам сборного пункта, и тут этот молодой человек — позже я поняла, что это волонтер, — просто отталкивает меня от двери. У сына забирают телефон.
Я начинаю звонить этому волонтеру. He does not answer. Звоню в военную прокуратуру. Мне удается передать Саше кнопочный телефон, и в 10 часов на следующий день он выходит на связь.
В 11 часов приезжает какой-то полковник. Саша звонит и говорит: «Поднялся очень большой шум. Не знаю, что будет». Он сказал, что вместе с ним очень много таких же мальчишек, которых привезли буквально насильно, даже в наручниках. Что у многих проблемы со здоровьем. Затем их начали прессовать, заставляя надевать военную форму. И мальчики, хоть и не хотели, все же надели ее.
Он позвонил мне в понедельник, 27 мая, попросил не расстраиваться. Его распределили в Ростовскую область, в город Миллерово. У меня очень большая тревога из-за того, что он сейчас находится недалеко от границы с Украиной. Были такие случаи, когда туда прилетали дроны и другие снаряды.

Я очень боюсь, что после трех-четырех месяцев ему могут начать предлагать контракт. А сын у меня, я бы сказала, очень доверчивый. Это самое большое, чего я опасаюсь в этой жизни. Это, наверное, самый страшный кошмар.
У меня, к сожалению, много знакомых, которые там побывали, и не все вернулись… Им обещают золотые горы, а мне этого не нужно.
После всего того, что я прошла в эти дни с Сашей, я поняла, что военным доверять нельзя: они говорят одно, а получается другое. И от этого еще страшнее за младшего сына, которому сейчас 17 лет. У него тоже много заболеваний, но, как понимаю, на это никто не посмотрит…
Я продолжаю бороться за Сашу, я подала жалобы во все инстанции. Почему-то я все равно верю, что если достучаться до вышестоящих чинов, то все может получиться…
Rain. 16.00. Вика сидит перед сборным пунктом уже девятый час. От Артема новостей нет, военные по-прежнему отказываются принимать документы, лекарства и телефон для него.
Чтобы укрыться от дождя, она садится под козырек на трамвайной остановке.
Мимо два офицера проводят четверых парней в синей форме. Полминуты ничего не происходит, и вдруг Вика бросается за ними. Она догоняет их и хватает одного за руку. В синей форме идет Артем.
Офицеры разрешают им попрощаться. Вика рыдает, то и дело хватает Артема за форму и пытается увести от военных. Но все понимают, что он уйдет с ними… Через две минуты офицеры говорят, что время вышло.
— Он лишь сказал, что это воздушно-космические войска, что он будет служить в Твери, — говорит она сквозь слезы. — Сказал, что к нему можно будет приезжать по выходным и что по выходным его будут лечить. Вчера был дома, а теперь… Но он действительно не может жить без препаратов. Он пользуется ими все время. Без них не может полноценно вдохнуть!
И добавляет: «Ему не идет синий цвет. No. Я буду за него бороться».

Людмила Трифонова, адвокат:
— Главная особенность этого весеннего призыва в том, что суды практически не накладывают мер предварительной защиты в отношении юношей, которые оспаривают решения медицинских комиссий. То есть их задерживают и отправляют в армию, не дожидаясь решения суда. А сами суды либо постоянно откладываются, либо, наоборот, проходят очень быстро и подтверждают решения призывных комиссий. Очень редкими стали случаи, когда человека удается «отбить».
Second. Ребят массово объявляют в розыск (как минимум в Москве) и отслеживают с помощью городских камер наблюдения, после чего задерживают в общественных местах.
В этих условиях как юрист рекомендую призывнику первым делом написать доверенность на кого-то из родных или адвокатов, в которой отдельно прописать право на представление ваших интересов в воинских частях, военкоматах и, для Москвы, в едином призывном и едином сборном пунктах. Если вас признали годным к военной службе, но вы не согласны с этим — оспаривайте решение призывной комиссии в военном комиссариате региона и обращайтесь в суд. При этом очень желательно самому никуда не ходить (особенно в Москве из-за камер), а действовать через доверенных лиц.
Если вас уже доставили на Угрешскую улицу в Москве или в сборный пункт в вашем регионе, пытаются на вас давить, заставить надеть военную форму — помните, что все зависит от вашей стойкости.
Отказывайтесь от их предложений, если не согласны с присвоенной категорией годности. Требуйте вызова начальника сборного пункта, настаивайте на наличии заболеваний и вызывайте скорую, требуйте назначения контрольного медицинского освидетельствования в больнице. Важный момент: имейте с собой кнопочный телефон без выхода в интернет. Потому что смартфон отберут, но с помощью кнопочного телефона вы все равно сможете поддерживать связь с родными и юристами. Давайте свои кнопочные телефоны тем призывникам, у которых их нет, держитесь вместе. Только эта стойкость, знание закона и способность отстоять свои права могут вам помочь на сборном пункте.
