Huge spending

The Central Election Commission published the financial reports of parties for 2023 on May 31, 2024. The Ministry of Justice in Russia registered 25 parties. Four of them, according to reports, did not spend a penny in 2023.

The first two are the “Democratic Party of Russia” and the “Party of Progress”. They are connected with political strategist Andrei Bogdanov. He created, headed or leads many parties that behave in the elections as spoilers. For example, he renamed his party “Civil Platform” to the “Party of Progress”. This prevented the policy of Alexei Navalny in 2018 to receive an official status for his party of the same name.

Another - "Party for justice!" (Parzas). It arose in 2012 and acted as a spoiler of the Party of Folk Freedom (Parnassus), whose co-chair was the former Deputy Prime Minister of Russia Boris Nemtsov.

The latter is the “Party of Direct Democracy”, known as the “Party of Tanchiks”. It was created by the Director of the Game of World of Tanks Vyacheslav Makarov on the eve of the elections to the State Duma of 2021. The expenses of United Russia are almost twice as much as the total expenses of all other parties combined - almost 10 billion rubles. This, for example, exceeds the budgets of some regional centers of the North-Western Federal District: Veliky Novgorod (9.3 billion rubles ), Pskov (8.4 billion rubles ) and Naryan-Mar ( 1.4 billion rubles ).

The main one is from incomprehensible funds

The annual reporting of the parties lists donations from legal entities (exceeding 300 thousand rubles), from citizens (exceeding 100 thousand rubles), entrance and/or membership fees (the total amount of which exceeded 100 thousand rubles per year), spending on various transactions with legal entities (exceeding 300 thousand rubles per year), individual entrepreneurs (exceeding 20 thousand rubles per year per year per year) year) and citizens (on the basis of civil contracts).

From the federal budget "United Russia" in 2023 received 4.3 billion rubles. This is almost half of all revenues. This money goes for votes of voters - 152 rubles each annually for each vote in the last elections to the State Duma, as well as at a time of 152 rubles for each vote given for a presidential candidate nominated by the EP.

Voters of the North-Western regions of Russia, following the results of the elections to the State Duma of 2021, gave United Russia 243 million rubles annually.

A significant part of the money of United Russia comes from opaque funds created by party members in almost every region. How these funds are filled is unknown. 11 of them, registered in the NWFO, donated 273.6 million rubles in 2023.

Of the commercial companies donating EP, ten are registered in the Arkhangelsk region and St. Petersburg, and one at a time in the Komi and the Pskov region. In total, they all donated 338.3 million rubles.

The largest donations listed five St. Petersburg companies: the Bureau of Infrastructure Decisions, the Renaissance, Nevatransproekt, the R-Industry Corporation and its subsidiary of the R-Vostok. All of them are large Russian Railways contractors and transferred 43.3 million rubles each. Also, 40 million rubles were donated by the Contact Network Materials registered in St. Petersburg. It is also associated with Russian Railways. It is characteristic that The Insider, studying the reporting of EP in 2021, came to the conclusion that the main party donors are just large Russian Railways contractors.

It is known that the mentioned Nevatransproekt in 2022 was fined for a bribe of 11 million rubles to the head of Transbaikalzhldorproekt. It was about engineering surveys at the training ground of the Trans -Baikal Railway. The head of "Transbaikalzheldorproekt" was sentenced to 7 years and 6 months of a maximum security colony.

In addition, the EP was given money by St. Petersburg companies as VTS (supplies medical equipment; the amount of donation is 28 million rubles), “AgroStroy” (builds greenhouses, including for Group of Generals “Rost” ; the amount of the donation - 6 million rubles), “Avangard” (produces moist cloths and microfiber products; the amount of donation - 1.5 million rubles). Initially, the last company was registered in St. Petersburg, but moved to the Leningrad region.

Finally, the Mistral company. It arose in St. Petersburg in 2011 and controls real estate. Then it was re -registered in the Arkhangelsk region, and then in Murmansk. The company's ownership, in particular, has commercial objects in Severodvinsk (101 Lomonosov St.) and Arkhangelsk (Karl Liebknecht St.).

The organization transferred 500 thousand rubles in 2023 United Russia. Mistral belongs to the family of the former deputy of Arkhangelsk and the parliament of the 29th region of Alexander Grachev: his mother and son Vladislav. The politician himself died in 2010, and his son in 2023 was elected a deputy of Arkhangelsk from EP.

Pomeranian money

Among the Arkhangelsk companies that sponsored the party in power in 2023, and involved in crime are also found. So, the largest Arkhangelsk donor EP was the Stroyuniversal enterprise. It is engaged in construction work mainly on social facilities and has an impressive portfolio of state contracts for 6.6 billion rubles.

The organization is associated with the family of the former deputy of the parliament of the Nenets Autonomous Okrug from the YP Alexander Kolybin. He is the former general director of the company. In 2021, the prosecutor's office of the Arkhangelsk region reported that Stroyuniversal was fined 10 million rubles for a bribe an employee of the Federal Tax Service. In 2022, Kolybin was condemned and fined in this case. As a result, he refused the mandate.

Two more Arkhangelsk companies that sponsored “United Russia” in 2023 - “Trest of the Canteen” and “Belomorye 2021”. They are connected with local entrepreneur Julia Fedorova. A criminal case was opened against her a few months ago on charges of a million embezzlement from the budget.

The Trust Canteen supplies food to medical and social institutions of the region. The company transferred the party to 4 million rubles. Fedorova belongs to half of this enterprise. Until recently, the entrepreneur worked there as a general director.

Belomorye 2021 LLC owns the sanatorium Belomorye and transferred the EP of 600 thousand rubles. The owner of this company is the business partner of Yulia Fedorova Vitaly Drizgalovich. The echo of the Echo of the North called it the commercial director of the Trust Canteen, and Fedorov by the real mistress of the sanatorium. Before the presidential election in 2024, the authorities of the Arkhangelsk region held a local history quiz, promising expensive prizes. Belomorye was one of the companies that provided such gifts.

A few more Arkhangelsk companies that acted as sponsors of United Russia are associated with local deputies. So, the company “Crossing”, which donated 5 million rubles, belongs to the regional deputy Irina Frolova. The company is engaged in transportation by water transport.

A large enterprise in the field of road construction "Sevsadorstroy" is controlled by the former deputy of the regional parliament, Alexander Nechaev. In 2021, the publication 29.ru, his son, general director of the company Ilya, was suspected by the fact that he did not pay taxes for 29 million rubles. "United Russia" "Sevazorzdorstroy" transferred 3 million rubles.

Another company is Miro. She transferred 2 million rubles. The company runs real estate and belongs to the regional deputy Boris Klimov and the mother of the former State Duma deputy Dmitry Yurkov Galina. All of them are connected with the former deputy of the Arkhangelsk region Sergey Moiseev, about which the Chronicles. Media wrote .

The next company is Rent-Nord. This is one of the co -owners of the European Parliament shopping center. The company transferred EP a million rubles. Sacrifiers from Pskov and Komi

The Pskov "Plant of Electrical Engineering" transferred almost 3 million rubles to United Russia. Recently, the company has become the largest taxpayer of the region. The plant hides the owners, but it is associated with the family of the State Duma deputy Alexander Kozlovsky, who himself once worked as the general director of the enterprise.

At the same time, Promtekh-Invest is actively supported by regional authorities.

Generous citizens

Large sponsors among citizens were found at the United Russia in the NWFO. Most of them in the Arkhangelsk region: entrepreneur Sergei Khudyakov transferred 11.1 million rubles, acting Chairman of the "Federation of Trade Unions of the Arkhangelsk Region" Sergey Savochkin - 2.5 million rubles, which re -elected in 2023 in the regional parliament one of the richest deputies Mikhail Analiani - 1.5 million rubles. It belongs to the Cyprus offshore, which St. Petersburg courts associated with entrepreneur Viktor Smirnov. Activists and political technologists on salaries

The expenses of “United Russia” are not only rental, payment of attributes or repair of party property, but also salaries of heads of local departments, activists, political strategists and even deputies.

So, in the Arkhangelsk region, the work of the assistant deputy Mikhail Anvaliani Andrei Korolkov was paid. For the "organization of the subbotnik" in the spring of 2023 he was paid 520 thousand rubles.

Almost 300 thousand rubles were earned by the assistant to the State Duma deputy Alexander Spiridonov, the head of the Primorsky local branch of the YP Alexander Frolov, the executive secretary of the Arkhangelsk branch Nina Lutsenko and the deputy head of the regional executive committee Artyom Dokuchaev.

More than 600 thousand rubles in 2023 received from the party budget the former deputy chairman of the regional executive committee and the chief of the pro -government newspaper "Arkhangelsk - the city of military glory" Yevgeny Udalkin. At the end of 2023, he was accused of wasting and appropriated the money of this publication. Now the criminal case of Udkin is considered in court.

In the Nenets Autonomous Okrug, “activists” live for the party account: the coordinator of the “Immortal Regiment” Konstantin Yermolin (300 thousand rubles), student activists Julia Denisova (60 thousand rubles), Alisa Gabdrafikova (50 thousand rubles) and Taisa Magomedova (150 thousand rubles).

More than a million rubles in 2023 in United Russia were earned by the deputy chairman of the parliament of the Nenets Autonomous Okrug and the head of the YP faction Anatoly Kurlenko. It is characteristic that he cannot receive a salary as a deputy, since he is engaged in business.

Also in the NAO, more than 100 thousand rubles from the EP received one of the heads of the regional branch of "Fair Russia" Nikolai Shustrov .

The Pskov region also pay for the work of young activists. So, more than 600 thousand rubles were received by the chairman of the youth parliament of the region, Ekaterina Rosolovskaya (Lomanova).

In St. Petersburg, they did not forget about political strategists. So, more than 200 thousand rubles from the party budget received Yaroslav Ignatovsky. The Kommersant newspaper wrote about it in 2018 as a coordinator of the project to interfere in the elections of some African countries. The money for this was supposedly given by the creator of the PMC Wagner Evgeny Prigozhin.

Almost a million rubles were received by the former adviser to the former ex-gum, the Pskov region, political strategist Alexander Seravin Stanislav Kukarstsev. Now he is going to be elected by the municipal deputy of the Litee District in St. Petersburg.

The former employee of Simferopol "Komsomolskaya Pravda" and "RIA Novosti" Sergey Zhabin was received by more than 100 thousand rubles. He calls himself a "journalist, propagandist."

Finally, the company of the former deputy of the municipal district of Izmailovskoye Pavel Semenov “Game” received almost 500 thousand rubles. Several years ago, this company was convicted of parking collusion in the municipal procurement market.

United Russia, noted by the Kommersant newspaper, is the only parliamentary party, in which more than half of the income comes at the expense of donations, and not from the state budget. Many sacrificers, however, were “with a shower” and billions of state -owners.
