Thanks to the enlarged numbers on rental scooters, 135 times more violations were detected in Moscow this season than last year. At the same time, 55 thousand violators were fined, and another 80 thousand people were blocked by kick-sharing operators. This was reported by the Moscow City Hall Department of Transport, as reported by RBC. Last season, only a thousand violations were detected, they noted.
The Department of Transport stated that the experiment of installing large number plates on rental scooters has proven to be very effective. "Reading by cameras has become faster and easier, as has establishing responsibility for violations. Therefore, in the near future, such numbers will appear on all rental scooters and bicycles, as well as on courier electric bicycles," the department specified, recalling that from October 1, number plates will become mandatory for all personal mobility vehicles (PMV) used by couriers.
Scooter rental users found to be breaking the rules are punished by kicksharing operators. Thus, a fine or account blocking can be received for riding two people on one scooter, illegal parking, driving a scooter while intoxicated, causing an accident or riding on the roadway where there are bike paths.
In April, a bill on regulating the SIM was introduced to the State Duma. It proposes the introduction of administrative fines, in particular, for driving a SIM while intoxicated and refusing to undergo a medical examination of up to 30 thousand rubles, leaving the scene of an accident - up to five thousand, speeding from 800 rubles to five thousand.
The government supported this bill, but demanded that it be revised in terms of correlating the size of the proposed fines with the degree of social harm of the offenses.
