In December 2023, the IOC allowed Russian and Belarusian athletes to participate in the Olympics as neutrals in individual competitions.
The International Olympic Committee had previously recommended allowing athletes from Russia and Belarus to participate in the Olympics under a neutral flag if they did not support the war in Ukraine, did not violate the World Anti-Doping Code, and did not have contracts with the army or state security agencies.
After this, the International Gymnastics Federation allowed Russian and Belarusian athletes to participate in the competitions in neutral status. The International Swimming Federation made the same decision.
In October, the IOC suspended the Russian Olympic Committee "until further notice." The decision was made because of the inclusion of sports organizations from the occupied territories of Ukraine.
