The New York Times published a draft peace treaty between Russia and Ukraine, which was the result of negotiations between the parties from February to April 2022, but in the end was never signed.
Journalists claim that they received documents from Ukrainian, Russian and European sources. Their authenticity was confirmed by the participants in the negotiations and close to the topic of the person. Among the documents are the draft agreement between Russia and Ukraine dated March 17, 2022 in English, the communique following personal negotiations in Istanbul dated March 29 and the draft agreements of April 15 (both are in the original in Russian).
According to NYT, Russia during negotiations initially achieved that Ukraine recognizes Crimea part of Russia. According to the agreement of April 15, both parties agreed to exclude this issue from the contract, leaving Crimea under the Russian occupation, but not recognizing in Ukraine.
Documents studied by journalists also show that both parties discussed:
Armament levels
Conditions of potential membership of Ukraine in the European Union
Ukrainian laws on language and culture that Russia wanted to cancel
At the same time, representatives of Ukraine proposed to refuse to join NATO and recognize part of the territories occupied by Russia. But they refused to recognize Russia's sovereignty over them.
Russia wanted the sanctions imposed from 2014 to be lifted from it, so that Kyiv gives way to the entire eastern region of Donbass and recognize Crimea part of Russia. Moscow also demanded, according to the documents studied by NYT, so that “glorification and propaganda in any form of Nazism and neo -Nazism, the Nazi movement and the related organizations, including the holding of public demonstrations and processions, the construction of monuments and memorials” and the name of streets and settlements were banned in Ukraine.
According to journalists, the main disagreements between Russia and Ukraine arose about the guarantor states that will have to help Kyiv in the event of a second attack-among them the UK, China, Russia, the USA and France.
NYT recalls that the Ukrainian delegation met with the Russian in Belarus just a few days after the invasion of the Russian Army into the territory of Ukraine.
In early March, the theses from the 17-page draft agreement between Russia and Ukraine of April 15, 2022 published The Wall Street Journal.
Earlier, Vladimir Putin for the first time publicly called the conditions for the end of the war in Ukraine and threatened Kiev and his allies, that over time, the demands of Moscow could change. This happened on the eve of the peace summit in Switzerland, in which Russia and China will not take part.
Putin said that for a start of peace negotiations, Ukraine should withdraw its troops from the Donetsk, Lugansk, Zaporizhzhya and Kherson regions, and within the administrative borders of these regions at the time of the Ukrainian collapse after the collapse of the USSR.
Putin said that Russia does not want to freeze the conflict, but intends to finally stop the war. In order for this to happen, Ukraine, according to the Russian leader, must abandon plans to join NATO and have a “neutral, non -block, miraculous status”, as well as ensure Russian -speaking rights, undergo “denunciation”, “demilitarization” and “adoption of new territorial realities”.
In addition, Putin said that agreements on the peaceful settlement of a military conflict in Ukraine should be recorded by international treaties. They should prescribe the lifting of sanctions from Russia. Putin did not provide any guarantees that Russia will not begin a new war.
