All three are purely civilian people who have never related to the army. According to RBC, Gornin will oversee the issues of financial support for the Russian army, Fradkov will take up property, and Tsivilev will be responsible for the social and housing support of war participants in Ukraine. In this area, she already has extensive experience: since 2023, that is, from the moment of its founding, she has been led by Putin's decree by the Defender of the Fatherland Foundation.

Such a personnel update fits into a tendency to replace the stooped environment of Shoigu with civilian officials. "Psychiatrist from Ivanovo"

The world recognized the world that Anna Tsivilev, in the girlishness of Putin, was the cousin of Vladimir Putin only in January 2022, when the Tsivilev was already an independent and very famous figure, owned a control package of shares of a large coaling company Kolmar, and her husband led the Kemerovo region.

The alleged kinship was discovered by the journalists of the Agency publication, who studied the biography of Vladimir Putin, which was then written in 2003, written then by the little -known correspondent of Izvestia Oleg Blotsky. The investigators found that Putin has a cousin-urologist Evgeny Putin, whose daughter is the name of Anna. In the same place, in the 2003 biography, a family photo was given: Vladimir Putin, his parents, cousin Eugene, his wife Diya and their daughter Anna, who, like two drops of water, looks like Anna Evgenievna Tsivileva.

The official biography of Putin-Zivileva, which is published on the website of the Defenders of the Fatherland Foundation, as if confirms this identity. It says that Anna was born on May 9, 1972 in a family of surgeons from Ivanovo. There she graduated from the Ivanovo State Medical Academy with a degree in psychiatrist and in 1996 went to work in the Belgorod Regional Psychiatric Hospital.

As the “agency” managed to find out, in the 1990s (the exact year is not called) Anna Putin married an narcologist Lev Loginov, who still takes patients in Ivanovo, and took his last name. But her own work in the hospital was short -lived, and the traces of Dr. Loginov are lost. Probably, the couple broke up at the beginning of the two thousandth, when Anna left her hometown.

In the very beginning of the 2000s, when Putin first became president, the whole family of his cousin, including Anna, moved to Moscow. At the same time, Anna herself said goodbye to the white robe: since 2001, she has been working as a manager in the Medteksnab association of the Federal Agency for Health and Social Development, which is engaged in the supply of medical equipment. A year later, it became the marketing director of Digimed, which also engaged in the supply of medical equipment. There she will work until 2014.

In parallel, the future “first lady” of Kuzbass was educated at the University of Friendship of Peoples with a degree in Health Organization and the State University of Management in the Specialty “Management”. In these years, she met Sergei Tsivilev, a former sailor and still not a very promising businessman. In 2007, they got married. Coal and power

In 2012, Tsivilev became the deputy chairman of the board of directors of the Kolmar group, which mined coal in Yakutia. At this point, the controlling stake has just been in the hands of Gennady Timchenko, who was considered a close friend of Putin. Over time, Timchenko retired, and 70% of the shares of Kolmar Criminal Code concentrated in the hands of Tsivilev. According to the investigators, Timchenko sold his package to Tsivilev for a “symbolic amount” (the figure is not named). In 2014, the latter became the general director of the group. Under Civilev, Kolmar quickly grew up and received a lot of preferences.

According to the Agency, over 10 years the enterprise entered the TOP-20 of the largest coal miners in Russia, and the state invested in the "coal empire" of the Cyivals of 11 billion rubles, not counting tax benefits.

In 2018, Sergei Tsivilev switched to the civil service, taking the post of deputy governor of the Kemerovo region in industry, and transferred his stake in Kolmara to his wife.

Only three weeks later, Kuzbass and all of Russia were shocked by the tragedy: the Kemerovo shopping center “Winter Cherry” burned down. 60 people were killed in the fire, most of whom are children. Tsivilev himself came out to communicate with the angry relatives of the victims and injured, who tried to calm the townspeople, and during the next speech he even knelt and began to ask them for forgiveness, which clearly shocked the audience. The result of the tragedy was not only dozens of dead and national mourning, but also the resignation of the aging and longly unpopular governor Aman Tuleyev.

His place was taken by Tsivilev. He quickly got used to a new role and was noted by the very authoritarian management style. However, in the region, many believe that Tsivilev is not alone. The real mistress of the region was Anna Tsivilev, experts and journalists are sure. So, in the report of the Rain television channel, it is stated that it was Anna Evgenievna who was giving instructions to the local media about what could be written and what could not. In the same plot, the local activist Stanislav Kalinichenko said that the “first lady” consistently created the image of “social activists and philanthropists” for herself, but in fact, it was she who “leads in their pair”, and the governor himself is popularly considered a henpecked. The information that the governor’s wife played an important role in the regional management was confirmed by other media. Despite the prestigious awards and high ranks, the failures of Tsivilev still happened. So, in 2020, in the midst of the pandemic, she decided to support doctors and gave them packaging of “3 in 1” coffee and cheap cookies. The Chairman of the Council reported on his act on Instagram:

“Doctors and medical personnel in the context of the Covid-19 pandemic work with colossal psychological and physical overload, literally for wear. They are fighting daily for the lives of their patients. Our council, together with the good deed Foundation, again supported people of a noble profession. For doctors of the regional hospital, we handed over tea and coffee sets, postcards with health wishes, ” said Tsivilev.

In social networks, the "philanthropist" was criticized. Users were outraged that instead of solid gifts and cash prizes, doctors got penny products from the local discounter. Tsivilev reacted to criticism of an angry post, in which she accused her subscribers of persecution:

“In this difficult period, when negative reviews are poured addressed to doctors working on the verge of human capabilities, those who begin to gloat and write even more negativity! What are you doing? Do yourself how your conscience tells! And we ask our employees, partners, sponsors and wards to leave without your teachings, ”she wrote.

But the Kuzbass family of the Tsivilevs, who had hidden their kinship with Vladimir Putin for many years, turned out to be few, and now they conquer the peaks of a federal scale. Since May 2024, Sergey Tsivilev has held the position of Minister of Energy in the Russian government, and his wife, who made a name for charity projects in the Kemerovo region, quickly forgot about children and has been involved in the problems of the Russian-Ukrainian war veterans in the framework of the Defender of the Fatherland, which, according to European officials, “plays an important role in an aggressive war against Ukraine”. Within the framework of the military department, the activity of TsIiveeva must be acquired by a completely different scale. Tsivilev herself does not hide that every day of the war breaks the fate of many people, including a soldier, and she has a good edge:

“We have such statistics: 20% of the returning people need to help medical psychologists and psychiatrists - sometimes even a medical treatment,” said Tsivilev on the first day of her work as deputy minister of defense. Probably, Anna Evgenievna will have to remember about the white dressing gown.
