A new Constitution has been written for Russia

Scientists Grigory Yudin, Evgeny Roshchin and Artemy Magun have written a new Constitution for Russia. Its draft is published on the website of the Institute of Global Restoration. All three authors are employees of the institute.

The draft Constitution proposes to rename Russia into the Union of Russian Republics. According to the document, the state language is recognized as Russian, but each republic should have the right to establish an additional state language.

The document prohibits those who have "other citizenships" from being elected and holding positions in government bodies. Such appointments must be made by drawing lots and elections, which can only take place using paper ballots.

“Conducting elections at home, outdoors, electronically, or in any other form than the above is prohibited,” the document says.

According to the new Constitution, a republican form of government must be established in the Union of Russian Republics, and “fundamental freedoms of citizens must be observed: freedom of speech, freedom of assembly, including peaceful protest demonstrations, and freedom of religion.”

The authors also propose creating a Federal Committee on Mass Media Affairs, which should monitor "the principles of balanced representation of political interests, fair and impartial coverage of events and processes in the media." The body has the right, in particular, to participate in the appointment of media executives and to decide on the suspension of a media license until a court decision.

In addition, the authors of the document proposed making all judges irremovable and inviolable. "The powers of judges at all levels are terminated only in three cases: upon reaching the age of 80, in the event of voluntary resignation, and as a result of impeachment," the document says.

At the same time, the authors of the Constitution reserve the right to revise it “at any time at the initiative of any of its founders – any of the Republics or the people of the Union.”

Another body proposed by the authors of the document is the Council of Ephors. It should include five "highly authoritative citizens" who have received international recognition. Among their powers is to hold a referendum to remove the president or the prime minister from office if they try to usurp power.

The proposed draft Constitution was commented on by several political scientists, in particular Ilya Matveyev called the document a hybrid of Athenian democracy and the Roman Republic.

Lawyer Mikhail Benyash stated that the document “mixes up horses, people, tobacco excise taxes, republican courts and… the ‘Council of Ephors’.” At the same time, according to him, the authors forgot about some basic human rights.
