The opposition group Congress of People's Deputies has called on NATO to support a campaign of assassinations against supporters of Vladimir Putin's regime, The Times reports .
According to the publication, more than 60 politicians who previously served in the Russian State Duma met in Warsaw from June 21 to 25 to discuss a plan to overthrow the Russian government. Participants in the "Congress" proposed a strategy called the "Victory Plan," which includes expanding the sanctions regime and increasing arms supplies to Ukraine.
Politicians argue that the only way to achieve a change of power in Russia is by force. Their proposed plan says that European countries are "obliged" to encourage "revolutionary actions" inside Russia.
"The Kremlin has already unleashed a massive bloodbath that is killing hundreds of Russians daily on the front lines, as well as numerous Ukrainians, both military and civilian. Therefore, the use of force against Putin's killers, their financiers and propagandists is morally justified... and necessary for victory," the document says.
The politicians intend to present their plan at the 75th NATO summit in Washington in early July. The Times emphasizes that NATO leaders have previously expressed little support for the ideas of the "Congress." In addition, as the publication writes, the propaganda of violence and the previous ties of the "Congress" members to the Russian political system have led to skepticism and disapproval of the organization's activities among other opposition factions.
As The Times notes, former State Duma deputy Ilya Ponomarev said at a meeting of the "Congress" in Warsaw that overthrowing Putin is the only way to end the war in Ukraine. He also added that the National Republican Army (NRA) could call on thousands of partisans in Russia to take up arms.
The Congress of People's Deputies was created in November 2022. It includes 106 former State Duma deputies who oppose the war in Ukraine and the Putin regime. In addition, according to The Times, the Congress allegedly includes several current deputies on an anonymous basis. The association acts as the political wing of the Freedom of Russia Legion.
