FSB given access to conscripts' documents

Federal Security Service employees have been given the opportunity to study the personal files of conscripts who are applying for compulsory military service in the agency. This is stated in a decree of the Russian government dated June 25.

The document amends the resolution “On approval of the Regulation on the selection of citizens subject to conscription for military service under contract, as well as citizens entering military service under contract, to perform special military service duties.”

The resolution states: “The Federal Security Service agencies participate in the selection of citizens subject to conscription for military service, to perform special military service duties in the Federal Security Service agencies, including by obtaining access to documents on such citizens.”

Earlier, Vladimir Putin updated the FSB regulations and allowed the service's employees to participate in the selection of conscripts. "For the purpose of staffing the security agencies, [the FSB] participates in the selection of Russian citizens subject to conscription for military service," the decree stated.

As TASS notes, in December 2023, Putin signed a law allowing for compulsory military service in the FSB, in particular in the border troops. Before that, it was only possible to join these units under a contract.

In addition, in May of this year it became known that the FSB and several other agencies were instructed to recruit defendants in criminal cases for the war in Ukraine. Special service employees must offer suspects and defendants to sign a contract with the Ministry of Defense in exchange for the suspension and subsequent termination of the criminal case. Before that, investigators were given such powers.
