Russia to Allow Marriages Without Passports

Deputy Prime Minister Dmitry Grigorenko has instructed the Ministry of Justice, the Ministry of Digital Development, the Federal Tax Service (FTS) and the Center for Biometric Technologies (CBT) to develop a service for concluding a marriage using biometrics without using paper passports. This was reported by RIA Novosti.

The instruction states that a roadmap should be prepared during the development of the service, which will, in particular, outline the stages and timing of the service launch. In addition to marriage, the service will allow changing a name, establishing paternity, and using other registry office services without presenting a passport.

The service implies that identity verification will be carried out using the Unified Biometric System (UBS). At the same time, the possibility of using the services of the Civil Registry Office using a passport will remain.

As RBC writes , in January of this year, the first marriage was concluded in Russia using biometric data. This happened within the framework of the exhibition-forum "Russia" at VDNKh.

"The latest technologies helped to cement the union of young teachers from the Voronezh region - Roman and Darya Babaev. During the ceremony, the newlyweds confirmed their identity without presenting any documents - using a tablet," representatives of the Central Bank of the Russian Federation said at the time.

The publication notes that the Unified Biometric System has been used in Russia since 2018. To confirm their identity, the user must upload their photo and voice recording. Currently, the Unified Biometric System is used in the areas of financial services, healthcare, education, e-commerce, and government services.

Earlier, the State Duma proposed introducing mandatory moderation before starting the divorce procedure. Officials want to borrow this rule from Azerbaijan. In addition, in June of this year, the Russian Ministry of Finance proposed increasing the cost of divorce by eight times.
