Russian citizen used cancelled passport for six months

Activist Alexander Kim said that his internal Russian passport was cancelled. Mobile operators and banks noticed the authorities' decision earlier than Gosuslugi. Thanks to the delay on the part of the service, the activist, according to him, continued to use the document for another six months.

The problems began in August 2023. The Beeline mobile operator asked to clarify passport details. Alexander Kim did this through State Services, but in the fall the request was repeated. At the same time, pop-up notifications began to arrive from the applications of banks where the activist had accounts. The banks asked to come to the office in person. By this time, Alexander was already living in exile.

State Services notified him that the passport had become invalid only at the beginning of 2024. However, the activist assured that he had managed to order and successfully receive certificates of no criminal record through this service several times since then. The functionality of mobile offers, “where registration was by passport,” Kim specified, was partially preserved.

Alexander is a blogger and activist originally from Novosibirsk. For the past six years, he has specialized in protecting the rights of labor migrants from Central Asia.

On July 16, the human rights project "Ark" reported that the Russian authorities had cancelled the internal passports of at least nine citizens of the country. On July 11, it became known about similar problems with the founders of the "Omsk Civil Association" recognized as extremist, Daniil Chebykin and Richard King. On July 15, Arkhangelsk journalist Olesya Krivtsova learned about the cancellation of her passport - the girl emigrated from Russia after she became a defendant in a case of "discrediting the army" and "justifying terrorism."

It is impossible to replace a Russian internal passport abroad; the law requires a personal visit of a citizen of the country to the police department at the place of registration. For example, Daniil Chebykin said that an employee of the Russian embassy, ​​where the activist went, recommended that he return and "solve his problems in his homeland."
