Naturalized Russians may be required to serve in the army for two years

The State Duma will prepare amendments that will allow foreigners who have received Russian citizenship to be called up for two years instead of one. The document is expected to be adopted before August 5, when the deputies go on vacation.

The Chairman of the lower house of parliament, Vyacheslav Volodin, also proposed working on amendments that concern the registration of migrants for military service. It is assumed that this will become a condition for obtaining citizenship, and the procedure will take place simultaneously with obtaining a Russian passport. The parliamentarians also plan to raise the draft age for foreigners.

Deputy Chairman of the State Duma Irina Yarovaya, head of the Defense Committee Andrei Kartapolov, head of the Information Policy Committee Aleksandr Khinshtein, and first deputy head of the United Russia faction Dmitry Vyalkin began working on the amendments.

At the same time, the State Duma asked Prime Minister Mikhail Mishustin to allow the Ministry of Internal Affairs to place foreigners awaiting deportation from Russia in cells for administrative detainees. The rules for equipping such premises do not necessarily include video surveillance, which means this creates the preconditions for torture, human rights activist Valentina Chupik told The Insider.

Several days ago, the head of the Investigative Committee, Alexander Bastrykin, proposed that the State Duma adopt a law allowing Russian passports to be issued only to those who have registered for military service. The Investigative Committee recommended sending "naturalized citizens" to the war in Ukraine "as a matter of priority" for the sake of "expanding the base for manning troop groups."

At the end of July, the State Duma adopted a law on a new regime for foreigners to stay in Russia. The document gives the police the right to make a decision without a trial on the expulsion of people whose documents have expired or who have been accused of committing crimes. Since February, the State Duma has been considering a bill to increase the draft age for new Russian citizens from 30 to 50 years.

Currently, about 25 bills on tightening migration legislation are under consideration by deputies. The package was introduced to parliament shortly after the terrorist attack at the Crocus City Hall center near Moscow.
