These could be decrees on pardoning political prisoners who have been transferred from Russian colonies in an unknown direction in the last few days. In the same way, for example, decrees on pardoning prisoners for war and decrees on pardoning 52 women by March 8 in 2024 were classified. Six decrees were enough for this, Mediazona noted at the time.

Despite reports of nine prisoners being removed, Putin signed only seven decrees on July 30. However, as with the women pardoned on March 8, several people can be named in one secret document.

Among those transported is American citizen Paul Whelan, as well as two people with dual citizenship. This is politician Vladimir Kara-Murza, who received a British passport, and Kevin Leake, who has German citizenship.

According to Russian law, the President of Russia can grant a pardon by his decree.

Russia is preparing to exchange 20 to 30 political prisoners for its spies, journalist Petr Kozlov claims , citing a source. Among them are Vladimir Kara-Murza and Ilya Yashin. The Kremlin will also hand over Wall Street Journal journalist Evan Gershkovich, who "was taken for this purpose," Kozlov's source said.
