The State Duma wants to use foreign security forces to persecute Russians who have left

A bill has been submitted to the State Duma proposing to amend Article 458 of the Criminal Procedure Code of Russia on "sending criminal case materials for criminal prosecution," Kommersant reports .

At the moment, the article only concerns foreign citizens. It states that if a foreigner commits a crime on Russian territory, after which he manages to leave the country, the materials of the criminal case brought against him are transferred to the Prosecutor General's Office. The latter, in turn, can send the case materials to another country for further legal proceedings.

One of the authors of the bill was State Duma deputy and Chairman of the Committee on Security and Anti-Corruption Vasily Piskarev. He proposed expanding the list of those to whom the practice provided by the law will be applied. In addition to foreigners, Piskarev wants to add to the text of the law Russians who left the country and allegedly committed a crime.

“The adoption of the bill should contribute to the implementation of such a fundamental principle of criminal proceedings as the inevitability of punishment, including in relation to persons hiding from justice outside of Russia,” he wrote on his Telegram channel.

First Department lawyer Evgeny Smirnov suggested that the bill would allow Russian authorities to “flood” foreign countries with requests and put people on the international wanted list with the help of “friendly countries.”

"Most Russian political articles are unique and have no analogs in other countries, but criminal prosecution is not always related to politics or is carried out on clearly political grounds. In such cases, this norm significantly simplifies the transfer of case materials regarding Russians and the possibility of their prosecution outside the Russian Federation," Smirnov told Important Stories.

Earlier, Piskarev supported the idea of ​​banning advertising from "foreign agents". "Those who are already doing well, living on handouts from Russia's enemies, should not make money off our citizens," Piskarev said at the time.

Earlier this year, Piskarev co -authored a government-approved law on confiscating the property of those convicted in Russia under the article on “fakes” about the army. The authors of this bill also proposed toughening the punishment for calls for activity against the state.
